A New Fuzzy MCDM Framework to Evaluate E-Government Security Strategy

Ensuring security of e-government applications and infrastructures is crucial to maintain trust among stakeholders to store, process and exchange information over the e-government systems. Due to dynamic and continuous threats on e-government information security, policy makers need to perform evaluation on existing information security strategy as to deliver trusted e-government services. Evaluation of e-learning web sites using fuzzy axiomatic design based approach

High quality web site has been generally recognized as a critical enabler to conduct online business. Numerous studies exist in the literature to measure the business performance in relation to web site quality. In this paper, an axiomatic design based approach for fuzzy group decision making is adopted to evaluate the quality of e-learning web sites. Another multi-criteria decision making technique, namely fuzzy TOPSIS, is applied in order to validate the outcome. The methodology proposed in this paper has the advantage of incorporating requirements and enabling reductions in the problem size, as compared to fuzzy TOPSIS. A case study focusing on Turkish e-learning websites is presented, and based on the empirical findings, managerial implications and recommendations for future research are offered

Multi crteria decision making and its applications : a literature review

This paper presents current techniques used in Multi Criteria Decision Making (MCDM) and their applications. Two basic approaches for MCDM, namely Artificial Intelligence MCDM (AIMCDM) and Classical MCDM (CMCDM) are discussed and investigated. Recent articles from international journals related to MCDM are collected and analyzed to find which approach is more common than the other in MCDM. Also, which area these techniques are applied to. Those articles are appearing in journals for the year 2008 only. This paper provides evidence that currently, both AIMCDM and CMCDM are equally common in MCDM

Fuzzy Analytic Hierarchy Process Utilization in Government Projects : A Systematic Review of Implementation Processes

Uncertain assessments challenge the aggregation of expert knowledge in the field of decision-making. Valuable, yet sometimes hesitant, insight of expert decision makers needs to be converted into numerically comparative form in the age of information management. . Fuzzy Analytic Hierarchy Process (FAHP) enables the comparison of decision elements through expert judgements, even when the information at hand is uncertain. The present study explores Fuzzy Analytic Hierarchy Process (FAHP) implementation in government projects in a systematic literature review. Theoretical framework for Analytic Hierarchy Process (AHP), Fuzzy Set Theory (FST) and their combination, namely Fuzzy Analytic Hierarchy Process (FAHP) is provided. The systematic literature review categorizes research results under three categories and examines each paper by utilizing review questions. Three main application purposes rise from the literature review; policy planning and assessment, project selection and project and performance evaluation. Overall implementation processes of the three application areas are discussed. The conclusion provides comprehensive evaluation of the approach and considerations for practitioners.Asiantuntijanäkemysten epävarmuus vaikeuttaa tiedon keräämistä päätöksenteossa. Sumea Analyyttinen Hierarkiaprosessi mahdollistaa päätöksenteossa käytettävien elementtien vertailun asiantuntija-arviointien avulla, jopa silloin kun käytettävissä oleva tieto on epävarmaa. Opinnäytetyössä tutkitaan systemaattisen kirjallisuuskatsauksen keinoin Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), implementointia julkishallinnon hankkeissa. Tutkimus sisältää teoreettisen viitekehyksen Analyyttisen Hierarkiaprosessin, Sumean joukko-opin, eng. Fuzzy Set Theory (FST) ja niiden yhdistelmän, Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), ymmärtämisen tueksi. Systemaattisen kirjallisuuskatsauksen myötä valittu aineisto luokitellaan kolmeen kategoriaan ja jokaista tutkimusta tarkastellaan ennalta määrättyjen kysymysten avulla. Systemaattisen kirjallisuuskatsaukseen myötä valittujen tutkimusten kolme olennaisinta käyttötarkoitusta ovat; käytännön suunnittelu ja arviointi, hankevalinta sekä hankkeiden ja suoritusten arviointi. Aineiston luokittelun jälkeen tutkimus etenee tarkastelemaan erilaisiin käyttötarkoituksiin suunnattujen Sumean Analyyttisen Hierarkiaprosessi -metodin implementointiprosesseja. Johtopäätös -osio tarjoaa pohdintaa ja huomioita siitä, miten päätöksentekijät voivat suhtautua Sumean Analyyttisen Hierarkiaprosessin hyödyntämiseen julkishankkeiden yhteydessä

