How Well Do Ontario Library Web Sites Meet New Accessibility Requirements?
New changes to Ontario law will require library web sites to comply with the Web Content Accessibility Guidelines, version 2.0 (WCAG 2.0). This study evaluates 64 Ontario university, college, and public library web sites to see how well they comply with WCAG 2.0 guidelines at present. An average of 14.75 accessibility problems were found per web page. The most common problems included invalid html, poor color contrast, incorrect form controls and labels, missing alt text, bad link text, improper use of headings, using html to format pages, using absolute units of measure, and issues with tables and embedded objects

Foregrounding accessibility for user experience design
textI am interested in creating generative tools and techniques for designing accessible user experiences for end users. As a user experience designer, I am working on embracing the web accessibility standards and guidelines and including them from the beginning of the User Experience (UX) design process. My projects are directed at facilitating design students and professionals to understand two things: that the broad concept of web accessibility is important, and how they can embed web accessibility into the UX design process at a very early stage. To do this, I used different media (website, posters and videos etc.) to create awareness and educate designers in an interesting, simple and engaging way. In this report, I will discuss the definition and role of accessible design, identify limitations in existing tools and methods, and demonstrate how future designers might research, prototype, analyze, and implement their designs for all users.Desig
An investigation into the perspectives of providers and learners on MOOC accessibility
An effective open eLearning environment should consider the target learner’s abilities, learning goals, where learning takes place, and which specific device(s) the learner uses. MOOC platforms struggle to take these factors into account and typically are not accessible, inhibiting access to environments that are intended to be open to all. A series of research initiatives are described that are intended to benefit MOOC providers in achieving greater accessibility and disabled learners to improve their lifelong learning and re-skilling. In this paper, we first outline the rationale, the research questions, and the methodology. The research approach includes interviews, online surveys and a MOOC accessibility audit; we also include factors such the risk management of the research programme and ethical considerations when conducting research with vulnerable learners. Preliminary results are presented from interviews with providers and experts and from analysis of surveys of learners. Finally, we outline the future research opportunities. Web-Based Student Processes at Community Colleges: Removing Barriers to Access
Colleges and universities are making extensive use of the Internet for collecting admission and financial aid applications. Benefits from online application services are enjoyed by both the educational institution and the prospec¬tive student who applies online. It is vital that web sites offering these services be made accessible so that students with disabilities are afforded the same benefits of online applications as their non-disabled peers.
Cornell University’s Employment and Disability Institute was funded by the U.S. Department of Education’s National Institute on Disability and Rehabilitation Research (NIDRR) to conduct a project with the following three objectives: 1) survey student services professionals at community colleges to examine the extent of use of the internet for providing services and the awareness of internet accessibility issues, 2) evaluate a sample of community college websites for accessibility and usability by students with and without disabilities, and 3) develop a toolkit for improving access to internet-based services at community colleges
Adapting e-learning and learning services for people with disabilities
Providing learning materials and support services that are adapted to the needs of individuals has the potential to enable learners to obtain maximal benefit from university level studies. This paper describes EU4ALL project which has been exploring how to present customized learning materials and services for people with disabilities. A number of the technical components of the EU4ALL framework are described. This is followed with a brief description of prototype implementations. This is then followed by a discussion of a number of research directions that may enhance the adaptability, usability and accessibility of information and support systems can be used and consumed by a diverse user population
Information Technology and the Workplace: Implications for Persons with Disabilities
The Internet improves access to employment and community for many people. However, there is growing concern that many Web sites are inaccessible to people with certain disabilities. This article examines the impact on people with disabilities of online human resources processes used for employee recruitment, benefits, and training. In 2002, Cornell University staff reviewed the accessibility of 10 Job boards and 31 corporate e-recruiting Web sites. Human resource (HR) professionals are well positioned to report on key issues regarding these processes. A survey of 433 HR representatives was conducted regarding their organizations\u27 use of information and Web technology in HR processes; knowledge of computer/Web barriers to employees with disabilities; and familiarity with assistive technology and resources. The authors summarize current literature and legislation relevant to Web accessibility, and discuss implications of their findings for businesses and people with disabilities in the workplace
Analysis of U.S. Senate Web Sites For Disability Accessibility
U.S. federal government web sites have increased significantly the level of services and information offered to various internal and external stakeholders. The Workforce Investment Act of 1998 amended Section 508 of the Rehabilitation Act of 1973, which complemented the intent and aims of the 1990 Americans with Disabilities Act (ADA). As a result, federal agencies and departments were mandated to provide disabled stakeholders with access to key information from federal web sites. However, since this enactment, some federal web sites still do not meet fully the legal requirements to accommodate users with disabilities. Additionally, web sites of members of the U.S. Congress technically do not fall under regulation. Without regulation, non-adherence to accessibility standards by congressional web sites may result in poor or ineffective utilization by citizen consumers or other stakeholders with disabilities. The purpose of this study is to examine the accessibility statistics for a pseudo-random sample of 50 web sites of U.S. Senators. The main web page of each site was evaluated with an online web site analysis software tool – Truwex. Three factors were used to gauge the level of accessibility: criteria based on Section 508, WCAG 1.0 standards, and WCAG 2.0 standards. Results suggest that the vast majority of the U.S. Senate web sites do not meet the federal legal guidelines that otherwise are imposed on other U.S. governmental agencies and departments. Many of the sites contain consistent patterns of non-compliance, and some minor changes could result in increased accessibility for disabled stakeholders
Improving Screencast Accessibility for People with Disabilities: Guidelines and Techniques
Screencast video tutorials are increasingly popular in libraries, but may present access problems for people with disabilities unless specific accessibility features are added during screencast creation. This article reviews existing standards for accessible web-based multimedia and gives guidelines on how to create accessible screencasts based on these standards
Thesauri : practical guidance for construction
Purpose - With the growing recognition that thesauri aid information retrieval, organisations are beginning to adopt, and in many cases, create thesauri. This paper offers some guidance on the construction process. Design/methodology/approach - An opinion piece with a practical focus, based on recent experiences gleaned from consultancy work. Findings - A number of steps can be taken to ensure any thesaurus under construction is fit for purpose. Due consideration is therefore given to aspects such as term selection, structure and notation, thesauri standards, software and Web display issues, thesauri evaluation and maintenance. This paper also notes that creating new subject schemes from scratch, however attractive, contributes to the plethora of terminologies currently in existence and can limit user searching within particular contexts. The decision to create a "new" thesaurus should therefore be taken carefully and observance of standards is paramount. Practical implications - This paper offers advice to assist practitioners in the development of thesauri. Originality/value - Useful guidance for those practitioners new to the area of thesaurus construction is provided, together with an overview of selected key processes involved in the construction of a thesaurus

An Investigation of Designers' Use and Preference of People Data

There is still missing knowledge to encourage and support designers in adoption and implementation of inclusive design. Some of this missing knowledge comes in the form of anthropometric data which provides accessible information on users' capabilities and limitations. Support and resources for designers on this type of data seems to be limited and exclusive. This study focuses on evaluating the existing use of anthropometric data by professional designers, aiming to explore means of presenting such data more effectively. Ten UK-based design consultancies were interviewed and completed questionnaires collecting information on designer’s current use of anthropometric data, their suggestions on presentation of that data and their preferences on data tools. It is concluded that the use of anthropometric data sources by designers is very limited and minimal; experienced designers tend to rely mainly on experimental methods such as physical prototyping and engagement with people. The results provide insights into designers' existing approaches to data collection and use. This study highlights the need for development of a highly visual, simple and intuitive data tool based on the interviewed designers’ preferences and suggestions.
