    Strategic Niche Management (SNM) beyond sustainability. An exploration of key findings of SNM through the lens of ICT and privacy

    Recently the governance of socio-technical transitions to sustainability is gaining attention in the field of innovation studies. One particular approach is that of Strategic Niche Management (SNM), which advocates the creation of protected space to experiment with radically new sustainable socio-technical practices. This paper contributes by asking whether this approach is also useful for analysis and governance of other types of socially desirable change. This question is addressed through a review of six key-findings of Strategic Niche Management and an original case study in the field of Near Field Communication (NFC) technologies for mobile payment. The social value at stake in this case is not sustainability but privacy. We draw three main conclusions. First, we find that the key-findings and concepts in SNM for sustainability are helpful to understand and interpret much of the data collected for the NFC case and privacy. However, there are notable differences in each of the key-findings, i.e findings related to a) the local-global distinction in SNM, b) expectations, c) social networks, d) learning, e) protection, and f) niche-regime interactions. Second, in relation to governance, the role of sustainability values (being a promising value to pursue) and privacy values (being a bottom-line value to defend) are notably different. Third, these differences result in different roles of public bodies in niche development.     Article 6 Piloting: State of Play and Stakeholder Experiences

    This report is the 3rd edition of a series started in 2019 and provides an updated overview of all aspects related to the piloting and operationalization of Article 6 of the Paris Agreement. Despite the continued uncertainty regarding the finalization of the Article 6 rules, practical Article 6 piloting is continuing apace and the landscape of Article 6 piloting initiatives evolves. Testing how Article 6 cooperation could work in practice in order to inform negotiations as well as getting early access to sources of emissions credits is seen as important to fulfill national mitigation commitments. As a framework for the analysis in our study, we apply a ‘concentric ring’ model that clearly differentiates between piloting activities that aim at generating Internationally Transferred Mitigation Outcomes (ITMOs) or adaptation benefits (ABs), initiatives that will eventually be governed by Article 6 rules and the enabling environment, which is essential to drive piloting efforts forward. In an additional analytical step, we classify piloting activities in the inner circle according to three different phases: the preparatory phase, the pilot phase and the full implementation phase. Moreover, we summarise current stakeholder experiences with Article 6 piloting and provide an overview of our insights from broad and deep stakeholder consultations, including the views of buyer countries, host countries and project developers

    Taking Prahalad high-tech: the emergence and evolution of global corporate citizenship in the IT industry

    In this paper, I analyse the emergence and evolution of e-Inclusion, HP’s flagship global corporate citizenship programme, as a landmark in the history of corporate citizenship in the IT industry. This programme, which existed from 2000 to 2005, was the first explicit attempt by a major high-tech company to operationalise the theories of C.K. Prahalad, by implementing a direct and an indirect bottom-of-the-pyramid (bop) strategy. The first led to the development of pilot programmes that worked directly with the rural poor to test bop products, services and business models and to create new sources of income for project participants. The second strategy saw e-Inclusion establish collaborations with public-sector organisations which until then had been peripheral to HP’s business, but were recognised as vital for e-Inclusion’s operations and HP’s emerging market success. I argue that important lessons can be drawn from this flagship corporate citizenship programme, which can make current IT initiatives more sustainable and meaningful

    Czech machinery cluster and its role in sustainable development of Moravian-Silesian enterprises during the post-transformation era

    The paper intends to contribute to the field of geographical economics by an extensive questionnaire survey carried out in Moravian-Silesian region, which represents one of territories of traditional industry in the Czech Republic. The purpose of this paper is to analyse and assess the co-operation among enterprises, educational institutions, and public administration from the perspective of sustainability in the Moravian-Silesian region during its post-transformation era. The article deals specifically with the Czech machinery cluster. The research question that lies behind the survey is as follows: Is the co-operation of entities present in the Czech machinery cluster beneficial to the parties involved? The contribution of the paper is in uncovering the role of this cluster in the sustainable development of Moravian-Silesian enterprises during post-transformation period. Since the Moravian-Silesian region is a typical old industrial region, which moreover underwent a difficult transformation process, there are numerous peculiarities in functioning of its enterprises. Machinery was traditionally one of the supportive pillars of regional industry and it is not surprising that the machinery cluster was created as the first one. Yet, regional characteristics lie behind specific trajectories towards economic sustainability.     Experiments in climate governance – lessons from a systematic review of case studies in transition research

    Experimentation has been proposed as one of the ways in which public policy can drive sustainability transitions, notably by creating or delimiting space for experimenting with innovative solutions to sustainability challenges. In this paper we report on a systematic review of articles published between 2009 and 2015 that have addressed experiments aiming either at understanding decarbonisation transitions or enhancing climate resilience. Using the case survey method, we find few empirical descriptions of real-world experiments in climate and energy contexts in the scholarly literature, being observed in only 25 articles containing 29 experiments. We discuss the objectives, outputs and outcomes of these experiments noting that explicit experimenting with climate policies could be identified only in 12 cases. Based on the results we suggest a definition of climate policy experiments and a typology of experiments for sustainability transitions that can be used to better understand the role of and learn more effectively from experiments in sustainability transitions

    A substantially improved flow of new technology is imperative if the general aviation industry is to maintain a strong world position. Although NASA is the most eminently suited entity available to carry out the necessary research and technology development effort because of its facilities, expertise, and endorsement by the aircraft industry, less than 3% of its aeronautical R&T budget is devoted to general aviation aeronautics. It is recommended that (1) a technology program, particularly one that focuses on improving fuel efficienty and safety, be aggressively pursued by NASA; (2) NASA be assigned the role of leading basic research technology effort in general aviation up through technology demonstration; (3) a strategic plan be developed by NASA, in cooperation with the industry, and implemented in time for the 1982 budget cycle; and (4) a NASA R&T budget be allocated for general aviation adequate to support the proposed plan
