    Utilizing artificial intelligence in perioperative patient flow:systematic literature review

    Abstract. The purpose of this thesis was to map the existing landscape of artificial intelligence (AI) applications used in secondary healthcare, with a focus on perioperative care. The goal was to find out what systems have been developed, and how capable they are at controlling perioperative patient flow. The review was guided by the following research question: How is AI currently utilized in patient flow management in the context of perioperative care? This systematic literature review examined the current evidence regarding the use of AI in perioperative patient flow. A comprehensive search was conducted in four databases, resulting in 33 articles meeting the inclusion criteria. Findings demonstrated that AI technologies, such as machine learning (ML) algorithms and predictive analytics tools, have shown somewhat promising outcomes in optimizing perioperative patient flow. Specifically, AI systems have proven effective in predicting surgical case durations, assessing risks, planning treatments, supporting diagnosis, improving bed utilization, reducing cancellations and delays, and enhancing communication and collaboration among healthcare providers. However, several challenges were identified, including the need for accurate and reliable data sources, ethical considerations, and the potential for biased algorithms. Further research is needed to validate and optimize the application of AI in perioperative patient flow. The contribution of this thesis is summarizing the current state of the characteristics of AI application in perioperative patient flow.     The universe without us: a history of the science and ethics of human extinction

    This dissertation consists of two parts. Part I is an intellectual history of thinking about human extinction (mostly) within the Western tradition. When did our forebears first imagine humanity ceasing to exist? Have people always believed that human extinction is a real possibility, or were some convinced that this could never happen? How has our thinking about extinction evolved over time? Why do so many notable figures today believe that the probability of extinction this century is higher than ever before in our 300,000-year history on Earth? Exploring these questions takes readers from the ancient Greeks, Persians, and Egyptians, through the 18th-century Enlightenment, past scientific breakthroughs of the 19th century like thermodynamics and evolutionary theory, up to the Atomic Age, the rise of modern environmentalism in the 1970s, and contemporary fears about climate change, global pandemics, and artificial general intelligence (AGI). Part II is a history of Western thinking about the ethical and evaluative implications of human extinction. Would causing or allowing our extinction be morally right or wrong? Would our extinction be good or bad, better or worse compared to continuing to exist? For what reasons? Under which conditions? Do we have a moral obligation to create future people? Would past “progress” be rendered meaningless if humanity were to die out? Does the fact that we might be unique in the universe—the only “rational” and “moral” creatures—give us extra reason to ensure our survival? I place these questions under the umbrella of Existential Ethics, tracing the development of this field from the early 1700s through Mary Shelley’s 1826 novel The Last Man, the gloomy German pessimists of the latter 19th century, and post-World War II reflections on nuclear “omnicide,” up to current-day thinkers associated with “longtermism” and “antinatalism.” In the dissertation, I call the first history “History #1” and the second “History #2.” A main thesis of Part I is that Western thinking about human extinction can be segmented into five distinction periods, each of which corresponds to a unique “existential mood.” An existential mood arises from a particular set of answers to fundamental questions about the possibility, probability, etiology, and so on, of human extinction. I claim that the idea of human extinction first appeared among the ancient Greeks, but was eclipsed for roughly 1,500 years with the rise of Christianity. A central contention of Part II is that philosophers have thus far conflated six distinct types of “human extinction,” each of which has its own unique ethical and evaluative implications. I further contend that it is crucial to distinguish between the process or event of Going Extinct and the state or condition of Being Extinct, which one should see as orthogonal to the six types of extinction that I delineate. My aim with the second part of the book is to not only trace the history of Western thinking about the ethics of annihilation, but lay the theoretical groundwork for future research on the topic. I then outline my own views within “Existential Ethics,” which combine ideas and positions to yield a novel account of the conditions under which our extinction would be bad, and why there is a sense in which Being Extinct might be better than Being Extant, or continuing to exist

    A ‘local turn’ for Africa’s flagship universities? A Comparative Case Study of the University of Rwanda and universities in nine African city regions

    There is limited analysis of how universities in sub-Saharan Africa engage with and contribute to the development of their local surroundings. This study seeks to answer a seemingly straightforward question: are African flagship universities – often the most prestigious and largest institution in their country – developing a local focus alongside their historic national mission? It does this by adopting a multi-scalar approach: looking at local, national and global activity, and the relationship between these scales. Ten flagship universities in African city regions are analysed, including a detailed examination of the University of Rwanda. Two data components inform the findings: thematic analysis of strategic plans, and interviews with senior staff from universities, government, and other organisations working in Rwanda. This study shows how the traits that unite flagship universities directly and indirectly shape engagement activity. Some of the traits emerging from the research are a reflection of the broader marketisation of higher education (an emphasis on consultancy, for example), and others assert the unique public role of the flagship as embodied in its founding role (such as the circulation of staff between public offices). The overriding focus of the flagship university is to manage the tension between these two groups, to reconcile them in the name of national relevance and to ensure institutional survival. As such, there is a local dimension to their activity, but this is an adjunct to an unequivocal national focus. However, city regions are places where the international coexists with the national and local, and the centre is entangled with the periphery. Local engagement is a means of contributing to national development. The histories and strategic plans of the ten flagships are analysed, before an exploration of practice at the University of Rwanda. This study introduces three frameworks: first, the components that determine the extent of local engagement (institutional setup, demands of external stakeholders, and actions of staff); second, a process to show stages of engagement; and third, a decision tree to consider institutional hurdles.     The continuity and discontinuity of fundamental military concepts in Russian military thought between 1856 and 2010

    This dissertation will demonstrate that there is a significant degree of continuity in Russian military thought over the 20th century due to the resilience of fundamental military concepts. To be conceptually fundamental is inextricably linked to historical continuity. The primary objective of this study, then, is to investigate the historical continuity of fundamental military concepts in Russian military thought between 1856 and 2010. In this regard, this dissertation attempts to show that fundamental military concepts ensured continuity rather than change, despite the changing strategic, political, and historical contexts. Ultimately, this research argues that socio-political and strategic ruptures have had a marginal impact on Russian fundamental military concepts. Thus, the present study seeks to provide new insights into 'conceptual continuity' in Russian military thought by using the military history of ideas between the late 19th and early 21st centuries. The study has concluded that fundamental military concepts that arose during the late 19th and early 20th centuries remained unaltered in Russia’s conceptualisation of modern warfare.     Grasping nothing: a study of minimal ontologies and the sense of music

    If music were to have a proper sense – one in which it is truly given – one might reasonably place this in sound and aurality. I contend, however, that no such sense exists; rather, the sense of music takes place, and it does so with the impossible. To this end, this thesis – which is a work of philosophy and music – advances an ontology of the impossible (i.e., it thinks the being of what, properly speaking, can have no being) and considers its implications for music, articulating how ontological aporias – of the event, of thinking the absolute, and of sovereignty’s dismemberment – imply senses of music that are anterior to sound. John Cage’s Silent Prayer, a nonwork he never composed, compels a rerethinking of silence on the basis of its contradictory status of existence; Florian Hecker et al.’s Speculative Solution offers a basis for thinking absolute music anew to the precise extent that it is a discourse of meaninglessness; and Manfred Werder’s [yearn] pieces exhibit exemplarily that music’s sense depends on the possibility of its counterfeiting.