This research cross-employs the Social Cognitive Theory (SCT) and three major labor theories comprised of Maslow’s theory, Alderfer’s theory and Herzberg’s theory with Multiple Criteria Decision Making (MCDM) consisting of Factor Analysis (FA), Analytical Network Process (“ANP”), Fuzzy Analytical Network Process (FANP) and Grey Relation Analysis (GRA) to evaluate the four types of innovative investment strategies in China after the Domino Effect of the China’s Labor Revolution. The most contributed conclusion is that the “change of original business at the raising compensation policy” (CBRCP) is the best choice for Taiwanese manufacturers operating in China because it is the highest scores of three assessed measurements in the CBRCP. This conclusion further indicates that manufacturing enterprises have little leverage, in the interim, but to increase employment compensation and benefits to satisfy the demands from the ongoing Chinese labor revolution even though it brings about an incremental expenditure in their manufacturing costs. Therefore, the next step beyond this research is to collect additional empirical macroeconomic data to develop a more comprehensive evaluation model that takes into consideration a more in-depth vertical measurement and horizontal assessment methodologies for developing added comprehensive and effective managerial strategies for surviving in this momentous, dynamically-changing and lower-profit Chinese manufacturing market.China labor revolution; Maslow theory; Alderfer theory and Herzberg theory; Multiple criteria decision making

PERFORMANCE EVALUATION ON QUALITY OF ASIAN AIRLINES WEBSITES – AN AHP PPROACH

In recent years, many people have devoted their efforts to the issue of quality of Web site. The concept of quality is consisting of many criteria: quality of service perspective, a user perspective, a content perspective or indeed a usability perspective. Because of its possible instant worldwide audience a Website’s quality and reliability are crucial. The very special nature of the web applications and websites pose unique software testing challenges. Webmasters, Web applications developers, and Website quality assurance managers need tools and methods that can match up to the new needs. This research conducts some tests to measure the quality web site of Asian flag carrier airlines via web diagnostic tools online. We propose a methodology for determining and evaluate the best airlines websites based on many criteria of website quality. The approach has been implemented using Analytical Hierarchy Process (AHP) to generate the weights for the criteria which are much better and guarantee more fairly preference of criteria. Study on Performance Appraisal Method of Vocational Education Teachers using PROMETHEE II

Evaluating vocational education teachers’ performance is an important link of teaching management and an important guarantee of improving teaching quality. In conducting teaching, research and community service, vocational education teachers should weight more on quality than quantity. In this context, individual habit reacts to the demanded jobs which are influenced by his/her knowledge, attitude, and skill. Teacher’s performance evaluation is nothing but a Multi Criteria Decision Making Problem (MCDM). There are several quality attributes that influence the efficiency of a potential vocational education teacher while guiding his/her students towards a positive and value added academic outcome. However, the importance of quality attributes may differ from individuals’ perspective. In other words, different attributes may have different weightage according to their priority of significance while evaluating quality/performance level of a vocational education teacher. This paper makes the vocational education teachers’ performance appraisal quantitative and determines the evaluation index based on academic performance. Criteria for performance are: teaching load, publication, research, conferencing, consultancy, services, teaching attitude, teaching content, teaching method, and teaching effect. The Analytic Hierarchy Process (AHP) and PROMETHEE (Preference Ranking Organisation METHod for Enrichment Evaluations) II analysis were used in performance appraisal. Application feasibility of this method approach and guidelines in solving such a multi-attribute decision making problem has been described illustratively in this paper. It is also observed that this MCDM approach is a viable tool in solving the teacher selection decision problems.
