    An assessment of technology alternatives for telecommunications and information management for the space exploration initiative

    On the 20th anniversary of the Apollo 11 lunar landing, President Bush set forth ambitious goals for expanding human presence in the solar system. The Space Exploration Initiative (SEI) addresses these goals beginning with Space Station Freedom, followed by a permanent return to the Moon, and a manned mission to Mars. A well designed, adaptive Telecommunications, Navigation, and Information Management (TNIM) infrastructure is vital to the success of these missions. Utilizing initial projections of user requirements, a team under the direction of NASA's Office of Space Operations developed overall architectures and point designs to implement the TNIM functions for the Lunar and Mars mission scenarios. Based on these designs, an assessment of technology alternatives for the telecommunications and information management functions was performed. This technology assessment identifies technology developments necessary to meet the telecommunications and information management system requirements for SEI. Technology requirements, technology needs and alternatives, the present level of technology readiness in each area, and a schedule for development are presented

    Design Options For Low Cost, Low Power Microsatellite Based SAR.

    This research aims at providing a system design that reduces the mass and cost of spaceborne Synthetic Aperture Radar (SAR) missions by a factor of two compared to current (TecSAR - 300 kg, ~ £ 127 M) or planned (NovaSAR-S — 400 kg, ~ £ 50 M) mission. This would enable the cost of a SAR constellation to approach that of the current optical constellation such as Disaster Monitoring Constellation (DMC). This research has identified that the mission cost can be reduced significantly by: focusing on a narrow range of applications (forestry and disasters monitoring); ensuring the final design has a compact stowage volume, which facilitates a shared launch; and building the payload around available platforms, rather than the platform around the payload. The central idea of the research has been to operate the SAR at a low instantaneous power level—a practical proposition for a micro-satellite based SAR. The use of a simple parabolic reflector with a single horn at L-band means that a single, reliable and efficient Solid State Power Amplifier (SSPA) can be used to lower the overall system cost, and to minimise the impact on the spacecraft power system. A detailed analysis of basic pulsed (~ 5 - 10 % duty cycle) and Continuous Wave (CW) SAR (100 % duty cycle) payloads has shown their inability to fit directly into existing microsatellite buses without involving major changes, or employing more than one platform. To circumvent the problems of pulsed and CW techniques, two approaches have been formulated. The first shows that a CW SAR can be implemented in a mono-static way with a single antenna on a single platform. In this technique, the SAR works in an Interrupted CW (ICW) mode, but these interruptions introduce periodic gaps in the raw data. On processing, these gapped data result in artefacts in the reconstructed images. By applying data based statistical estimation techniques to “fill in the gaps” in the simulated raw SAR data, this research has shown the possibility of minimising the effects of these artefacts. However, once the same techniques are applied to the real SAR data (in this case derived from RADARSAT-1), the artefacts are shown to be problematic. Because of this the ICW SAR design technique it is—set aside. The second shows that an extended chirp mode pulsed (ECMP) SAR (~ 20 - 54 % duty cycle) can be designed with a lowered peak power level which enables a single SSPA to feed a parabolic Cassegrain antenna. The detailed analysis shows the feasibility of developing a microsatellite based SAR design at a comparable price to those of optical missions

    Future benefits and applications of intelligent on-board processing to VSAT services

    The trends and roles of VSAT services in the year 2010 time frame are examined based on an overall network and service model for that period. An estimate of the VSAT traffic is then made and the service and general network requirements are identified. In order to accommodate these traffic needs, four satellite VSAT architectures based on the use of fixed or scanning multibeam antennas in conjunction with IF switching or onboard regeneration and baseband processing are suggested. The performance of each of these architectures is assessed and the key enabling technologies are identified

    High-Capacity Communications from Martian Distances

    High capacity communications from Martian distances, required for the envisioned human exploration and desirable for data-intensive science missions, is challenging. NASA s Deep Space Network currently requires large antennas to close RF telemetry links operating at kilobit-per-second data rates. To accommodate higher rate communications, NASA is considering means to achieve greater effective aperture at its ground stations. This report, focusing on the return link from Mars to Earth, demonstrates that without excessive research and development expenditure, operational Mars-to-Earth RF communications systems can achieve data rates up to 1 Gbps by 2020 using technology that today is at technology readiness level (TRL) 4-5. Advanced technology to achieve the needed increase in spacecraft power and transmit aperture is feasible at an only moderate increase in spacecraft mass and technology risk. In addition, both power-efficient, near-capacity coding and modulation and greater aperture from the DSN array will be required. In accord with these results and conclusions, investment in the following technologies is recommended:(1) lightweight (1 kg/sq m density) spacecraft antenna systems; (2) a Ka-band receive ground array consisting of relatively small (10-15 m) antennas; (3) coding and modulation technology that reduces spacecraft power by at least 3 dB; and (4) efficient generation of kilowatt-level spacecraft RF power

    Spacecraft (Mobile Satellite) configuration design study

    The relative costs to procure and operate a two-satellite mobile satellite system designed to operate either in the UHF band of the L Band, and with several antenna diameter options in each frequency band was investigated. As configured, the size of the spacecraft is limited to the current RCA Series 4000 Geosynchronous Communications Spacecraft bus, which spans the range from 4000 to 5800 pounds in the transfer orbit. The Series 4000 bus forms the basis around which the Mobile Satellite transponder and associated antennas were appended. Although the resultant configuration has little outward resemblance to the present Series 4000 microwave communications spacecraft, the structure, attitude control, thermal, power, and command and control subsystems of the Series 4000 spacecraft are all adapted to support the Mobile Satellite mission

    The early impact of the Secondary School Places Allocation reform in Hong Kong: a study of school choice

    Recent educational reforms in Hong Kong aimed to increase choice, diversity and quality of education for everyone. The advocates of school-choice policies claim that more choice is good because it is 'classless' and fairer than planned provision (Chubb & Moe 1990). Everyone has the chance to choose and to decide upon the best providers of goods and services to meet their needs. However, opponents (Gewirtz, Ball & Bowe 1995) argue that social and cultural capital may play an important role in choice-making. They conclude that choice is very directly and powerfully related to social-class, and that 'choice emerges as a major new factor in maintaining and indeed reinforcing social-class divisions and inequalities' (ibid: 55). All such literature prompts the question: what are the main effects of the new school choice policy implemented in Hong Kong in 2001? The focus of this research is, therefore, to investigate the early impact of the new school choice policy in Hong Kong and the reactions of parents and schools. In this thesis, I have employed a multi-method research strategy which includes case studies of four schools, a questionnaire survey of 905 parents and interviews with parents, school managers and policy-makers in order to investigate the early impact of the new secondary school choice (SSPA) policy in Hong Kong. I examined how parents engaged in choosing schools and the subsequent consequences of the policy for the key stakeholders - consumers and providers. The richness of the data reveals the equality issues inherent in the choice process in the unique choice situation in Hong Kong
