Particularly in cities with enhanced ICT infrastructures (i.e., Informational World Cities) and high internet penetration rates, social media platforms are valuable tools for reaching high numbers of citizens.     Towards a non-hierarchical campaign? Testing for interactivity as a tool of election campaigning in France, the US, Germany and the UK.

    Interest in the Internet and its role within political communication and election campaigning has now an established body of theoretical and empirical history, with mixed predictions and findings. The bulk of the empirical research has been in single countries, and where there has been comparative research it has tended to use a range of methodologies conducted by different authors. Largely, empirical studies have agreed with the politics as usual thesis, that political communication online is of a similar if not identical style to offline: top-down, information heavy and designed to persuade rather than consult with voters. The mass take-up of web 2.0 tools and platforms challenges this approach, however. Internet users now have opportunities to interact with a range of individuals and organisations, and it is argued that such tools reduce societal hierarchies and allow for symmetrical relationships to build. Theoretically democratic politics is a fertile environment for exploring the opportunities potentiated by web 2.0, in particular the notion of interactivity between the campaign (candidate, party and staff) and their audiences (activists, members, supporters and potential voters). Conceptually, web 2.0 encourages co-production of content. This research focuses on the extent to which interactivity is encouraged through the use of web 2.0 tools and platforms across a four year period focusing on four discrete national elections; determining take up and the link to national context as well as assessing lesson learning between nations. Using the Gibson and Ward coding scheme, though adapted to include web 2.0, we operationalise the models of interactivity proposed by McMillan (2002) and Ferber, Foltz and Pugiliese (2007). This methodology allows us to assess whether election campaigns are showing evidence of adopting co-created campaigns based around conversations with visitors to their websites or online presences, or whether websites remain packaged to persuade offering interactivity with site features (hyperlinks, web feeds, search engines) only. Indications are that the French election was largely politics as usual, however the Obama campaign took a clear step towards a more co-produced and interactive model. There may well be a clear Obama effect within the German and UK contests, or parties may adopt the look if not the practice of the US election. This paper will assess the extent to which an interactive model of campaigning is emerging as well as detailing a methodology which can capture and rate the levels and types of interactivity used across the Internet. Whilst specific political cultural and systematic factors will shape the use of Web technologies in each election, we suggest that an era of web 2.0 is gradually replacing that of Web 1.0.     A Survey Of IPv6 Address Usage In The Public Domain Name System

    The IPv6 protocol has been slowly increasing in use on the Internet. The main reason for the development of the protocol is that the address space provided by IPv4 is nearing exhaustion. The pool of addresses provided by IPv6 is 296 times larger than IPv4, and should be sufficient to provide an address for every device for the foreseeable future. Another potential advantage of this significantly large address space is the use of randomly assigned addresses as a security barrier as part of a defence in depth strategy. This research examined the addresses allocated by those implementing IPv6 to determine what method or pattern of allocation was being used by adopters of the protocol. This examination was done through the use of DNS queries of the AAAA IPv6 host record using public DNS servers. It was observed that 55.84% of IPv6 addresses were in the range of 0 to (232 − 1). For those addresses with unique interface identifier (IID) portions, a nearly equal number of sequential and random IIDs were observed. Hong Kong and Germany were found to have the greatest number of IPv6 addresses. These results suggest that adopters are allocating most addresses sequentially, meaning that no security advantage is being obtained. It is unclear as to whether this is through design or the following of accepted practice. Future research will continue to survey the IPv6 address space to determine whether the patterns observed here remain constant

    This report offers analysis of the emerging issue of open budget data, which has begun to gain traction amongst advocates and practitioners of financial transparency. Issues and initiatives associated with the emerging issue of open budget data are charted in different forms of digital media. The objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it. How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone - determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change. Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Data could play a vital role in tackling the democratic deficit in fiscal policy and in supporting better outcomes for citizens

    Assessment of the Turkish Local e-Governments: An Empirical Study

    In this research, we first evaluated the current practices of the Turkish local e-governments. Then, building upon an earlier study of local e-governments in Europe (Key Elements for Electronic Local Authorities’ Networks [KEeLAN], 2002), we compared the Turkish local e-government stages with their European counterparts to give a broader perspective. The basic framework focuses on the evaluation of current practices on the supply side (government), rather than the demand side (citizen). The emphasis of this research is on the evaluation of each web site in terms of nine basic public services (additional sub-services available) comprised of policy making, economic development, personal documents, credit and loans/financial support, education, building permits, environment, culture and leisure, and information dissemination. It is assumed that at least four of those services (randomly) are supplied in a local context among the Member Countries, including Turkey.
