    Integrating multiple criteria decision analysis in participatory forest planning

    Forest planning in a participatory context often involves multiple stakeholders with conflicting interests. A promising approach for handling these complex situations is to integrate participatory planning and multiple criteria decision analysis (MCDA). The objective of this paper is to analyze strengths and weaknesses of such an integrated approach, focusing on how the use of MCDA has influenced the participatory process. The paper outlines a model for a participatory MCDA process with five steps: stakeholder analysis, structuring of the decision problem, generation of alternatives, elicitation of preferences, and ranking of alternatives. This model was applied in a case study of a planning process for the urban forest in Lycksele, Sweden. In interviews with stakeholders, criteria for four different social groups were identified. Stakeholders also identified specific areas important to them and explained what activities the areas were used for and the forest management they wished for there. Existing forest data were combined with information from interviews to create a map in which the urban forest was divided into zones of different management classes. Three alternative strategic forest plans were produced based on the zonal map. The stakeholders stated their preferences individually by the Analytic Hierarchy Process in inquiry forms and a ranking of alternatives and consistency ratios were determined for each stakeholder. Rankings of alternatives were aggregated; first, for each social group using the arithmetic mean, and then an overall aggregated ranking was calculated from the group rankings using the weighted arithmetic mean. The participatory MCDA process in Lycksele is assessed against five social goals: incorporating public values into decisions, improving the substantive quality of decisions, resolving conflict among competing interests, building trust in institutions, and educating and informing the public. The results and assessment of the case study support the integration of participatory planning and MCDA as a viable option for handling complex forest-management situations. Key issues related to the MCDA methodology that need to be explored further were identified: 1) The handling of place-specific criteria, 2) development of alternatives, 3) the aggregation of individual preferences into a common preference, and 4) application and evaluation of the integrated approach in real case studies

    Decision Support in Information Systems Security

    As the structure of modern organizations shifts, so correspondingly must the methodologies which underlie the evaluation and development of the security posture of their information systems. We have witnessed an ever-growing gap between organizational policy and technology. We have also witnessed an ever increasing complexity of decisions regarding the planning and design of IS security. Within this paper, we propose a decision support framework consistent with security and decision theory and develop a model of the decision analysis space suitable for multiple criteria decision making (MCDM). The adoption of MCDM techniques within the context of this model can show inherent trade-offs between alternatives in a security decision, encapsulate qualitative as well as quantitative elements within the analysis space, and facilitate group-decision making thereby dealing with conflicting perspectives of multiple stakeholders. The paper concludes with a demonstration of the proposed model through a case study conducted with a major financial services provider

    A multiple criteria decision analysis framework for dispersed group decision-making contexts

    To support Group Decision-Making processes when participants are dispersed is a complex task. The biggest challenges are related to communication limitations that impede decision-makers to take advantage of the benefits associated with face-to-face Group Decision-Making processes. Several approaches that intend to aid dispersed groups attaining decisions have been applied to Group Decision Support Systems. However, strategies to support decision-makers in reasoning, understanding the reasons behind the different recommendations, and promoting the decision quality are very limited. In this work, we propose a Multiple Criteria Decision Analysis Framework that intends to overcome those limitations through a set of functionalities that can be used to support decision-makers attaining more informed, consistent, and satisfactory decisions. These functionalities are exposed through a microservice, which is part of a Consensus-Based Group Decision Support System and is used by autonomous software agents to support decision-makers according to their specific needs/interests.     Recruitment and selection processes through an effective GDSS

    [[abstract]]This study proposes a group decision support system (GDSS), with multiple criteria to assist in recruitment and selection (R&S) processes of human resources. A two-phase decision-making procedure is first suggested; various techniques involving multiple criteria and group participation are then defined corresponding to each step in the procedure. A wide scope of personnel characteristics is evaluated, and the concept of consensus is enhanced. The procedure recommended herein is expected to be more effective than traditional approaches. In addition, the procedure is implemented on a network-based PC system with web interfaces to support the R&S activities.     Strategic sourcing:a combined QFD and AHP approach in manufacturing

    Purpose – This paper aims to develop an integrated analytical approach, combining quality function deployment (QFD) and analytic hierarchy process (AHP) approach, to enhance the effectiveness of sourcing decisions. Design/methodology/approach – In the approach, QFD is used to translate the company stakeholder requirements into multiple evaluating factors for supplier selection, which are used to benchmark the suppliers. AHP is used to determine the importance of evaluating factors and preference of each supplier with respect to each selection criterion. Findings – The effectiveness of the proposed approach is demonstrated by applying it to a UK-based automobile manufacturing company. With QFD, the evaluating factors are related to the strategic intent of the company through the involvement of concerned stakeholders. This ensures successful strategic sourcing. The application of AHP ensures consistent supplier performance measurement using benchmarking approach. Research limitations/implications – The proposed integrated approach can be principally adopted in other decision-making scenarios for effective management of the supply chain. Practical implications – The proposed integrated approach can be used as a group-based decision support system for supplier selection, in which all relevant stakeholders are involved to identify various quantitative and qualitative evaluating criteria, and their importance. Originality/value – Various approaches that can deal with multiple and conflicting criteria have been adopted for the supplier selection. However, they fail to consider the impact of business objectives and the requirements of company stakeholders in the identification of evaluating criteria for strategic supplier selection. The proposed integrated approach outranks the conventional approaches to supplier selection and supplier performance measurement because the sourcing strategy and supplier selection are derived from the corporate/business strategy
