    Science and Technology Governance and Ethics - A Global Perspective from Europe, India and China

    This book analyzes the possibilities for effective global governance of science in Europe, India and China. Authors from the three regions join forces to explore how ethical concerns over new technologies can be incorporated into global science and technology policies. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. Chapter Four discusses public engagement in the governance of science and technology, and Chapter Five reviews science and technology governance and European values. The sixth chapter describes and analyzes values demonstrated in the constitution of the People’s Republic of China. Chapter Seven describes emerging evidence from India on the uses of science and technology for socio-economic development, and the quest for inclusive growth. In Chapter Eight, the authors propose a comparative framework for studying global ethics in science and technology. The following three chapters offer case studies and analysis of three emerging industries in India, China and Europe: new food technologies, nanotechnology and synthetic biology. Chapter 12 gathers all these threads for a comprehensive discussion on incorporating ethics into science and technology policy. The analysis is undertaken against the backdrop of different value systems and varying levels of public perception of risks and benefits. The book introduces a common analytical framework for the comparative discussion of ethics at the international level. The authors offer policy recommendations for effective collaboration among the three regions, to promote responsible governance in science and technology and a common analytical perspective in ethics

    Analysis on the evolution and governance of the biotechnology industry of China

    The past twenty years have witnessed the high-speed growth of China’s biotechnology industry, and this presents an excellent opportunity to examine the changes that have taken place, especially, to carry out overall evaluation and governance analysis from the perspective of technology policies. Although China’s biotechnology industry has achieved tremendous extension both in scale and structure, the strengths it gained from basic research have been significantly weakened by commercialization. This has resulted in the comparatively limited scale of the whole industry, innovation-lacking products, poor output from research and development and scarcity of industrial resources. A large range of literature regarding China’s biotechnology industry attributes these outcomes to vague and even inappropriate governance, findings supported mainly by analyses based on the linear model of impact of government policies on industrial development. In these analyses, government, enterprises and companies as well as R&D organizations are either put on the opposite poles or in a straight line. After examining the nature of China’s biotechnology industry, and in particular the dynamic procedures in research and development, the authors of this paper argue that besides government, enterprises and R&D organizations, a diverse array of factors should be taken into account as we tackle issues emerging in understanding the development of China’s biotechnology industry. Furthermore, these factors, human or nonhuman, should not be arranged as opposing poles or linearly connected points on a straight line. They are in fact all knitted in networks and act as both knitters and knots. China’s biotechnology industry gains its strength to develop and evolve from these networks, thus its governance must be aimed at improving their stability and quality. Although the main disciplinary perspectives of this research are historical and sociological (including identification of the three development stages of biotechnology in China since 1978 to present days), a large number of concepts and ideas from management studies as well as an interdisciplinary approach are also incorporated into the analysis. The main model used in this research is Actor Network Theory, which is employed as a basic theoretical frame. From this starting point the authors attempt to make a closer examination of China’s biotechnology industry both at the level of technology research and development and at the level of commercialization. The modeling process in this research can be regarded as an attempt to explore the social construction of China’s biotechnology industry. The paper reveals how China’s biotechnology industry develops in the form of networks within the country’s social context and what kinds of relationships exist among the relevant factors; therefore, providing guiding insights for improving the governance of China’s biotechnology industry both in policy and management

    Transdisciplinary research in support of land and water management in China and Southeast Asia : evaluation of four research projects

    Unidad de excelencia María de Maeztu MdM-2015-0552Transdisciplinary research (TDR) aims at identifying implementable solutions to difficult sustainability problems and at fostering social learning. It requires a wellmanaged collaboration among multidisciplinary scientists and multisectoral stakeholders. Performing TDR is challenging, particularly for foreign researchers working in countries with different institutional and socio-cultural conditions. There is a need to synthesize and share experience among researchers as well as practitioners regarding how TDR can be conducted under specific contexts. In this paper, we aim to evaluate and synthesize our unique experience in conducting TDR projects in Asia. We applied guiding principles of TDR to conduct a formative evaluation of four consortium projects on sustainable land and water management in China, the Philippines, and Vietnam. In all projects, local political conditions restricted the set of stakeholders that could be involved in the research processes. The set of involved stakeholders was also affected by the fact that stakeholders in most cases only participate if they belong to the personal network of the project leaders. Language barriers hampered effective communication between foreign researchers and stakeholders in all projects and thus knowledge integration. The TDR approach and its specific methods were adapted to respond to the specific cultural, social, and political conditions in the research areas, also with the aim to promote trust and interest of the stakeholders throughout the project. Additionally, various measures were implemented to promote collaboration among disciplinary scientists. Based on lessons learned, we provide specific recommendations for the design and implementation of TDR projects in particular in Asia

