Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governments’ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAs’ decision making capacity. Our proposition constitutes a novel approach for managing users’ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies. The technical realizations described in the paper constitute the underlying infrastructure of an Enterprise Attention Management System
Multi Agent Systems in Logistics: A Literature and State-of-the-art Review
Based on a literature survey, we aim to answer our main question: “How should we plan and execute logistics in supply chains that aim to meet today’s requirements, and how can we support such planning and execution using IT?†Today’s requirements in supply chains include inter-organizational collaboration and more responsive and tailored supply to meet specific demand. Enterprise systems fall short in meeting these requirements The focus of planning and execution systems should move towards an inter-enterprise and event-driven mode. Inter-organizational systems may support planning going from supporting information exchange and henceforth enable synchronized planning within the organizations towards the capability to do network planning based on available information throughout the network. We provide a framework for planning systems, constituting a rich landscape of possible configurations, where the centralized and fully decentralized approaches are two extremes. We define and discuss agent based systems and in particular multi agent systems (MAS). We emphasize the issue of the role of MAS coordination architectures, and then explain that transportation is, next to production, an important domain in which MAS can and actually are applied. However, implementation is not widespread and some implementation issues are explored. In this manner, we conclude that planning problems in transportation have characteristics that comply with the specific capabilities of agent systems. In particular, these systems are capable to deal with inter-organizational and event-driven planning settings, hence meeting today’s requirements in supply chain planning and execution.supply chain;MAS;multi agent systems
Reflective mobile middleware for context-aware applications
The increasing popularity of mobile devices, such as mobile phones and personal digital
assistants, and advances in wireless networking technologies, are enabling new classes
of applications that present challenging problems to application designers. Applications
have to be aware of, and adapt to, variations in the execution context, such as
fluctuating
network bandwidth and decreasing battery power, in order to deliver a good quality of
service to their users.
We argue that building applications directly on top of the network operating system
would be extremely tedious and error-prone, as application developers would have to
deal with these issues explicitly, and would consequently be distracted from the actual
requirements of the application they are building. Rather, a middleware layered between
the network operating system and the application should provide application developers
with abstractions and mechanisms to deal with them.
We investigate the principle of reflection and demonstrate how it can be used to support
context-awareness and dynamic adaptation to context changes. We offer application engineers
an abstraction of middleware as a dynamically customisable service provider, where
each service can be delivered using different policies when requested in different contexts.
Based on this abstraction, current middleware behaviour, with respect to a particular
application, is reified in an application profile, and made accessible to the application for
run-time inspection and adaptation. Applications can use the meta-interface that the
middleware provides to change the information encoded in their profile, thus tailoring
middleware behaviour to the user's needs. However, while doing so, conflicts may arise;
different users may have different quality-of-service needs, and applications, in an attempt
to full these needs, may customise middleware behaviour in conflicting ways. These conflicts have to be resolved in order to allow applications to come to an agreement, and thus
be able to engage successful collaborations.
We demonstrate how microeconomic techniques can be used to treat these kinds of conflicts. We offer an abstraction of the mobile setting as an economy, where applications
compete to have a service delivered according to their quality-of-service needs. We have
designed a mechanism where middleware plays the role of the auctioneer, collecting bids
from the applications and delivering the service using the policy that maximises social
welfare; that is, the one that delivers, on average, the best quality-of-service.
