The Adjudication of Minor Offenses in New York City
American criminal justice is founded on overcriminalization and discretion. Our legislatures have long criminalized much more conduct than can be effectively sanctioned. American police and prosecutors have been granted virtually unreviewable authority (discretion) to allocate investigative and prosecutorial resources. Minor crimes absorb the bulk of our ordinary, local enforcement efforts and there is an endless supply of minor crime, which may be pursued. With minor offenses, discretion is critical at all phases. This article argues that criminal courts, where ninety percent of all cases are heard, could benefit from reform. The author argues for the development of the record so that these offenses are adjudicated on the merits, rather than merely processed
Apollo experience report: Simulation of manned space flight for crew training
Through space-flight experience and the development of simulators to meet the associated training requirements, several factors have been established as fundamental for providing adequate flight simulators for crew training. The development of flight simulators from Project Mercury through the Apollo 15 mission is described. The functional uses, characteristics, and development problems of the various simulators are discussed for the benefit of future programs
Space station proximity operations and window design
On-orbit proximity operations (PROX-OPS) consist of all extravehicular activity (EVA) within 1 km of the space station. Because of the potentially large variety of PROX-OPS, very careful planning for space station windows is called for and must consider a great many human factors. The following topics are discussed: (1) basic window design philosophy and assumptions; (2) the concept of the local horizontal - local vertical on-orbit; (3) window linear dimensions; (4) selected anthropomorphic considerations; (5) displays and controls relative to windows; and (6) full window assembly replacement
Aeroplane design study STOL airliner (A71). Part 2- detail design features
This report is concerned with a description of the detail
design features of the A71 project study. This aircraft is
an airliner designed for operation off single 2000 ft long
runways. The overall description of the design and its
aerodynamic characteristics are contained in Part I of the
report (Ref.1).
The detail design of the structure and systems is
conventional in most respects. The need to provide a long
stroke undercarriage for STOL operations incurred a large
weight penalty and it is concluded that further work is
necessary to establish acceptable requirements for this type
of undercarriage. A separate investigation (Ref.3) has shown
that the aircraft does not meet its stipulated design
objectives due to an inability to cope with engine failure
and gusting cross wind conditions. A study to investigate
the potential of the cross-coupling of adjacent powerplants
to mitigate engine failure control problems suggests that
the weight penalty is not justified (Ref.-)
Aboard the Space Shuttle
Livability aboard the space shuttle orbiter makes it possible for men and women scientists and technicians in reasonably good health to join superbly healthy astronauts as space travelers and workers. Features of the flight deck, the mid-deck living quarters, and the subfloor life support and house-keeping equipment are illustrated as well as the provisions for food preparation, eating, sleeping, exercising, and medical care. Operation of the personal hygiene equipment and of the air revitalization system for maintaining sea level atmosphere in space is described. Capabilities of Spacelab, the purpose and use of the remote manipulator arm, and the design of a permanent space operations center assembled on-orbit by shuttle personnel are also depicted
