    On the right track? : evaluation as a tool to guide spatial transitions

    Spatial developments are becoming more and more non-linear, dynamic and complex with a wide range of possible actors. The awareness of uncertainty in spatial planning is growing and therefore, projects need to integrate a high level of flexibility. But at the same time, a growing demand for taking more informed and well-argued decisions is noticeable. Predictions out of the ‘best estimated model’ are no longer credible and no longer accepted, because they are too fragile and uncertain. How can we keep these long-lasting, multi-actor projects in permanent transition on the right track? This article presents an evaluation methodology that goes beyond the traditional, rational evaluation attitudes with a low level of flexibility being too linear to match the current spatial developments. There is a need for more interrelated, alert and flexible means of evaluation, co-evolving with the processes and current dynamics in spatial planning. Therefore, different evaluation approaches are introduced, depending on the specific interdependencies of the object of evaluation and its context. Subsequently, the theoretical framework is translated towards a more practical level. A case study conducted in Flanders illustrates the current spatial developments and a possible evaluation approach, incorporated from the beginning of the process, to guide this kind of projects

    A Multicriteria Approach for the Evaluation of the Sustainability of Re-use of Historic Buildings in Venice

    The paper presents a multiple criteria model for the evaluation of the sustainability of projects for the economic re-use of historical buildings in Venice. The model utilises the relevant parameters for the appraisal of sustainability, aggregated into three macro-indicators: intrinsic sustainability, context sustainability and economic-financial feasibility. The model has been calibrated by a panel of experts and tested on two reuse hypotheses of the Old Arsenal in Venice. The tests have proven the model to be a useful support in the early stages of evaluation of re-use projects, where economic improvements are to be combined with conservation, as it supports the identification of critical points and the selection of projects, thus providing not only a check-list of variables to be considered, but an appraisal of trade-offs between economic uses and requirements of conservation.Economic Reuse, Historical Building Conservation

    A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems. In particular issues of land and real estate management, representing the so-called “settlement sector”.     Multi-Criteria Analysis in Compound Decision Processes. The AHP and the Architectural Competition for the Chamber of Deputies in Rome (Italy)

    In 1967, a national architectural competition was released for a preliminary project proposal, aimed at the realization of the new building for the Chamber of Deputies in Rome. The outcomes of that competition were unusual: eighteen projects were declared joint winners, and no winner was consequently selected. With reference to that event, this research aims to examine the usefulness of the evaluation tools that are currently employed and the positive effects that one of these techniques would have had, as support for the identification of the “winner” project, are highlighted. Therefore, an hypothetical examination/adjustment of the decision process of that competition through the Analytic Hierarchy Process (AHP) is developed, analyzing the outputs obtained by the implementations of this technique on the final decision. In addition to confirming the usefulness of the evaluation tools for compound and conflicting decision processes, the results of this experiment led to a further understanding of the socio-cultural dynamics related to the original outcomes of the competition analyzed.     The Evaluation in the Urban Projects Planning: A Logical-Deductive Model for the Definition of “Warning Areas” in the Esquilino District in the City of Rome (Italy)

    With reference to the current focus on urban redevelopment issue, the evaluation of the projects plays a central role for the definition of effective urban development policies. In the present research, a logical-deductive model for the identification of “warning areas” is proposed. Given an urban area to be renovated, the developed methodological approach starts from the detection of the main existing architectural, historical and environmental emergencies in order to investigate the appreciation of the reference market for the higher or lower proximity to each considered urban pole. Thus, an econometric technique is implemented to examine the influence of each locational factor on selling prices, by assuming the property asset price increase as a proxy of the benefits generated by the urban redevelopment intervention for local communities. Furthermore, the proposed methodology is applied to the Esquilino district in the city of Rome (Italy), for which a relevant urge of urban regeneration is found, to orient the selection phases of the areas that need more attention from public entities

    Contextualized property market models vs. Generalized mass appraisals: An innovative approach

    The present research takes into account the current and widespread need for rational valuation methodologies, able to correctly interpret the available market data. An innovative automated valuation model has been simultaneously implemented to three Italian study samples, each one constituted by two-hundred residential units sold in the years 2016-2017. The ability to generate a "unique" functional form for the three different territorial contexts considered, in which the relationships between the influencing factors and the selling prices are specified by different multiplicative coefficients that appropriately represent the market phenomena of each case study analyzed, is the main contribution of the proposed methodology. The method can provide support for private operators in the assessment of the territorial investment conveniences and for the public entities in the decisional phases regarding future tax and urban planning policies

    Fuzzy cognitive mapping to support multi-agent decisions in development of urban policymaking

    The awareness about environmental complexity involves real-time knowledge and demands urban planning initiatives. Knowledge is multiform, multi-agent and mirrors environmental complexity. Problems characterizing urban sustainability particularly claim non-expert knowledge, being informal, puzzling, uncertain, incomplete, hard to be handled, formalized, modelled. This study utilizes Fuzzy cognitive maps to explore such complexity and support multiagent decisions. It concerns the scenario-building process of the new plan of Taranto (Italy), a paradigmatic example of decaying industrial area, heavily characterized by social fragmentation and environment degradation. This approach aims at structuring environmental problems, modelling future strategies and contributing to build a multi-agent decision support system for complex urban planning contexts

    Impact of Structural Reforms on Planning Systems and Policies: Loss of Spatial Consciousness?

    This paper argues that a planning system that allows its policies and practices to gradually lose spatial consciousness and spatial coordination capacities within and across different levels of planning administration is less likely to make national and regional plans and strategies matter or have a say in future spatial development processes. The reasoning behind this argument stems from the case of Denmark, where a structural reform that changed the country’s geographies of inter-governmental arrangements in 2007 significantly transformed the configuration and functioning of the national planning system. Originally designed to support the principle of equal development through spatial planning policies aimed at the promotion of equal access to public and private services across the national territory, the Danish planning policy framework has increasingly evolved towards expressing a lack of explicit spatial consciousness in its current plans and strategies. At the same time, the Danish planning system seems to reveal narrower measures of spatial coherence in terms of horizontal and vertical coordination and integration of sectors and policies within and across different levels of planning administration. Based on an analysis regarding the evolution of planning policies and an examination of the current governance landscape influencing planning practices at national and regional levels, the paper attempts to generate an understanding concerning how the underlying rationale and the institutional relations of Danish spatial planning have been reoriented over time

    The provision of affordable housing for low-income households is a very complex issue that has long been debated in many countries around the world. Social housing (SH) is one of the tools for achieving fairness, social sustainability, and economic feasibility, and it is interrelated with politics, ethics, and economics, as well as the environment, architecture, and technology. In other words, national and local policies, as well as public and private financial resources, are all needed to provide SH.SH also involves social and urban transformations and is, consequently, linked to urban planning and redevelopment projects, real estate market dynamics, and cooperation between public and private stakeholders.
