    Regional Address Registries, Governance and Internet Freedom

    Regional Internet Address Registries (RIRs) are private, nonprofit and transnational governance entities that evolved organically with the growth of the Internet to manage and coordinate Internet Protocol addresses. The RIR's management of Internet address resources is becoming more contentious and more central to global debates over Internet governance. This is happening because of two transformational problems: 1) the depletion of the IPv4 address space; and 2) the attempt to introduce more security into the Internet routing system. We call these problems "transformational" because they raise the stakes of the RIR's policy decisions, make RIR processes more formal and institutionalized, and have the potential to create new, more centralized control mechanisms over Internet service providers and users. A danger in this transition is that the higher stakes and centralized control mechanisms become magnets for political contention, just as ICANN's control of the DNS root did. In order to avoid a repeat of the problems of ICANN, we need to think carefully about the relationship between RIRs, governments, and Internet freedom. In particular, we need to shield RIRs from interference by national governments, and strengthen and institutionalize their status as neutral technical coordinators with limited influence over other areas of Internet governance

    Russia: The Long Road to Ratification. Internal Institution and Pressure Groups in the Kyoto Protocol’s Adoption Process

    The Russian Federation played a crucial role in the ratification of the Kyoto Protocol. Indeed, after the US decision not to comply with the treaty, its ratification turned out to be indispensable for the Protocol to become legally binding. In early 2002, the Russian government decided to initiate the ratification process. However, notwithstanding this initial commitment, the country long hesitated to fulfil its promises, and for the last two years it sent numerous contradictory signals with respect to its position on climate policy. As a consequence, the factors that shape Russia’s behaviour in the context of climate negotiations received increasing attention. The main focus has been on the economic and international aspects motivating the Russian strategy. This paper attempts to complete this analysis by concentrating on a further feature that significantly contributed to Russia’s final decision, namely domestic forces. These factors have often been overlooked in the discussion of the Russian strategy. In order to fill this gap, this paper reconstructs the Russian ratification process, trying to identify the main domestic players and their role.     A language for information commerce processes

    Automatizing information commerce requires languages to represent the typical information commerce processes. Existing languages and standards cover either only very specific types of business models or are too general to capture in a concise way the specific properties of information commerce processes. We introduce a language that is specifically designed for information commerce. It can be directly used for the implementation of the processes and communication required in information commerce. It allows to cover existing business models that are known either from standard proposals or existing information commerce applications on the Internet. The language has a concise logical semantics.
