The role of intermediaries in facilitating e-government diffusion in Saudi Arabia
Recent studies of e-government activity have highlighted adoption and diffusion issues as important subjects for rating e-government success. However in developing countries inadequate resources and limited citizens’ capabilities regarding new e-government have resulted in low diffusion and adoption of e-government services. This paper examines the role of intermediaries, which can be played by a third party; in bridging the gap between e-government implementation and social reality, and looks at the roles a third party can add within the e-government services mechanism. This paper uses a case study approach in order to reflect e-government progress within the context of the Kingdom of Saudi Arabia (KSA) as one developing country. The result of this paper shows that intermediaries play an important role in the diffusion of e-services in relation to improving the availability, accessibility and enhancing privacy and security

E-government process in the public sector and the barriers against its implementation: A case study in Greece
Copyright @ 2013 EMCIS.The study aims to gain insight into the of e-government as it has started taking place within the public sector and access the barriers that are related to its organizational structure and consequently prevent the fully incorporation and implementation of such technological efforts. In order to obtain vital and accurate information, the study adopted quantitative research methodology by using the tool of self-completion questionnaires. More precisely, this study is based on a single case study, the public administration in Greece. Moreover, the sources of data collection were relied upon primary data. Furthermore, this study revealed the organizational barriers against e-government by focusing on the major impediments as the participants captured them. Non-availability of high IT-staff, age of employees and the structure of the political regime as well as the way that the central government operates affect the structure of the public sector and are considered the most important barriers that guide to difficulties as far as e-government adoption is concerned. Indeed, Greek Public sector is facing many organizational problems and should eliminate the majority of them by undertaking radical changes and effective measures

This chapter examines the impact of globalized accounting and economic reforms on the public sectors of the Global South, focusing particularly on the countries in Sub-Saharan Africa. Over the last three decades, people living in these countries have experienced debt crises, civil wars, coups and, on top of all that, externally imposed neoliberal economic reforms. The evaluation and the effectiveness of project management in transformational e-government projects
This paper forms part of an ongoing research of a PhD degree to describe, critically evaluate and examine the underlying barriers and challenges in large e-Government initiatives. The paper invites technology to be incorporated and inculcated into the art and science of project management, and be part of a passable solution as opposed to being distinct and separate from it. The tools used have to increase the novelty (art and science) of project management through human interaction, and empower the project manager and aiding his capacity in delivering the expected outcomes. Due to inadequate implementations of project management procedures and processes, many large information technology systems (ITS) projects failed. This becomes a characteristic and encompasses e-Government project initiatives, due to ambitious program changes, major innovations, large transformations, enterprise wide solutions, collaboration across organizations’ governments and private sectors, and the implementation of unprecedented (or ambitious) solutions. This research paper critically analyses and summarises a list of e-Government challenges and barriers arising from an e-Government survey administered on behalf of the World Information Technology and Services Association (WITSA) which represents the national technology associations in 70 countries. It compares these challenges to the Project Management Body of Knowledge (PMBOK), which is the North American standard in project management methodology. In addition, it highlights the weaknesses in PMBOK to address these challenges and offers a technology-enabled enhancement to the Project Initiation Phase, the area identified as being particularly weak and inadequate in addressing e-Government initiatives and requirements
