An architecture of a user-centred digital library for the academic community
An architecture of a user-centred digital library, designed to lead users of an academic community to the required information resources based on their tasks, is proposed. Information resources include full-text articles, databases, theses and dissertations, e-journals, e-books, multimedia databases, and so on. Other information resources such as university course calendars, university statutes, course registration, thesis and dissertation guidelines, style guides, and so on, are also needed by users. A prototype has been designed and developed using the School of Computer Engineering at Nanyang Technological University (NTU) as an example of such an environment to provide access to these information resources which are spread across different servers and in different home pages This prototype provides links to various information resources according to users' needs, as well as a personal work space to record/store his/her publications, frequently used or favorite hyperlinks and references or notes. Various stages of the prototype design and development are described and future works on this line are highlighted
Overcoming Poverty through Digital Inclusion
A growing body of research is showing how digital inclusion can help communities overcome poverty and injustice. The main challenge lies in how best to achieve this goal. The authors argue that digital inclusion must occur in two distinct stages. The first stage is digital literacy, accomplished with the Symbiotic Computer (SC)-smartphones and tablets. The second stage will be professional capacity-building, accomplished with the more traditional Personal Computer (PC)

State of Alaska Election Security Project Phase 2 Report
A laska’s election system is among the most secure in the country,
and it has a number of safeguards other states are now adopting. But
the technology Alaska uses to record and count votes could be improved—
and the state’s huge size, limited road system, and scattered communities
also create special challenges for insuring the integrity of the vote.
In this second phase of an ongoing study of Alaska’s election
security, we recommend ways of strengthening the system—not only the
technology but also the election procedures. The lieutenant governor
and the Division of Elections asked the University of Alaska Anchorage to

Global Diffusion of the Internet - I: India: Is the Elephant Learning to Dance?
With his proclamation in 1998 that IT is India\u27s tomorrow , Prime Minister Vajpayee captured a vision of a 21st century India substantially different from that of the previous century, with its high levels of poverty, bloated bureaucracies, and protectionist policies. He envisioned the new India as a major IT power, fully integrated with the global economy, bringing about substantial domestic and international benefit. The Internet is a key to this vision, both as an enabler of technology-based change, and as an indicator of the vision\u27s fulfillment. Using an analytic framework developed by the authors and others, this study documents the growth of the Internet in India, from the pre-Internet networks through the boom of the Internet from 1998 to 2003. The Indian experience provides an example of how fundamental, focused changes in policy and legislation can unleash forces that accelerate Internet diffusion. Private sector initiatives greatly expanded the Internet infrastructure and Internet services market. At the same time, Government initiatives promoted the expansion of the Internet into parts of the country not well served by private ISPs. Poverty and limited telecommunications infrastructure currently limit the rate and extent of Internet expansion. Contractual Forms in Islamic Finance Law and Islamic Inv. Co. of the Gulf (Bahamas) Ltd. v. Symphony Gems N.V. & Ors.: A First Impression of Islamic Finance
This Article focuses on the case of Islamic Investment Company of the Gulf (Bahamas) Ltd. v. Symphony Gems N.V. & Others (“Symphony Gems”). Symphony Gems is the first instance where a Western court of law ruled on an Islamic financial transaction. Symphony Gems illuminates the challenges and tensions within the industrial complex of Islamic finance as it seeks to exist and thrive in a commercial reality where the regulatory framework and its associated assumptions (both theoretical as well as those of commercial practice) differ markedly from those of Islamic law and the contemporary Islamic financial industry. The resulting transactions often deviate from the classical modes or forms upon which they are supposed to be based. From a conventional finance perspective, Islamic transactions can be criticized as being anomalous, inefficiently structured and obliquely documented. Symphony Gems arose out of the applicability of an Islamic financial contract known as a murabahah. This Article will explain both the conceptual basis and the contemporary usage of the murabahah contract and, more generally, the challenges of integrating Islamic financial concepts into the Anglo-American legal system that predominates the modern global economy. Murabahah contracts, simply stated, involve the sale of an item, through a middleman, in which the ultimate buyer is aware of the middleman\u27s costs in obtaining the item. As discussed later in this Article, murabahah contracts in contemporary practice closely approximate conventional financing mechanisms, particularly the economics underlying a similarly-profiled conventional commercial financing. This is why murabahah contracts are so popular. DESCRIPTIVE STATISTIC CHARACTERISTICS STUDY FOR LEVEL 4 FRONTIER HIGH SCHOOLS IN MONTANA
Frontier high schools in Montana have a degree of isolation that presents unique challenges setting them apart from their rural, and especially their urban, counterparts. Unfortunately, a one-size-fits-all approach hinders their voices being heard in professional development and policy decision making. This dissertation provides a profile of these high schools and their communities using four social determinants of health: education, access to health care, economics, and behavioral risk factors through mixed methods approach with descriptive statistics and high school principal survey responses. The results of this approach revealed frontier high schools have small class sizes and low teacher-student ratios, but they are challenged by a shortage of students, recruitment and retaining staff, and sources of funding through a limited economic base in the community. The remoteness also affected access to needed health care, especially student mental health care. On the other hand, frontier high school student achievement was demonstrated by attendance and graduation rates, along with extracurricular activity participation.
