    The Western Pacific Fishery Information Network: A Fisheries Information System

    The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii.     Integrated Management: A Coastal Community Perspective

    This paper was prepared for the Food and Agriculture Organisation of the United Nations Regional Workshops on Small-Scale Fisheries "Securing Sustainable Small-Scale Fisheries: Bringing together responsible fisheries and social development". It presents a review of what are seen as 'good practices' globally in policy and governance of small-scale fisheries, with a particular focus on addressing rights-based issues, viewed broadly as incorporating fishery rights, other rights to natural resources, and rights and entitlements in relation to human, social and economic rights. It draws extensively on the 1995 Code of Conduct for Responsible Fisheries and related technical guidelines, particularly those concerning small-scale fisheries and their roles in poverty alleviation and food security, and the human dimensions of the ecosystem approach to fisheries. The paper is also strongly informed by the papers prepared for and outcomes of the 2008 Global Conference on "Securing Sustainable Small-Scale Fisheries: Bringing together responsible fisheries and social development" and the relevant rights-oriented components of the 'Bangkok Statement' produced by the Civil Society Preparatory Workshop for the Global Conference. It also draws upon a set of research documents in the international literature focusing on small-scale fisheries and related policy issues [e.g., Allison et al. (2010), Charles (2009, 2011), McConney and Charles (2009); Kurien (2000, 2007)]

    Legal Issues Pertaining to Community Based Fisheries Management

    National and intergovernmental regulation of fisheries has not prevented many failures of fisheries management around the world. New approaches to improving the environmental sustainability of fisheries have included the certification of fisheries harvested by sustainable means, and the ecolabelling of fish and seafood products from certified fisheries. The intention is to use the power of markets as an incentive to induce more sustainable fisheries. To date, only a relatively small number of fisheries have been certified, and these have been predominantly in developed countries. Critiques from developing countries of ecolabelling, as currently formulated, focus on five general areas: a) legitimacy and credibility; b) a mismatch between certification requirements and the reality of tropical small-scale fisheries; c) potential distortions to existing practices and livelihoods; d) equity and feasibility; and e) perceived barriers to trade.This paper reviews these developing country concerns on the basis of already certified fisheries, and on experiences from forestry, aquaculture and the aquarium industry, and also examines precedents and trends in international environmental and trade issues. It suggests that ecolabelling as currently practiced is unlikely to be widely adopted in Asian countries. Certification may have sporadic success in some eco-conscious, or niche, markets but it is unlikely to stimulate global improvement of fisheries management.The paper argues that to avoid the controversy that accompanies ecolabelling, the focus should be on revision of national fisheries management and not on an ad hoc approach to individual fisheries. Improvements in fisheries management, the equitable treatment of fishing sub-sectors and stakeholders within management schemes, and the prospect of reaping increased value-added from fisheries all require government acceptance of needs and actions. Governments should be encouraged to enter into broad coalitions to improve aspects of fisheries management, and to enhance efforts to develop locally relevant indicator systems for fisheries and for the ecosystem approach. Governments of developing countries must also first address the difficult questions of access to and tenure arrangements for their fisheries, as these are essential prerequisites for successful certification and product labeling. They will also need to legislate on the form and conduct of the postharvest chain and product control, as, in export markets, these are outside the control ofthe fishing communities. International agreement and clarity on trade, environmental (and health) standards affecting fisheries will augment national efforts. Advocacy coalitions that include governments, rather than extraterritorial imposition of labelling schemes, are required

    Filling a blank on the map: 60 years of fisheries in Equatorial Guinea

    Despite a scarcity of pertinent information, it has been possible to reconstruct time series of marine fisheries catches for Equatorial Guinea from 1950 to 2010 using per capita fish consumption and population numbers for small-scale fisheries, catch rates and number of vessels for industrial fisheries and discard rates to estimate the discarded bycatch. Small-scale fisheries, industrial large-scale fisheries, domestic and legal and illegal foreign fisheries and their discards are all included. Total catches were estimated at 2.7 million tonnes over the time period considered, of which 653 000 t were caught domestically compared to 187 000 t reported by FAO. This shows that fisheries have more importance for Equatorial Guinea's food security than the official data suggest. In contrast to what is suggested by official figures, fisheries were shown to be strongly impacted by civil and political unrest; notably, they declined overall because of civil and political conflicts, socio-demographic dynamics, and a growing role of the newly discovered oil resources, which directly and indirectly threaten the food security of the people of Equatorial Guinea

    In October 2000 the government of Cambodia announced a major change in fisheries management policy. The core elements of the new policy are the reduction of fishing lot concession areas by 56%, the broader participation of fishing communities in the management of fisheries and a focus on the efficient, sustainable and equitable use of the living aquatic resources. To facilitate the establishment and development of the Community Fisheries, support and monitor their activities, the Department of Fisheries was authorized1 to establish a Community Fisheries Development Office (CFDO).     This is the report from the Lune, Wyre and Furness Fisheries Advisory Committee meeting, which was held on the 9th December 1974. The report looks at information on the Water Bailiffs establishment, including the organisation and the duties of both the Fisheries Inspector and the Senior Bailiff. It also covers the comments from the Regional Fisheries Officer on the report on 'Coarse Fisheries', and the report by the Unit Fisheries Officer on fisheries activities. This looks at coarse fish salvage and stocking, fisheries management, biological work carried out, which include initial studies of the utilisation of sonic tagging methods in the monitoring of salmon in estuaries, fish mortalities, and the fish monitoring figures for areas on the Rivers Lune and Leven. The last section looks at bank erosion on the River Lune. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996
