Integración de mercados financieros regionales: aprender de la experiencia europea
(Disponible en idioma inglés únicamente) El llamado modelo europeo de integración de mercados ha venido evolucionando a lo largo de muchas décadas. En particular, el plan original de integrar económicamente a Europa por la vía de un programa progresivo de harmonización de legislaciones nacionales, especialmente en el campo de los mercados financieros, ha cedido a una alternativa radical basada en el reconocimiento mutuo de los estados miembros de la legislación y la normativa nacional en vigor. Dado que ese cambio se puso en marcha más que nada por motivos pragmáticos, el enfoque de reconocimiento mutuo ha adquirido desde entonces una dimensión ideológica y estratégica en las negociaciones políticas que le confiere aún más importancia al estudio de sus repercusiones en el terreno.
A framework for deriving semantic web services
Web service-based development represents an emerging approach for the development of distributed information systems. Web services have been mainly applied by software practitioners as a means to modularize system functionality that can be offered across a network (e.g., intranet and/or the Internet). Although web services have been
predominantly developed as a technical solution for integrating software systems, there is a more business-oriented aspect that developers and enterprises need to deal with in order to benefit from the full potential of web services in an electronic market. This ‘ignored’ aspect is the representation of the semantics underlying the services themselves as well as the ‘things’ that the services manage. Currently languages like the Web Services Description Language (WSDL) provide the syntactic means to describe web services, but
lack in providing a semantic underpinning. In order to harvest all the benefits of web services technology, a framework has been developed for deriving business semantics from syntactic descriptions of web services. The benefits of such a framework are two-fold. Firstly, the framework provides a way to gradually construct domain ontologies from previously defined technical services. Secondly, the framework enables the
migration of syntactically defined web services toward semantic web services. The study follows a design research approach which (1) identifies the problem area and its relevance from an industrial case study and previous research, (2) develops the
framework as a design artifact and (3) evaluates the application of the framework through a relevant scenario
Urban Distribution: The Impacts of Different Governmental Time-Window Schemes
Local authorities increasingly use time-access regulations to improve social sustainability issues, such as the attractiveness of a city centre, the shopping climate, or to reduce the nuisance caused by urban freight transport. However, these time-windows increase delivery costs and the environmental burden. This paper evaluates five different time-window schemes on their social, environmental, and economic impacts. The first scheme examines the current time-window policy scheme. In the second scheme time-windows are harmonized between different cities. The third scheme moves all deliveries to the night. The fourth and fifth schemes evaluate the consequences of the proposal by the Dutch committee for urban distribution (committee Sakkers). The fourth scheme includes noise-legislation for delivering during the night, the fifth does not. This research includes interviews with several Dutch policy-making officials and is further based on a multiple-case study of fourteen large retail chains in different sectors and with different formulas. The results show that the current time-window scheme performs worst. The best time-window scheme would be a combination of the proposal of the committee Sakkers and the harmonization scenario.City Logistics;Retail Logistics;Sustainability;Time-Window Regulation;Urban Goods Movement
Misaligned Values in Software Engineering Organizations
The values of software organizations are crucial for achieving high
performance; in particular, agile development approaches emphasize their
importance. Researchers have thus far often assumed that a specific set of
values, compatible with the development methodologies, must be adopted
homogeneously throughout the company. It is not clear, however, to what extent
such assumptions are accurate.
Preliminary findings have highlighted the misalignment of values between
groups as a source of problems when engineers discuss their challenges.
Therefore, in this study, we examine how discrepancies in values between groups
affect software companies' performance.
To meet our objectives, we chose a mixed method research design. First, we
collected qualitative data by interviewing fourteen (\textit{N} = 14) employees
working in four different organizations and processed it using thematic
analysis. We then surveyed seven organizations (\textit{N} = 184). Our analysis
indicated that value misalignment between groups is related to organizational
performance. The aligned companies were more effective, more satisfied, had
higher trust, and fewer conflicts.
Our efforts provide encouraging findings in a critical software engineering
research area. They can help to explain why some companies are more efficient
than others and, thus, point the way to interventions to address organizational

Business process management tools as a measure of customer-centric maturity
In application of business process management (BPM) tools in European commercial sectors, this paper examines current maturity of customer centricity construct (CC) as an emerging dimension of competition and as a potential strategic management direction for the future of business. Processes are one of the key components of transformation in the CC roadmap. Particular departments are more customer orientated than others, and processes, customer-centric expertise, and approach can be built and utilized starting from them. Positive items within a current business process that only involve minor modification could be the basis for that. The evidence of movement on the customer-centric roadmap is found. BPM in European telecommunications, banking, utility and retail sector supports roadmap towards customer-centricity in process view, process alignment and process optimization. However, the movement is partial and not flawless, as BPM hasn’t been inquired for supporting many of customer-centric dimensions

The purpose of this article is to provide background about the United States Food and Drug Administration (FDA). The article will focus particularly upon the agency's authority, its place in the United States system, and its history as a domestic institution and as a participant in international activities. Finally, the article summarizes principal areas of regulatory cooperation with the European Union in the foods area and outlines future areas of cooperation. The article may be of interest to counterparts in other countries, confronted with such food safety issues - particularly the recent evidence that humans might develop a variant of a fatal neurological disease (Creutzfeld-Jakob disease) as a result of eating beef from cattle afflicted with bovine spongiform encephalopathy (BSE)
Developing and enforcing internal information systems standards: InduMaker’s Standards Management Process
It is widely agreed that standards provide numerous benefits when available and enforced. Company-internal Information Systems (IS) management procedures and solutions, in the following coined IS ‘standards’, allow for harmonizing operations between company units, locations and even different service providers. However, many companies lack an organized process for defining and managing internal IS standards, which causes uncertainties and delays in decision making, planning, and design processes. In this case study of the globally operating InduMaker (anonymized company name), an established manufacturing supplier, we look into the company-internal management of IS standards. Theoretically grounded in the organizational and IS-focused literature on business process modelling and business process commoditization, we describe and investigate InduMaker’s newly developed Standard Management Process (SMP) for defining and managing company-internal business and IS standards, with which the multinational pursues offering clear answers to business and IT departments about existing IS standards, their degree of obligation, applicability, and scope at any time
A model-driven method for the systematic literature review of qualitative empirical research
This paper explores a model-driven method for systematic literature reviews (SLRs), for use where the empirical studies found in the literature search are based on qualitative research. SLRs are an important component of the evidence-based practice (EBP) paradigm, which is receiving increasing attention in information systems (IS) but has not yet been widely-adopted. We illustrate the model-driven approach to SLRs via an example focused on the use of BPMN (Business Process Modelling Notation) in organizations. We discuss in detail the process followed in using the model-driven SLR method, and show how it is based on a hermeneutic cycle of reading and interpreting, in order to develop and refine a model which synthesizes the research findings of previous qualitative studies.