    Geographical trends in research: a preliminary analysis on authors' affiliations

    In the last decade, research literature reached an enormous volume with an unprecedented current annual increase of 1.5 million new publications. As research gets ever more global and new countries and institutions, either from academia or corporate environment, start to contribute with their share, it is important to monitor this complex scenario and understand its dynamics. We present a study on a conference proceedings dataset extracted from Springer Nature Scigraph that illustrates insightful geographical trends and highlights the unbalanced growth of competitive research institutions worldwide. Results emerged from our micro and macro analysis show that the distributions among countries of institutions and papers follow a power law, and thus very few countries keep producing most of the papers accepted by high-tier conferences. In addition, we found that the annual and overall turnover rate of the top 5, 10 and 25 countries is extremely low, suggesting a very static landscape in which new entries struggle to emerge. Finally, we highlight the presence of an increasing gap between the number of institutions initiating and overseeing research endeavours (i.e. first and last authors' affiliations) and the total number of institutions participating in research. As a consequence of our analysis, the paper also discusses our experience in working with affiliations: an utterly simple matter at first glance, that is instead revealed to be a complex research and technical challenge yet far from being solved

    Frames We Can Believe In: Official Framing and Ideology in the CCP’s Quest for Legitimacy

    In the debate on authoritarian resilience, the importance of persuasion to regime legitimacy has been widely acknowledged, yet a conceptual framework explaining the role of persuasion is still lacking. Against this backdrop, we argue that the framing perspective (Benford and Snow 2000) provides a useful basis for such a framework. Drawing on Beetham’s (1991) model of legitimacy, we contend that the ruling elites in authoritarian regimes propagate official frames in a continuous effort to reproduce the belief of the populace in the elites’ leadership qualities and their determination to serve the common interest. In the empirical part of our paper we look at the case of China, where the Chinese Communist Party (CCP) has in recent years reemphasized persuasion as a means of reproducing legitimacy. We then apply our theory in an analysis of the conceptual shifts in the CCP’s frames and ideology, as propagated under its secretary general, Hu Jintao.China, authoritarianism , legitimacy, ideology

    How to use stereotypes to raise awareness of cultural interpretation and encourage intercultural competence

    As Ghent University is increasingly attracting international undergraduate and graduate students there is a growing need for special attention concerning intercultural issues. Besides the presence of international students the personal and student body has also been diversifying in the last decade. The diversity of cultures, linguistic backgrounds and religious affiliations within the same working force or among the students brings the need to tackle issues arising from intercultural encounters. Ghent University’s established a Diversity and Gender Unit, this unit has been organizing workshops ‘Intercultural Communication’ for its personal and doctoral schools. PhD-students as well as teaching staff and administrative and technical staff can choose to participate to these workshops. These workshops ‘Intercultural Communication’ have attracted participants from all sections and departments of the university and are especially designed to tackle a wide set of problems, misunderstandings and issues related to multicultural settings in a limited time frame (3 hours). To be interculturaly competent doesn’t mean you have to know all cultures, which is rather impossible. There are alternative ways to become an intercultural competent person. Hence, the workshops are going beyond informing people on other cultures. The workshops’ goal is to enhance its participants awareness of their own cultural interpretation mechanisms. Below I will give a short overview of what is been done to achieve this goal in a relatively short stretch of time. First participants are motivated to discuss social themes such as migration, ethnocentrism and racism. Participants are encouraged to talk about their own experiences, expectations and culture, and to reflect upon terminology and cultural differences. The workshops emphasize that knowing your own culture is the only way to understand your own perspectives and thus understanding other cultures. Being self-conscience of your own cultural mechanisms becomes the key to appreciate other ways of thinking and doing things. Secondly cultural self consciousness is achieved through an explicit discussion on stereotypes and their meaning. To reach this goal participants have self reflective discussions on negative and positive stereotypes concerning their own cultural group. Furthermore following questions are raised: How do stereotypes work? What is wrong with stereotypes? Can we avoid stereotype thinking? Are stereotypes useful? How so? Participants are stimulated to think about where stereotypes come from, what they tell us and how they can teach us something if handled with care. Through this experience participants are engaged in critical thinking of several stereotypes they may have of others. They are taught how to apprehend what they don’t know as to learn more about others through sensitive questions concerning their own stereotypes
