Foreword to the special issue on IS sourcing
Information systems (IS) sourcing refers to the entire set of processes ranging from initiating and preparing the decision to provide an organization's IS functions. IS sourcing is closely related to the steady change and provides a collection of research studies that have either addressed one or more of the research gaps in traditional IS outsourcing. It gained momentum by the appearance of IS outsourcing megadeals involving clients such as Kodak, Continental Bank, and BP with providers such as Electronic Data Systems and International Business Machines. The ACC monitors all illicit drug markets through its High Risk and Emerging Drugs Special Operation. Through this work, the ACC has assessed that methylamphetamine poses the greatest threat to the Australian public of all illicit drug types.
The ACC’s annual Illicit Drug Data Report provides a detailed and comprehensive statistical picture of the illicit drug threat to Australia and provides an in-depth statistical analysis of the illicit drug market. The Australian Methylamphetamine Market: The National Picture is a complementary intelligence report. This report provides a brief summation of the national picture of the methylamphetamine threat. It explores the international and national dimensions of the methylamphetamine market, outlines the role of organised crime in driving the Australian market, the nature of the market, and the harms associated with methylamphetamine use. It also examines the diversion of precursor chemicals required to produce methylamphetamine in clandestine laboratories. It does this by consolidating open source information with operational and strategic intelligence collected by the ACC and Commonwealth, state and territory law enforcement agencies.

Sourcing Policy: Selected Developments and Issues
[Excerpt] Sourcing policy refers, generally, to determining which sector—public (government) or private—will perform an agency’s function(s). Both federal employees and contractor employees have valid roles to play in performing the work of the federal government. This combined workforce is known as a blended workforce. Determining which sector will perform which functions, including determining when federal employee performance is, or should be, required can be challenging, however. Efforts to address this issue, and related questions, have been the subject of the federal government’s sourcing policy since at least the 1950s.
This report begins with a history of sourcing policy that focuses on the terms commercial and inherently governmental, and the policy of government reliance on the private sector. The following section examines the two strains of sourcing policy: competitive sourcing and multi-sector workforce management. The juxtaposition of the Bush Administration’s competitive sourcing initiative and the Obama Administration’s multi-sector workforce management effort aids in understanding different, yet potentially complementary, facets of sourcing policy. Policy issues that may be of interest to the 112th Congress are also discussed