We formalise the principles discussed above, namely reflection to support context-awareness
and microeconomic techniques to support conflict resolution. To demonstrate their effectiveness
in fostering the development of context-aware applications, we discuss a middleware
architecture and implementation (CARISMA) that embed these principles, and report
on performance and usability results obtained during a thorough evaluation stage

Semi-Virtual Knowledge Engineering: Development of Semi-Virtual Knowledge Learning Process to Improve the Semi-Virtual Individual learning
The study introduce a semi-virtual learning process to improve the team learning abilities. The learning goals are achieved by combining both virtual and face-to-face interactions (activities). The semi-virtual learning process facilitates the team to develop and complete the project by sharing and transferring their knowledge (skills) between each other. The research study explores implementation of a semi-virtual learning practice in semi-virtual teams to assure that each member of the team has hands-on-training on the creation and development of the database application. The sample of the study is students registered in advance database management course offered by the School of Management, University of California, Riverside. The hypothetical application they developed was for the service department of the car dealer. Each member activities were monitored by introducing a project session during a class time in which they interact with each other and with the instructor to discuss their project deliverables, issues, and software and hardware limitations. The results show that learning is more effective between semi virtual teams; and the team size plays a major role in individual learning process as their social interactions both face to face and virtual (email) were personal (limited space diversity) and professional (category identification). They were able to transfer their expertise to other member on one on one basis. Each one of them was involved in the development and implementation stages though their roles and deliverables were distributed. The final project presentation covered the development, implementation and execution of application and provided positive and successful learning outcome in semi-virtual environment
Social Mental Shaping: Modelling the Impact of Sociality on Autonomous Agents' Mental States
This paper presents a framework that captures how the social nature of agents that are situated in a multi-agent environment impacts upon their individual mental states. Roles and relationships provide an abstraction upon which we develop the notion of social mental shaping. This allows us to extend the standard Belief-Desire-Intention model to account for how common social phenomena (e.g. cooperation, collaborative problem-solving and negotiation) can be integrated into a unified theoretical perspective that reflects a fully explicated model of the autonomous agent's mental state

Texto en inglés y resumen en inglés y españolLa adopción de marcos de trabajo de mejores prácticas que permiten la integración de las Tecnologías de la Información (TI) con el negocio, ayuda a las organizaciones a crear y compartir procesos de gestión de servicios de TI. Sin embargo, las guías y modelos publicados suelen especificarse en lenguaje natural o con representaciones gráficas que carecen de la semántica computacional necesaria para poder automatizar su validación, simulación e incluso su ejecución. En esta tesis se presenta Onto-ITIL, una propuesta basada en ontologías y en el enfoque de desarrollo de software dirigido por modelos que captura las mejores prácticas ofrecidas por ITIL® (del inglés Information Technology Infrastructure Library), y destinada a facilitar la prestación de servicios de TI. El objetivo de Onto-ITIL es ayudar a los expertos del dominio a modelar e implementar procesos de gestión de servicios de TI evitando ambigüedades semánticas y contradicciones. La formalización de los procesos de gestión de servicios de TI en términos de ITIL constituye un primer paso para cubrir la brecha que se da entre el negocio y las TI. Para definir las ontologías se ha utilizado OWL (del inglés Web Ontology Language). Adicionalmente, se ha definido un conjunto de reglas basadas en SWRL (del inglés Semantic Web Rule Language) que permiten enriquecer la ontología con una serie de restricciones semánticas y de reglas de inferencia de conocimiento. Por último, la definición de un conjunto de consultas basadas en SQWRL (del inglés Query-Enhanced Web Rule Language) permite recuperar conocimiento obtenido con OWL e inferido a través de las reglas SWRL. Además de formalizar los procesos de gestión de servicios de TI en base a las buenas prácticas consideradas por ITIL, Onto-ITIL también permite compartir, reutilizar e intercambiar las especificaciones de dichos procesos a través de mecanismos automatizados que proporcionan ciertos marcos de trabajo de comercio electrónico, como por ejemplo, ebXML. Mediante la adopción del enfoque MDE (del inglés Model-driven Engineering), se ha utilizado un DSL (del inglés Domain Specific Language) basado en la ontología Onto-ITIL que sirve para implementar sistemas de información basados en flujos de trabajo que dan soporte a los Sistemas de Gestión de Servicios de TI (SGSTI). Los modelos que se obtienen a partir de este lenguaje de modelado se pueden considerar modelos de alto nivel que han sido enriquecidos con conocimiento ontológico, y que están definidos exclusivamente en términos de lógica de negocio, es decir, que no presentan ningún aspecto arquitectónico o de plataforma de implementación. Con lo cual, de acuerdo con la arquitectura en cuatro capas propuesta por el OMG (del inglés Object Management Group), estos modelos se encontrarían a nivel CIM (del inglés Computation Independent Model). En resumen, la propuesta presentada en esta tesis permite: (i) formalizar el conocimiento asociado a los sistemas de gestión de servicios de TI en base a ontologías que recogen las buenas prácticas consideradas por ITIL; (ii) modelar la semántica de las actividades que definen los procesos de gestión de servicios de TI en forma de flujos de trabajo; (iii) generar de manera automática modelos de requisitos de alto nivel para implementar sistemas de información que se necesitan para dar soporte a dichos procesos; y (iv) a partir de los modelos anteriores, obtener modelos de más bajo nivel (llegando incluso al código de las aplicaciones) a través de transformaciones automáticas de modelos. La investigación llevada a cabo en esta tesis se ha validado mediante de la implementación de un caso de estudio real proporcionado por una compañía española que ofrece servicios de TI
