    Municipality Size and Efficiency of Local Public Services: Does Size Matter?

    Similarly to western Germany in the 1960s and 1970s, the eastern part of Germany has experienced a still ongoing process of numerous amalgamations among counties, towns and municipalities since the mid-1990s. The evidence in the economic literature is mixed with regard to the claimed expenditure reductions and efficiency gains from municipal mergers. We therefore analyze the global efficiency of the municipalities in Saxony-Anhalt, for the first time in this context, using a double-bootstrap procedure combining DEA and truncated regression. This allows including environmental variables to control for exogenous determinants of municipal efficiency. Our focus thereby is on institutional and fiscal variables. Moreover, the scale efficiency is estimated to find out whether large units are necessary to benefit from scale economies. In contrast to previous studies, we chose the aggregate budget of municipal associations (“Verwaltungsgemeinschaften”) as the object of our analysis since important competences of the member municipalities are settled on a joint administrative level. Furthermore, we use a data set that has been carefully adjusted for bookkeeping items and transfers within the communal level. On the “eve” of a mayor municipal reform the majority of the municipalities were found to have an approximately scale-efficient size and centralized organizational forms (“Einheitsgemeinden”) showed no efficiency advantage over municipal associations.efficiency, local government, DEA, bootstrap, demographic change, local institutions

    Efficiency Analysis of East European Electricity Distribution in Transition: Legacy of the Past?

    This paper provides a cross-country efficiency analysis of electricity distribution companies in East European transition countries (Poland, Czech Republic, Slovakia and Hungary). We compare the relative technical efficiency of East European regional distribution companies (RDCs) among themselves, as well as with German RDCs. We use the nonparametric DEA, and also apply bootstrapping techniques and the FDH-estimator; in addition, we carry out parametric analyses, mainly SFA (stochastic frontier analysis) and COLS (corrected ordinary least squares). The results suggest that the Polish distribution companies are still inefficiently small.     Next Stop: Restructuring?: A Nonparametric Efficiency Analysis of German Public Transport Companies

    In this paper, we present a nonparametric comparative efficiency analysis of 179 communal public transport bus companies in Germany (1990-2004). We apply both deterministic data envelopment analysis (DEA) and bootstrapping to test the robustness of our estimates and to test the hypothesis of global and individual constant returns to scale. We find that the average technical efficiency of German bus companies is relatively low. We observe that the industry appears to be characterized by increasing returns to scale for smaller companies.     Potential Gains from Mergers in Local Public Transport: An Efficiency Analysis Applied to Germany

    We analyze potential gains from hypothetical mergers in local public transport using the non-parametric Data Envelopment Analysis with bias corrections by means of bootstrapping. Our sample consists of 41 public transport companies from Germany's most densely populated region, North Rhine-Westphalia. We merge them into geographically meaningful, larger units that operate partially on a joint tram network. Merger gains are then decomposed into individual technical efficiency, synergy and size effects following the methodology of Bogetoft and Wang [Bogetoft, P., Wang, D., 2005.     Mergers and Acquisitions Between Mutual Banks in Italy :An analysis of the effects on performance and productive efficiency

    The paper is aimed at testing the hypothesis that the M&A wave over the past ten years has increased the level of efficiency of co-operative credit banks (CCBs), both in terms of overall performance and productive efficiency. The logical development is hinged on two steps: 1) an explorative analysis which is based on the observation of balance sheet ratios by quantiles, 2) a DEA application for estimating productive efficiency scores. The analysis refers to 94 CCBs which have been involved in M&As over the period 1995-1998 and is carried out on both merged and non-merged banks, either before concentration or in the subsequent years.

China has come a long way and has the opportunity to be a global leader in several required fields that will be the cornerstones of global growth in the next decades. Led by China, emerging economies are increasing their share in the worldwide economy and intensifying competition in nearly all sectors. It creates new threats and challenges for players in the global economy, and growing competitiveness must be efficient.     Efficiency of Financial Institutions: International Survey and Directions for Future Research

    This paper surveys 130 studies that apply frontier efficiency analysis to financial institutions in 21 countries. The primary goals are to summarize and critically review empirical estimates of financial institution efficiency and to attempt to arrive at a consensus view. We find that the various efficiency methods do not necessarily yield consistent results and suggest some ways that these methods might be improved to bring about findings that are more consistent, accurate, and useful. Secondary goals are to address the implications of efficiency results for financial institutions in the areas of government policy, research, and managerial performance. Areas needing additional research are also outlined.

    Synthesis of formation control for an aquatic swarm robotics system

    Formations are the spatial organization of objects or entities according to some predefined pattern. They can be found in nature, in social animals such as fish schools, and insect colonies, where the spontaneous organization into emergent structures takes place. Formations have a multitude of applications such as in military and law enforcement scenarios, where they are used to increase operational performance. The concept is even present in collective sports modalities such as football, which use formations as a strategy to increase teams efficiency. Swarm robotics is an approach for the study of multi-robot systems composed of a large number of simple units, inspired in self-organization in animal societies. These have the potential to conduct tasks too demanding for a single robot operating alone. When applied to the coordination of such type of systems, formations allow for a coordinated motion and enable SRS to increase their sensing efficiency as a whole. In this dissertation, we present a virtual structure formation control synthesis for a multi-robot system. Control is synthesized through the use of evolutionary robotics, from where the desired collective behavior emerges, while displaying key-features such as fault tolerance and robustness. Initial experiments on formation control synthesis were conducted in simulation environment. We later developed an inexpensive aquatic robotic platform in order to conduct experiments in real world conditions. Our results demonstrated that it is possible to synthesize formation control for a multi-robot system making use of evolutionary robotics. The developed robotic platform was used in several scientific studies.As formações consistem na organização de objetos ou entidades de acordo com um padrão pré-definido. Elas podem ser encontradas na natureza, em animais sociais tais como peixes ou colónias de insetos, onde a organização espontânea em estruturas se verifica. As formações aplicam-se em diversos contextos, tais como cenários militares ou de aplicação da lei, onde são utilizadas para aumentar a performance operacional. O conceito está também presente em desportos coletivos tais como o futebol, onde as formações são utilizadas como estratégia para aumentar a eficiência das equipas. Os enxames de robots são uma abordagem para o estudo de sistemas multi-robô compostos de um grande número de unidades simples, inspirado na organização de sociedades animais. Estes têm um elevado potencial na resolução de tarefas demasiado complexas para um único robot. Quando aplicadas na coordenação deste tipo de sistemas, as formações permitem o movimento coordenado e o aumento da sensibilidade do enxame como um todo. Nesta dissertação apresentamos a síntese de controlo de formação para um sistema multi-robô. O controlo é sintetizado através do uso de robótica evolucionária, de onde o comportamento coletivo emerge, demonstrando ainda funcionalidadeschave tais como tolerância a falhas e robustez. As experiências iniciais na síntese de controlo foram realizadas em simulação. Mais tarde foi desenvolvida uma plataforma robótica para a condução de experiências no mundo real. Os nossos resultados demonstram que é possível sintetizar controlo de formação para um sistema multi-robô, utilizando técnicas de robótica evolucionária. A plataforma desenvolvida foi ainda utilizada em diversos estudos científicos

    In recent years the local governments in South Africa have faced numerous public protests with regard to service delivery and particularly the provision of basic services such as water and sanitation. In response, South Africa has introduced benchmarking systems (Blue Drop, Green Drop) to improve the quality of potable water and sanitation services. These systems have seen some success; however, the efficiency with which these water services are provided is yet to be assessed.
