    Effective Strategies for Managing the Outsourcing of Information Technology

    More than half of information technology (IT) outsourced projects fail, primarily due to a lack of effective management practices surrounding the outsourcing end-to-end process. Ineffective management of the IT outsourcing (ITO) process affects organizations in the form of higher than expected project costs, including greater vendor switching or reintegration costs, poor quality, and loss of profits. These effects indicate that some business leaders lack the strategies to effectively manage the ITO process. The purpose of this single-case study was to apply the transaction cost economics (TCE) theory to explore strategies 5 business professionals use to manage an ITO project in a financial services organization located in the Midwestern region of the United States. Participant selection was purposeful and was based on the integral role the participants play on the ITO project. Data collection occurred via face-to-face semistructured interviews with the participants and the review of company documents. Data were analyzed using inductive coding of phrases, word frequency searches, and theme interpretation. Three themes emerged: vendor governance and oversight, collaborative strategic partnership, and risk management strategies enabled effective management of ITO. Identifying and executing appropriate outsourcing strategies may contribute to social change by improving outsourcing infrastructure, which might support job creation; increasing standards of living, especially within emerging markets; and heightening awareness of different cultures, norms, and languages among people living in different regions around the world to establish commonalities and gain alignment with business practices

    During the recent decades, some academic research on the subject of information technology outsourcing (ITO) decision has appeared in different outlets, which may impede the use of such resources and as a result, repetition of research by various researchers is very likely. The purpose of this paper is then to conduct a systematic literature review (SLR) pertaining to research on ITO decision. Then, this review intends to 1) classify ITO decision literature, 2) provide a list of factors affecting ITO decision, and 3) identify ITO strategies. To this end, 91 ITO articles published between 2000 and 2018 in 51 unique journals were reviewed. The results yielded three kinds of descriptive, relational, and comparative ITO decision studies. The determinants of ITO decisions are classified into technological, organizational, environmental and user adoption factors. Furthermore, the trend of studied ITO strategies in the reviewed literature is analyzed, and future sourcing varietals are proposed.     Information Systems Offshoring—A Literature Review and Analysis

    IS offshoring has become one of the most discussed phenomena in IS research and practice. Particularly due to its rapid evolvement, current research on IS offshoring lacks a consolidated view on existing results. The article at hand seeks to meet this need by systematically reviewing and analyzing prior academic literature on IS offshoring. Based on a review of top-ranked IS and management journals as well as IS conference proceedings, we compile an exhaustive bibliography of ninety-six publications solely focusing on IS offshoring from a (project) management perspective. To adequately address the immense diversity of these publications, a multi-perspective research framework consisting of three perspectives, namely, research focus, research approach, and reference theory, is introduced and forms the basis for our literature analysis. The analysis results confirm the appropriateness of our framework and reveal directions for future research along the framework perspectives: Most importantly, in an effort to increase the significance and the trustworthiness of their results, researchers should apply a more theory-driven approach and provide a better description of their research context. Moreover, future research needs to pay particular attention to the pre-implementation stages of an IS offshoring initiative as well as the special nature of nearshoring and captive offshoring. There is an increasing number of organizations that are taking advantage of digital transformation, competing in the market of the digital economy. The advances of the global market in competitiveness trigger organizations whose ambition is to distinguish themselves to develop more efficient and effective processes, delivering distinctive services or products to their consumers. When the Business Process Outsourcing (BPO) processes are automated with Robot Process Automated (RPA), the organization can raise cost efficiency, acquire efficiency advantages, and increase their rank in the market. Additionally, when repetitive and tedious activities are automated, human employees have time and opportunity to enhance their cognitive judgment, creative thinking, and social skills. This research approaches the steps that lead to the elaboration of a framework that can be adopted in BPO processes, aiming to help in the knowledge of which processes are typical in BPO, and which of those processes can be fully automated, semi-automated or cannot be automated with Robotic Processing Outsourcing. Afterwards, are revealed the assumptions that were the base of the artifact elaboration, following the description of each component and stage that constitute the framework. Lastly, it is referred the validation of the framework by experts and the discussion of the obtained results, conclude the utility of the artifact as support to the automation of BPO with RPA

