SymbioCity: Smart Cities for Smarter Networks
The "Smart City" (SC) concept revolves around the idea of embodying
cutting-edge ICT solutions in the very fabric of future cities, in order to
offer new and better services to citizens while lowering the city management
costs, both in monetary, social, and environmental terms. In this framework,
communication technologies are perceived as subservient to the SC services,
providing the means to collect and process the data needed to make the services
function. In this paper, we propose a new vision in which technology and SC
services are designed to take advantage of each other in a symbiotic manner.
According to this new paradigm, which we call "SymbioCity", SC services can
indeed be exploited to improve the performance of the same communication
systems that provide them with data. Suggestive examples of this symbiotic
ecosystem are discussed in the paper. The dissertation is then substantiated in
a proof-of-concept case study, where we show how the traffic monitoring service
provided by the London Smart City initiative can be used to predict the density

A Middleware for the Internet of Things
The Internet of Things (IoT) connects everyday objects including a vast array
of sensors, actuators, and smart devices, referred to as things to the
Internet, in an intelligent and pervasive fashion. This connectivity gives rise
to the possibility of using the tracking capabilities of things to impinge on
the location privacy of users. Most of the existing management and location
privacy protection solutions do not consider the low-cost and low-power
requirements of things, or, they do not account for the heterogeneity,
scalability, or autonomy of communications supported in the IoT. Moreover,
these traditional solutions do not consider the case where a user wishes to
control the granularity of the disclosed information based on the context of
their use (e.g. based on the time or the current location of the user). To fill
this gap, a middleware, referred to as the Internet of Things Management

Information Society Strategies in the European Context: The Case of Greece
This article sets out to analyze the policies adopted by the Greek government in its effort to accelerate the pace of reform towards a knowledge-based economy. These policies have to take into account the position that the country occupies within the emerging information society and, of course, the opportunities created by EU initiatives that aim to promote economic competitiveness and reduce regional disparities. Energy efficient hybrid satellite terrestrial 5G networks with software defined features
In order to improve the manageability and adaptability
of future 5G wireless networks, the software orchestration mechanism,
named software defined networking (SDN) with Control
and User plane (C/U-plane) decoupling, has become one of the
most promising key techniques. Based on these features, the hybrid
satellite terrestrial network is expected to support flexible
and customized resource scheduling for both massive machinetype-
communication (MTC) and high-quality multimedia requests
while achieving broader global coverage, larger capacity and lower
power consumption. In this paper, an end-to-end hybrid satellite
terrestrial network is proposed and the performance metrics,
e. g., coverage probability, spectral and energy efficiency (SE and
EE), are analysed in both sparse networks and ultra-dense networks.
The fundamental relationship between SE and EE is investigated,
considering the overhead costs, fronthaul of the gateway
(GW), density of small cells (SCs) and multiple quality-ofservice
(QoS) requirements. Numerical results show that compared
with current LTE networks, the hybrid system with C/U split
can achieve approximately 40% and 80% EE improvement in
sparse and ultra-dense networks respectively, and greatly enhance
the coverage. Various resource management schemes, bandwidth
allocation methods, and on-off approaches are compared, and the
applications of the satellite in future 5G networks with software
defined features are proposed
Smart hospital emergency system via mobile-based requesting services
In recent years, the UK’s emergency call and response has shown elements of great strain as of today. The strain on emergency call systems estimated by a 9 million calls (including both landline and mobile) made in 2014 alone. Coupled with an increasing population and cuts in government funding, this has resulted in lower percentages of emergency response vehicles at hand and longer response times. In this paper, we highlight the main challenges of emergency services and overview of previous solutions. In addition, we propose a new system call Smart Hospital Emergency System (SHES). The main aim of SHES is to save lives through improving communications between patient and emergency services. Utilising the latest of technologies and algorithms within SHES is aiming to increase emergency communication throughput, while reducing emergency call systems issues and making the process of emergency response more efficient. Utilising health data held within a personal smartphone, and internal tracked data (GPU, Accelerometer, Gyroscope etc.), SHES aims to process the mentioned data efficiently, and securely, through automatic communications with emergency services, ultimately reducing communication bottlenecks. Live video-streaming through real-time video communication protocols is also a focus of SHES to improve initial communications between emergency services and patients. Sleep Period Optimization Model For Layered Video Service Delivery Over eMBMS Networks
Long Term Evolution-Advanced (LTE-A) and the evolved Multimedia Broadcast
Multicast System (eMBMS) are the most promising technologies for the delivery
of highly bandwidth demanding applications. In this paper we propose a green
resource allocation strategy for the delivery of layered video streams to users
with different propagation conditions. The goal of the proposed model is to
minimize the user energy consumption. That goal is achieved by minimizing the
time required by each user to receive the broadcast data via an efficient power
transmission allocation model. A key point in our system model is that the
reliability of layered video communications is ensured by means of the Random
Linear Network Coding (RLNC) approach. Analytical results show that the
proposed resource allocation model ensures the desired quality of service

The New News: Journalism We Want and Need
Economic pressures on one hand and continuing democratization of news on the other have already changed the news picture in Chicago, as elsewhere in the U.S. The Chicago Tribune and Chicago Sun-Times are in bankruptcy, and local broadcast news programs also face economic pressures. Meanwhile, it seems every week brings a new local news entrepreneur from Gapers Block to Beachwood Reporter to Chi-Town Daily News to Windy Citizen to The Printed Blog.In response to these changes, the Knight Foundation is actively supporting a national effort to explore innovations in how information, especially at the local community level, is collected and disseminated to ensure that people find the information they need to make informed decisions about their community's future. The Chicago Community Trust is fortunate to have been selected as a partner working with the Knight Foundation in this effort through the Knight Community Information Challenge. For 94 years, the Trust has united donors to create charitable resources that respond to the changing needs of our community -- meeting basic needs, enriching lives and encouraging innovative ways to improve our neighborhoods and communities.Understanding how online information and communications are meeting, or not, the needs of the community is crucial to the Trust's project supported by the Knight Foundation.
