    Gender Equity and Renewable Energies : Thematic Background Paper

    The aim of this paper is to review existing evidence on the role of renewable energies in bringing gender equity. The paper first explores the evolution of thinking on gender and energy, in particular that practitioners no longer specifically focus on women and stoves (often referred to as “household energy”). Next, the reasons why gender analysis can help those people trying to increase the dissemination of renewable energy technologies are presented. There is a brief description of the gender aspects of household energy, and how different renewable energy technologies can contribute to drudgery reduction and time saving, particularly for women. The role of women in renewable energy is analysed. The paper concludes with an analysis of lessons learnt and recommendations. However, the point has to be stressed that there is now only beginning to emerge information about gender and energy in the South, and there is very little information about the situation in the North. The data that are available are primarily in the form of case studies, mainly related to stoves programmes and rural electricity grid extension. The systematic collection of gender-disaggregated statistical data by energy ministries does not occur and it is very rare to find energy project evaluations that use gender analysis. This means that much of the analysis should be seen as only as indicative, although this does not invalidate the recommendations since many of these are linked to the general situation of women having fewer assets than men

    Enabling low-carbon living in new UK housing developments

    Purpose: The purpose of this paper is to describe a tool (the Climate Challenge Tool) that allows house builders to calculate whole life carbon equivalent emissions and costs of various carbon and energy reduction options that can be incorporated into the design of new developments. Design/methodology/approach: The tool covers technical and soft (or lifestyle) measures for reducing carbon production and energy use. Energy used within the home, energy embodied in the building materials, and emissions generated through transport, food consumption and waste treatment are taken into account. The tool has been used to assess the potential and cost-effectiveness of various carbon reduction options for a proposed new housing development in Cambridgeshire. These are compared with carbon emissions from a typical UK household. Findings: The tool demonstrated that carbon emission reductions can be achieved at much lower costs through an approach which enables sustainable lifestyles than through an approach which focuses purely on reducing heat lost through the fabric of the building and from improving the heating and lighting systems. Practical implications: The tool will enable house builders to evaluate which are the most cost-effective measures that they can incorporate into the design of new developments in order to achieve the significant energy savings and reduction in carbon emissions necessary to meet UK Government targets and to avoid dangerous climate change. Originality/value: Current approaches to assessing carbon and energy reduction options for new housing developments concentrate on energy efficiency options such as reducing heat lost through the fabric of the building and improving the heating and lighting systems, alongside renewable energy systems. The Climate Challenge Tool expands the range of options that might be considered by developers to include those affecting lifestyle choices of future residents. © Emerald Group Publishing Limited

    City logistics policies require an understanding of several issues (e.g. freight distribution context, preferences and relationship among agents) seldom accounted for in current research. Policies run the risk of producing unsatisfactory results because behavioural and contextual aspects are not considered. The acquisition of relevant data is crucial to test hypothesis and forecast agents' reactions to policy changes. Despite recent methodological advances in modelling interactive behaviour the development of apt survey instruments is still lacking to test innovative policies acceptability.     Rethinking Sanitation: Lessons and Innovation for Sustainability and Success in the New Millennium

    This report highlights some of the key lessons learned from the past about sustainable sanitation solutions, new thinking emerging from consolidated learning and innovative experimentation on-the-ground, and some of the conditions necessary for success if real improvements in sanitation are to be achieved and sustained in rural and urban areas. Special attention is placed on the shift from supply-led sanitation projects to demand-led and market-oriented projects. The report concludes that with much deeper attention and broadened interest in sanitation, a more realistic view of the complexity, time, resources and effort needed to meet the challenge of large-scale sustainable changes in sanitation at the household level

    Internalisation of Transport Noise Externalities: Activity Disturbance Pricing and Implementation

    A transport noise-pricing model is developed, which distinguishes between transport sound externalities, real resource costs of transport noise externalities and monetary valuations of such costs. It differs from existing approaches (hedonic pricing and contingent valuation), which aim at monetary valuations directly. The internalisation of transport noise externalities is modelled at the micro-level and allows aggregation across a population to any desired extent. A transport noise externality is characterised for every individual as a set of maps from the space of (non-marketable) transport sound commodities into the set of feasible actions (marketable and non-marketable human activities) such that the set of feasible actions is reduced. The concept of real resource costs to an individual corresponds to the duration of disturbances of optimally chosen human activities and is measured in units of time. Monetary valuations of such costs only require positive personal incomes, irrespective of their source. One example is given of applying a dominant strategy mechanism (Mookherjee and Reichelstein) to the solution of the model, assuming the objective is to select transport service productions which maximise economic profit, appropriate noise measurement technology exists to allow the identification of transport sound sources, and ‘polluter pays’ legislation exists which is costless to enforce.Internalisation of transport noise externalities, incomplete markets, incentive compatible mechanism

    Public Participation GIS for sustainable urban mobility planning: methods, applications and challenges

    Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of PoznaƄ and ƁodĆș. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation
