    Wasserstein distance-based probabilistic linguistic TODIM method with application to the evaluation of sustainable rural tourism potential

    The evaluation of sustainable rural tourism potential is a key work in sustainable rural tourism development. Due to the complexity of the rural tourism development situation and the limited cognition of people, most of the assessment problems for sustainable rural tourism potential are highly uncertain, which brings challenges to the characterisation and measurement of evaluation information. Besides, decision-makers (DMs) usually do not exhibit complete rationality in the practical evaluation process. To tackle such problems, this paper proposes a new behaviour multi-attribute group decision-making (MAGDM) method with probabilistic linguistic terms sets (PLTSs) by integrating Wasserstein distance measure into TODIM (an acronym in Portuguese of interactive and multicriteria decision making) method. Firstly, a new Wasserstein-based distance measure with PLTSs is defined, and some properties of the proposed distance are developed. Secondly, based on the correlation coefficient among attributes and standard deviation of each attribute, an attribute weight determination method (called PL-CRITIC method) is proposed. Subsequently, a Wasserstein distance-based probabilistic linguistic TODIM method is developed. Finally, the proposed method is applied to the evaluation of sustainable rural tourism potential, along with sensitivity and comparative analyses, as a means of illustrating the effectiveness and advantages of the new method

    A framework for the selection of the right nuclear power plant

    Civil nuclear reactors are used for the production of electrical energy. In the nuclear industry vendors propose several nuclear reactor designs with a size from 35–45 MWe up to 1600–1700 MWe. The choice of the right design is a multidimensional problem since a utility has to include not only financial factors as levelised cost of electricity (LCOE) and internal rate of return (IRR), but also the so called “external factors” like the required spinning reserve, the impact on local industry and the social acceptability. Therefore it is necessary to balance advantages and disadvantages of each design during the entire life cycle of the plant, usually 40–60 years. In the scientific literature there are several techniques for solving this multidimensional problem. Unfortunately it does not seem possible to apply these methodologies as they are, since the problem is too complex and it is difficult to provide consistent and trustworthy expert judgments. This paper fills the gap, proposing a two-step framework to choosing the best nuclear reactor at the pre-feasibility study phase. The paper shows in detail how to use the methodology, comparing the choice of a small-medium reactor (SMR) with a large reactor (LR), characterised, according to the International Atomic Energy Agency (2006), by an electrical output respectively lower and higher than 700 MWe

    Multi-criteria decision making with linguistic labels: a comparison of two methodologies applied to energy planning

    This paper compares two multi-criteria decision making (MCDM) approaches based on linguistic label assessment. The first approach consists of a modified fuzzy TOPSIS methodology introduced by Kaya and Kahraman in 2011. The second approach, introduced by Agell et al. in 2012, is based on qualitative reasoning techniques for ranking multi-attribute alternatives in group decision-making with linguistic labels.     A methodology for the selection of new technologies in the aviation industry

    The purpose of this report is to present a technology selection methodology to quantify both tangible and intangible benefits of certain technology alternatives within a fuzzy environment. Specifically, it describes an application of the theory of fuzzy sets to hierarchical structural analysis and economic evaluations for utilisation in the industry. The report proposes a complete methodology to accurately select new technologies. A computer based prototype model has been developed to handle the more complex fuzzy calculations. Decision-makers are only required to express their opinions on comparative importance of various factors in linguistic terms rather than exact numerical values. These linguistic variable scales, such as ‘very high’, ‘high’, ‘medium’, ‘low’ and ‘very low’, are then converted into fuzzy numbers, since it becomes more meaningful to quantify a subjective measurement into a range rather than in an exact value. By aggregating the hierarchy, the preferential weight of each alternative technology is found, which is called fuzzy appropriate index. The fuzzy appropriate indices of different technologies are then ranked and preferential ranking orders of technologies are found. From the economic evaluation perspective, a fuzzy cash flow analysis is employed. This deals quantitatively with imprecision or uncertainties, as the cash flows are modelled as triangular fuzzy numbers which represent ‘the most likely possible value’, ‘the most pessimistic value’ and ‘the most optimistic value’. By using this methodology, the ambiguities involved in the assessment data can be effectively represented and processed to assure a more convincing and effective decision- making process when selecting new technologies in which to invest.     This paper describes a method for rule base compression of fuzzy systems. The method compresses a fuzzy system with an arbitrarily large number of rules into a smaller fuzzy system by removing the redundancy in the fuzzy rule base. As a result of this compression, the number of on-line operations during the fuzzy inference process is significantly reduced without compromising the solution. This rule base compression method outperforms significantly other known methods for fuzzy rule base reduction.Peer Reviewe

    What Belgium Can Teach Bosnia: The Uses of Autonomy in 'Divided House' States

    Belgium and Bosnia can be understood as “divided house” states, which contain proportionally similar groups with opposing views regarding whether the state should be more unitary or more decentralised. The Belgian example demonstrates that even where groups disagree on state structure, a mixture of various forms of group autonomy may facilitate stability and compromise within the state. Belgium addresses this dilemma in two ways: 1) non-territorial autonomous units in the form of the linguistic communities, and 2) exclusive competencies for different units within the diverse Belgian state. In Bosnia, the rights of minorities in different territorial units, as well as refugee returns to areas where they are minorities, might be improved by structures with non-territorial autonomy that are similar to the Belgian linguistic communities. Similar to Belgium, these non-territorial units might hold exclusive competencies for educational, linguistic, cultural, and religious matters, and enable more political representation of minority individuals. In order to advocate working models for Bosnia, analysts should more carefully examine actual examples from states with similarly divided populations

    Neuro-fuzzy knowledge processing in intelligent learning environments for improved student diagnosis

    In this paper, a neural network implementation for a fuzzy logic-based model of the diagnostic process is proposed as a means to achieve accurate student diagnosis and updates of the student model in Intelligent Learning Environments. The neuro-fuzzy synergy allows the diagnostic model to some extent "imitate" teachers in diagnosing students' characteristics, and equips the intelligent learning environment with reasoning capabilities that can be further used to drive pedagogical decisions depending on the student learning style. The neuro-fuzzy implementation helps to encode both structured and non-structured teachers' knowledge: when teachers' reasoning is available and well defined, it can be encoded in the form of fuzzy rules; when teachers' reasoning is not well defined but is available through practical examples illustrating their experience, then the networks can be trained to represent this experience. The proposed approach has been tested in diagnosing aspects of student's learning style in a discovery-learning environment that aims to help students to construct the concepts of vectors in physics and mathematics. The diagnosis outcomes of the model have been compared against the recommendations of a group of five experienced teachers, and the results produced by two alternative soft computing methods. The results of our pilot study show that the neuro-fuzzy model successfully manages the inherent uncertainty of the diagnostic process; especially for marginal cases, i.e. where it is very difficult, even for human tutors, to diagnose and accurately evaluate students by directly synthesizing subjective and, some times, conflicting judgments
