    This paper examines the central place of the list and the associated concept of an identifier within the scaffolding of contemporary institutional order. These terms are deliberately chosen to make strange and help unpack the constitutive capacity of information systems and information technology within and between contemporary organisations. We draw upon the substantial body of work by John Searle to help understand the place of lists in the constitution of order. To enable us to ground our discussion of the potentiality and problematic associated with lists we describe a significant and modern instance of list-making, situated around the issu of digital identity management. The theoretical framework discussed allows us to better explain breakdowns in the institutional order characteristic of this domain

These terms are deliberately chosen to make strange and help unpack the constitutive capacity of information systems and information technology within and between contemporary organisations. We draw upon the substantial body of work by John Searle to help understand the place of lists and identifiers in the constitution of institutional order. To enable us to ground our discussion of the potentiality and problematic associated with lists we describe a number of significant instances of list-making, situated particularly around the use of identifiers to refer to people, places and products. The theorisation developed allows us to better explain not only the significance imbued within lists and identifiers but the key part they play in form-ing the institutional order. We also hint at the role such symbolic artefacts play within breakdowns in institutional order

    Countertrade and the choice of strategic trading form

    Reciprocal trade agreements, usually known under the generic name of countertrade (CT) have been traditionally seen as a form of bilateralism, and thus as an inefficient form of international exchange. Although contemporary trade theories do not fully explain the increasing prevalence of CT transactions, we will argue that it is possible to construct and use a third (hybrid) institutional form, which is congruent with the transaction-cost theories, and we will show how — under market imperfections — countertrade can reduce transaction costs while conserving the efficiency gains generated by these specific arrangements.Publicad

    Managerialism and the neoliberal university: Prospects for new forms of "open management" in higher education

    The restructuring of state education systems in many OECD countries during the last two decades has involved a significant shift away from an emphasis on administration and policy to an emphasis on management. The "new managerialism" has drawn theoretically, on the one hand, on the model of corporate managerialism and private sector management styles, and, on public choice theory and new institutional economics (NIE), most notably, agency theory and transaction cost analysis, on the other. A specific constellation of these theories is sometimes called "New Public Management," which has been very influential in the United Kingdom, Australia, Canada and New Zealand. These theories and models have been used both as the legitimation for policies that redesigning state educational bureaucracies, educational institutions and even the public policy process. Most importantly, there has been a decentralization of management control away from the center to the individual institution through a "new contractualism" - often referred to as the "doctrine of self-management" - coupled with new accountability and competitive funding regimes. This shift has often been accompanied by a disaggregation of large state bureaucracies into autonomous agencies, a clarification of organizational objectives, and a separation between policy advice and policy implementation functions, together with a privatization of service and support functions through "contracting out". The "new managerialism" has also involved a shift from input controls to quantifiable output measures and performance targets, along with an emphasis on short-term performance contracts, especially for CEOs and senior managers. In the interests of so-called "productive efficiency," the provision of educational serviceshas been made contestable; and, in the interests of so-called allocative efficiency state education has been progressively marketized and privatized. In this paper I analyze the main underlying elements of this theoretical development that led to the establishment of the neoliberal university in the 1980s and 1990s before entertaining and reviewing claims that new public management is dead. At the end of the paper I focus on proposals for new forms of "the public" in higher education as a means of promoting "radical openness" consonant with the development of Web 2.0 technologies and new research infrastructures in the global knowledge economy

    Organizational settlements: theorizing how organizations respond to institutional complexity

    Research on hybrid organizations and institutional complexity commonly depicts the presence of multiple logics within organizations as an exceptional situation. In this essay, we argue that all organizations routinely adhere to multiple institutional logics. Institutional complexity only arises episodically, when organizations embrace a newly salient logic. We propose two concepts to develop this insight. First, we suggest the notion of organizational settlement to refer to the way in which organizations durably incorporate multiple logics. Second, we define organizational hybridization as a change process whereby organizations abandon their existing organizational settlement and transition to a new one, incorporating a newly salient logic. Overall, we propose a shift in attention from the exceptionality of hybrid configurations of multiple logics towards exploring the dynamics of transitions from one state of complexity to another
