    Evaluating the institutional sustainability of an urban water utility: a conceptual framework and research directions

    Institutional sustainability (IS) is critical to translating infrastructure investments into actual service delivery. This paper examines IS for urban water utilities, and how its progress could be tracked. Common conceptualisations of IS in extant literature were found inadequate from an evaluation stand point. We conceptualize IS as a capacity rather than a financial issue, and, consistent with a process-based approach, we propose a new evaluation tool e the water utility maturity (WUM) model e which is flexible and considers different levels of IS. The WUM model, which requires further validation/verification, was piloted in two water utilities in South Asia with positive feedback

    Exploring leaders\u27 sensemaking of emergent global norms for open science: a mixed methods discourse analysis of UNESCO’s multistakeholder initiative

    In November 2021, all 193 United Nations Member States adopted the United Nations Educational, Scientific, and Cultural Organization’s (UNESCO) Recommendation on Open Science (UNESCO, 2021a), which signaled a shared commitment to globally recognized standards for open science. However, as with other normative instruments established by intergovernmental organizations (IGOs) such as UNESCO, the ways in which local, national, and regional leaders will implement the recommendation can and will vary (Finnemore, 1993). Top-down and bottom-up coordination across international stakeholders in the research system is critical for the framework to be effective in driving global policy implementation and enabling sustained research culture change. Such international coordination necessitates an understanding of the complex economic, socio-political, and cultural dimensions that exist among these stakeholders and may influence local implementation efforts and norm-setting (Martinsson, 2011; Nilsson, 2017). This mixed methods study explores leaders’ sensemaking of emergent global norms for open science through public discourse during the development of UNESCO’s recommendation. The central research question is: How did institutional leaders make sense of emergent global norms for open science during UNESCO’s multistakeholder initiative? The study is situated at the intersection of systems thinking, global norms, and sensemaking, using a social constructionist lens. A synthesis of study findings draws two conclusions: That there is evidence in the discourse of accelerating self-organization toward open science among Member States who responded to UNESCO’s call for commentary on the draft recommendation; and that there is also evidence in the discourse of a degree of instability around prospective norm diffusion and internalization of the Recommendation on Open Science (2021a) related directly to matters of implementation. The tension between emergence and instability is well documented throughout the literature across complex systems, global norms, and sensemaking. Therefore, the study supports the ongoing exploration of global norms development and, specifically, the critical progression from norm emergence to norm diffusion. Given the theoretical coherence of complex systems, global norms, and sensemaking as evidenced throughout the findings, the novel integrative analytic frame that was developed during the design of this study may support other global norms development studies

    A Compass in the Woods: Learning Through Grantmaking to Improve Impact

    The field of philanthropy is under increasing pressure to produce – and be able to demonstrate – greater impact for its investments. A growing number of foundations are moving away from the traditional responsive banker model to becoming more thoughtful and engaged partners with their grantees in the business of producing outcomes. In the process, they are placing bigger bets on larger, more strategic programs and initiatives.  What the field is striving to do now is to ensure that this evolution is based on validated theory, not wishful thinking or shots in the dark. The larger the investment, the more skilled foundations must become at managing risk – making informed decisions, tracking progress, adjusting action and learning – throughout the life of a program, so that foreseeable and unforeseeable changes do not torpedo an otherwise worthy collective effort. The traditional grant?to?evaluation?to?adjustment cycle is very long. Because many traditional grantmaking practices are proving to be too slow to adapt, these foundations are striving to better integrate real?time evaluation and learning into their operations in order to become more adaptive; more innovative; more impactful.We undertook this research project to inform how the tools and practices that support Emergent   Learning (described in the next section) can best help foundations and their communities – grantees, intermediaries and other stakeholders – improve the way they learn in complex programs and initiatives

    Reframing conservation physiology to be more inclusive, integrative, relevant and forward-looking: reflections and a horizon scan

    Applying physiological tools, knowledge and concepts to understand conservation problems (i.e. conservation physiology) has become common place and confers an ability to understand mechanistic processes, develop predictive models and identify cause-and-effect relationships. Conservation physiology is making contributions to conservation solutions; the number of 'success stories' is growing, but there remain unexplored opportunities for which conservation physiology shows immense promise and has the potential to contribute to major advances in protecting and restoring biodiversity. Here, we consider howconservation physiology has evolved with a focus on reframing the discipline to be more inclusive and integrative. Using a 'horizon scan', we further exploreways in which conservation physiology can be more relevant to pressing conservation issues of today (e.g. addressing the Sustainable Development Goals; delivering science to support the UN Decade on Ecosystem Restoration), as well as more forward-looking to inform emerging issues and policies for tomorrow. Our horizon scan provides evidence that, as the discipline of conservation physiology continues to mature, it provides a wealth of opportunities to promote integration, inclusivity and forward-thinking goals that contribute to achieving conservation gains. To advance environmenta lmanagement and ecosystem restoration, we need to ensure that the underlying science (such as that generated by conservation physiology) is relevant with accompanying messaging that is straightforward and accessible to end users
