    Information Technology as Coordination Infrastructure

    Business information technology is traditionally viewed as information provision technology. In this view, organizations use their IT to implement databases that provide people with information when they want it. This view is persistent even though information provision is never an end in itself but always has the further purpose to support the coordination of activities of people. The role if IT as coordination technology became more prominent in the 1980s with the advent of network technology, that allowed activities across different businesses to be coordinated. This trend has accellerated since the growth of Internet usage, and today IT is used to support an increasingly varied range of processes performed by a variety of partners that do not all have a hierarchical relation to each other. This makes it difficult to analyze requirements for IT support and specify IT solutions: Business processes may not be well-defined, and interests of different businesses may clash. This report argues that to deal with this in requirements engineering and IT solution specification, business information technology should not be viewed as IT support for business processes but as IT support for the coordination of activities in one or more businesses. We will identify three basic coordination mechanisms, namely coordination by price, by management, and by shared norms, and for each of these mechanisms, we will identify requirements for IT support. The advent of flexible and standardized networking technology has facilitated the creation of novel coordination mechanisms within these three general paradigms, and we will give an inventory of generalized coordination mechanisms made possible by current IT. Finally, we will draw conclusions for requirements engineering methods for IT support for each of the coordination mechanisms identified by the framework

    Systems for technical refinement in experienced performers: The case from expert-level golf

    This paper provides an overview of current golf coaching practices employed with experts, when attempting to make changes to (i.e., refine) a player’s existing technique. In the first of two studies, European Tour golfers (n = 5) and coaches (n = 5) were interviewed to establish the prevalence of any systematic processes, and whether facilitation of resistance to competitive pressure (hereafter termed “pressure resistance”) was included. Study 2 employed an online survey, administered to 89 PGA Professionals and amateur golfers (mostly amateurs; n = 83). Overall, results suggested no standardized, systematic, or theoretically considered approach to implementing technical change, with pressure resistance being considered outside of the change process itself; if addressed at all. In conclusion, there is great scope for PGA professionals to increase their coaching efficacy relating to skill refinement; however, this appears most likely to be achieved through a collaborative approach between coach education providers, researchers, and coaches

    A decade after a 1999 World Bank-sponsored meeting of Latin American water and sanitation experts, there has been progress in rural sanitation in that region. Nonetheless, the Millennium Development Goals for improved sanitation services may be out of reach. Looking toward the next ten years, important challenges for rural water and sanitation will include: ensuring long-term sustainability of sanitation services and monitoring systems, improving the contribution of municipal government, and establishing appropriate legal and financial policies

    Primary health care for Aboriginal and Torres Strait Islander children

    This final report presents the findings from each of the phases of the Engaging Stakeholders in Identifying Priority Evidence-Practice Gaps and Strategies for Improvement in Primary Health Care (ESP) Project. This report is designed for people working in a range of roles including national and jurisdictional policy makers, managers, community-controlled organisations and government health authorities, peak bodies, clinical leaders, researchers, primary health care staff and continuous quality improvement (CQI) practitioners who may have an interest in the interpretation and use of aggregated CQI data to drive decision making. Stakeholders across services and systems that deliver Aboriginal and Torres Strait Islander primary health care (PHC) engaged in a process to analyse and interpret national continuous quality improvement (CQI) data from 132 health centres. We used a consensus process to identify priority evidence-practice gaps in child health care, based on these data. Stakeholders drew on their knowledge and experience working in Aboriginal and Torres Strait Islander PHC to identify barriers and enablers to addressing the priority evidence- practice gaps, and to suggest strategies to overcome barriers and strengthen enablers to addressing the priority evidence-practice gaps. Important messages emerge from these findings
