    Bringing politics back in: examining the link between globalization and democratization

    This article considers current explanations of the link between globalization and democratization in light of an empirical case study: that of a 1998-99 campaign led by Egyptian NGOs against government restrictions on the freedom of association. The article calls attention to the need to 'bring politics back in' to theories of the link between globalization and democratization, by studying the political strategies of actors, the longer-term local, historical context against which these strategies are formed and their impact upon existing relations of power. The first part of this article reviews some of the major arguments regarding the link between globalization and democratization in order to highlight their focus on structural changes in explaining democratization. The second part proposes an alternative explanatory framework, based on the Gramscian concepts of hegemony and counter-hegemony. The third and fourth parts operationalize this framework through presenting the context for the actions of NGOs in Egypt and the case study of NGO efforts for greater democratization. Finally, the conclusion brings together the conceptual and empirical discussions

    The political identities of neighbourhood planning in England

    The rise of neighbourhood planning has been characterised as another step in a remorseless de-politicisation of the public sphere. A policy initiated by the Coalition Government in England to create the conditions for local communities to support housing growth, neighbourhood planning appears to evidence a continuing retreat from political debate and contestation. Clear boundaries are established for the holistic integration of participatory democracy into the strategic plan-making of the local authority. These boundaries seek to take politics out of development decisions and exclude all issues of contention from discussion. They achieve this goal at the cost of arming participatory democracy with a collective identity around which new antagonisms may develop. Drawing on the post-political theories of Chantal Mouffe this paper identifies the return of antagonism and conflict to participation in spatial planning. Key to its argument is the concept of the boundary or frontier that in Mouffe’s theoretical framework institutionalises conflict between political entities. Drawing on primary research with neighbourhood development plans in England the paper explores how boundary conditions and boundary designations generate antagonism and necessitate political action. The paper charts the development of the collective identities that result from these boundary lines and argues for the potential for neighbourhood planning to restore political conflict to the politics of housing development

    Restructuring the English Working Class for Global Competitiveness

    This paper considers the latest developments in an ongoing attempt to restructure the English working class. It divides this project into two distinct phases. The first is associated with destructive policies to undermine the political, social and institutional structures of the working class embedded in the post- War social democratic and compromise. The paper then goes on to show how New Labour initially sought to rebuild the working class in the image of global competitiveness, at the outset of the second phase to restructure the English working class. The paper argues that the present moment in policy development represents a watershed in this second-phase. The aim now is to contain and overcome some of the contradictions thrown up by New Labour’s early policies and to raise the raise the workforce in terms of its position in the Global Division of Labour. To do so, there is a need to move up those sections of the working class currently working in, and competing for, low-value and low paid ‘entry-level’ work, in order to create space for largely inactive elements of the latent workforce to move into. The project is pre-figured by a wholesale acceptance of the politics of global competitiveness.     'Exit' in deeply divided societies: regimes of discrimination in Estonia and Latvia and the potential for Russophone migration.

    Hirschman’s model of ‘exit’ envisages that mass migration can communicate feedback to a state and elicit modifying policy behaviour. The regimes of discrimination against Russophones in Estonia and Latvia are examined to demonstrate that in certain conditions of inter-ethnic conflict the model does not work as predicted. In deeply divided societies the mass migration of a minority can be intentionally promoted by a majority regime of discrimination and thus does not perform a feedback function. Equally, in such conditions migration may operate as a safety valve to release the build up of minority antagonisms against the discriminatory regimes. The cases of Estonia and Latvia also illustrate the limitations of international conditionality from the EU and OSCE to prevent anti-minority policies, when there is a lack of international commitment and when governing elites resist. Given the lack of political will in Estonia and Latvia to modify the regimes of discrimination, and the poor prospects for integration or assimilation, the article predicts a significant out-migration by Russophones to other EU member states when restrictions on freedom of movement are eased after the transitional period.

    African-Born Immigrants in U.S. Schools: An Intercultural Perspective on Schooling and Diversity

    Despite the significant increase of African-born immigrants in the United States of America, the education system does not recognize their presence and does little to facilitate their integration through the implementation of necessary curricular adjustments. The purpose of this article is to call on multicultural education advocates to endorse the argument for the distinctness of African-born immigrants as a complex cultural group with unique vulnerabilities requiring sensitivity. Organizationally, the paper develops four key points: the current demographic representation of the African population; the absence of African voices in multicultural education scholarship; the salience of multicultural education advocacy in recognizing the essence of African cultures in the western world; and the minimal coverage of African topics in the U.S. curriculum.     Neoliberal Imperialism and Pan-African Resistance

    Neoliberalism has in the past three decades had a tremendous impact on both thought and practice throughout most of the world, and has dominated international development since the early 1980s. Although neoliberalism presents itself as modern and progressive, it is argued that the underlying ideologies and power agendas have their origins in the political debates of the eighteenth century and earlier. Through an analysis of neoliberalism from a world-historical and global perspective, indications are seen that the international development agenda has more to do with political and economic interests than with benevolent pro-poor development. This leads to the debate about redistribution of resources and State-led Development versus Free-market Development, which is inextricable from the discussion of Liberal Democratic Peace Theory versus Realism. From this perspective it is argued that the notion of democratic peace is used as a popular seductive rhetoric, to legitimize western military interventions and the imposition of economic policies in the name of democracy, human rights and free market economy. In this context, it is argued that neoliberalism cannot be analysed without also considering inherent links to imperialism and neo-colonialism, which is being resisted by pan-African movements
