The process of setting micronutrient recommendations: a cross-European comparison of nutrition-related scientific advisory bodies
Copyright @ The Authors 2010Objective: To examine the workings of the nutrition-related scientific advisory bodies in Europe, paying particular attention to the internal and external contexts within which they operate. Design: Desk research based on two data collection strategies: a questionnaire completed by key informants in the field of micronutrient recommendations and a case study that focused on mandatory folic acid (FA) fortification. Setting: Questionnaire-based data were collected across thirty-five European countries. The FA fortification case study was conducted in the UK, Norway, Denmark, Germany, Spain, Czech Republic and Hungary. Results: Varied bodies are responsible for setting micronutrient recommendations, each with different statutory and legal models of operation. Transparency is highest where there are standing scientific advisory committees (SAC). Where the standing SAC is created, the range of expertise and the terms of reference for the SAC are determined by the government. Where there is no dedicated SAC, the impetus for the development of micronutrient recommendations and the associated policies comes from interested specialists in the area. This is typically linked with an ad hoc selection of a problem area to consider, lack of openness and transparency in the decisions and over-reliance on international recommendations. Conclusions: Even when there is consensus about the science behind micronutrient recommendations, there is a range of other influences that will affect decisions about the policy approaches to nutrition-related public health. Effective Strategies to Support Advocacy Campaigns: Considerations for Funders and Advocates
This report shares collected insights from funders and advocates across the country, in the hope that their observations will helpfully contribute to other funding and campaign efforts. The respondents noted that while considerable attention has been paid to factors informing the development of sound campaign strategy, comparatively less attention has been paid to the structural and operational issues that undergird successful campaign efforts. Our research accordingly focuses on these matters

Development of an Integrated Governance Strategy for the Voluntary and Community Sector
This report on governance provides a framework for thinking about how policy makers, funders,regulators and advisers can all work with Board members and staff to enhance the effectiveness of nonprofit organisations. It was commissioned by the Active Community Unit (ACU) of the Home Office, in parallel with other reviews designed to improve the capacity of the voluntary and community sector, at a time when the sector plays an increasingly important role in the delivery of services using public funds. That role has recently been investigated in two Government reports, the Cross Cutting Review carried out by the Treasury, and the Strategy Unit review of charities and nonprofits. Our report proposes actions of three types: some that can be taken immediately, some that require further discussion with key interests, and some integration with the other ACU reviews. Taken together they provide the starting point for an evolving strategy to improve governance across the sector. We recommend ACU chairs a group charged with the responsibility for planning and implementing this. Our focus is on governance as 'the systems and processes concerned with ensuring the overall direction, supervision and accountability of an organisation'. This is often taken to mean the way that a Board, management committee or other governing body steers the overall development of an organisation, where day-to-day management is in the hands of staff or volunteers. Sometimes, of course, the committee and volunteers are the same. They ā like all governing bodies ā have to balance the interests of the organisation and those they are trying to serve, while being conscious of financial and legal responsibilities, and the requirements of funders and other supporters
Boards of Directors and Governance Systems: A Practical Guide for Non-Governmental Organizations
This guide was originally released in Spanish in 2014, as a practical tool for strengthening boards of directors of non-governmental organizations (NGOs) in Latin America. It was born out of a fruitless search and recurring need for culturally and linguistically adapted tools on board development for Latin American organizations. In many cases in the region, board development of civil society organizations is still quite incipient and looks entirely different than in the United States, Western Europe and other contexts. The original version was written mindful of the reality of Latin American organizations, drawing on the successful experiences of some, and the needs and challenges they have identified. Shortly after its release, we began to receive requests for a version in English. After conversations with colleagues in other regions, we understood that the approach and tools might be useful for organizations in other parts of the world

In the past regulatory authorities for food products had a duty to ensure that foods offered tothe consumer are at least safe to eat. The authorities required a positive approach of using Good Manufacturing Practices (GMP), producing food in a hygienic manner, and by inspection of finished product. It is now realised that inspection of finished product gives a poor control over the safety of foods. Therefore, since 1 January 1993, regulatory authorities in Europe required that companies take a preventative approach to safety based on the principles of Hazard Analysis and Critical Control Points (HACCP). Anyone exporting fish products to Europe or North America will have to implement a programme based on HACCP. If a company cannot demonstrate to the satisfaction of regulating agencies in importing countries that it has an effective programme operating in their processing plant, importers will not be permitted to accept the products. The United Nations food standard group Codex Alimentarius Commission has recommended HACCP's adoption as a system for ensuring the safety of foods (including finfish and shellfish) and the prevention of foodborne diseases