    Los proveedores logísticos 3PL tienen influencia directa en el desempeño global de la cadena de abastecimiento y en el éxito de la gestión empresarial. La contratación de estos proveedores involucra el estudio detallado y cuidadoso de múltiples criterios; sin embargo, aunque la empresa haya acertado en su proceso de selección, es pertinente que visualice los beneficios, ventajas y desventajas que el proveedor contratado le está aportando. Una vez seleccionado el proveedor, se considera que evaluar y hacer seguimiento del servidor 3PL podría generarle a la empresa un mejor conocimiento del desempeño que el proveedor aporta. Por otro lado, la gestión de los riesgos en la cadena de suministro es un tema que reviste gran importancia, tanto desde la perspectiva académica como desde la orientación práctica. Uno de los riesgos más importantes, de acuerdo con la literatura, es el riesgo operacional; en este sentido, se presenta una propuesta multicriterio para evaluar el desempeño de los proveedores 3PL, la cual involucra dentro de sus criterios el riesgo operacional asociado a la participación de dichos proveedores en las actividades de la organización. La metodología propuesta se fundamenta en la utilización del FAHP (Proceso Analítico Jerárquico) difuso y ha sido aplicada en una empresa manufacturera colombiana para uno de sus proveedores de transporte terrestre de mercancías, mostrando que dicho proveedor tiene un desempeño normal y que, por lo tanto, la compañía puede continuar contando con sus servicios

    Prioritizing Offshore Vendor Selection Criteria for the North American Geospatial Industry

    The U.S. market for geospatial services totaled US $2.2 billion in 2010, representing 50% of the global market. Data-processing firms subcontract labor-intensive portions of data services to offshore providers in South and East Asia and Eastern Europe. In general, half of all offshore contracts fail within the first 5 years because one or more parties consider the relationship unsuccessful. Despite the high failure rates, no study has examined the offshore vendor selection process in the geospatial industry. The purpose of this study was to determine the list of key offshore vendor selection criteria and the efficacy of the analytic hierarchy process (AHP) for ranking the criteria that North American geospatial companies consider in the offshore vendor selection process. After the selection of the initial list of factors from the literature and their validation in a pilot study, a final survey instrument was developed and administered to 15 subject matter experts (SMEs) in North America. The SMEs expressed their preferences for one criterion over another by pairwise comparisons, which served as input to the AHP procedure. The results showed that the quality of deliverables was the top ranked (out of 26) factors, instead of the price, which ranked third. Similarly, SMEs considered social and environmental consciousness on the vendor side as irrelevant. More importantly, the findings indicated that the structured AHP process provides a useful and effective methodology whose application may considerably improve the quality of the overall vendor selection process. Last, improved and stabilized business relationships leading to predictable budgets might catalyze social change, supporting stable employment. Consumers could benefit from derivative improvements in product quality and pricing

    Theory Informing Decision-Making on Outsourcing: A Review of Four ‘Five- Year’ Snapshots Spanning 47 Years

    This study investigates how researchers use theory for decision-making on outsourcing through a longitudinal systematic literature review covering four five-year intervals spanning 1965–2011. Each of the 249 retrieved papers has been categorised based on theory used, nature of literature review, research method, type of industry investigated, organisational functions, performance criteria and level of decision making. Notwithstanding a surge in academic writings on outsourcing, our analysis of the four periods shows that few papers contribute to theory or provide further insight into outsourcing. The focus of most papers tends to be on the practitioner’s perspective with decision making shifting from mainly financial–economic and operational considerations to strategic, long-term and multidimensional criteria that are not necessarily linked to a particular theoretical stance. The findings also imply that a full account of theories, their application as well as systematic testing in the context of outsourcing decision making, is still needed for advancing such knowledge. However, the evidence also suggests that methods for decision making do not vary much between domains and functions, although there are some exceptions, such as R&D, logistics and public sector functions. This study also identifies a framework for future research into decision-making on outsourcing

    Determination Of Elective Course Based On Hierarchical Fuzzy Topsis Method With Matlab Software

    The determination of elective course in undergraduate education is an important decision making process, because the course chosen allows the students to specialize in the area they are interested in. The aim of this study is to apply Hierarchical Fuzzy TOPSIS HFTOPSIS method in determining elective course as a fuzzy multi-criteria decision making FMCDM technique and introduce the programme developed in MATLAB software related to this decision making process. In this study, a decision model based on the process of determining elective course belonging to the sixth semester of third year students receiving education in economics department at a state university is developed. The assessments of the importance weights of the main and sub-criteria used in determining elective course and the assessments of the elective courses opened in the sixth semester in terms of the sub-criteria are performed by using linguistic variables. Then, these linguistic data are transformed into triangular fuzzy numbers, used in two different algorithms of HFTOPSIS and, relevant process is programmed, and the results of the two algorithms are compared. In the study it is concluded that the most important decision criteria for determining the elective course is elements relating to the lecturer 0.76, 0.96, 1.00 . According to the two algorithms, the candidate elective courses are ranked from the best to the worst with respect to the calculated closeness coefficients. The ranking order of three alternative elective courses is similar according to the two approaches handled in the study, and it is as A1>A3> A2. It is seen that the most appropriate elective course is A1 with a closeness coefficient 0.821 according to the first approach and 0.819 according to the second approach. When the evaluation about whether the choice is risky or not via the closeness coefficient of elective course A1is made, it can be expressed that the alternative chosen is “approved and preferred
