    Minimizing Polarization and Disagreement in Social Networks

    The rise of social media and online social networks has been a disruptive force in society. Opinions are increasingly shaped by interactions on online social media, and social phenomena including disagreement and polarization are now tightly woven into everyday life. In this work we initiate the study of the following question: given nn agents, each with its own initial opinion that reflects its core value on a topic, and an opinion dynamics model, what is the structure of a social network that minimizes {\em polarization} and {\em disagreement} simultaneously? This question is central to recommender systems: should a recommender system prefer a link suggestion between two online users with similar mindsets in order to keep disagreement low, or between two users with different opinions in order to expose each to the other's viewpoint of the world, and decrease overall levels of polarization? Our contributions include a mathematical formalization of this question as an optimization problem and an exact, time-efficient algorithm. We also prove that there always exists a network with O(n/ϵ2)O(n/\epsilon^2) edges that is a (1+ϵ)(1+\epsilon) approximation to the optimum. For a fixed graph, we additionally show how to optimize our objective function over the agents' innate opinions in polynomial time. We perform an empirical study of our proposed methods on synthetic and real-world data that verify their value as mining tools to better understand the trade-off between of disagreement and polarization. We find that there is a lot of space to reduce both polarization and disagreement in real-world networks; for instance, on a Reddit network where users exchange comments on politics, our methods achieve a 60000\sim 60\,000-fold reduction in polarization and disagreement.Comment: 19 pages (accepted, WWW 2018

    The economy of the Chicago metropolitan region has reached a critical juncture. On the one hand, Chicagoland is currently a highly successful global region with extraordinary assets and outputs. The region successfully made the transition in the 1980s and 1990s from a primarily industrial to a knowledge and service-based economy. It has high levels of human capital, with strong concentrations in information-sector industries and knowledge-based functional clusters -- a headquarters region with thriving finance, business services, law, IT and emerging bioscience, advanced manufacturing and similar high-growth sectors. It combines multiple deep areas of specialization, providing the resilience that comes from economic diversity. It is home to the abundant quality-of-life amenities that flow from business and household prosperity.On the other hand, beneath this static portrait of our strengths lie disturbing signs of a potential loss of momentum. Trends in the last decade reveal slowing rates, compared to other regions, of growth in productivity and gross metropolitan product. Trends in innovation, new firm creation and employment are comparably lagging. The region also faces emerging challenges with respect to both spatial efficiency and governance.In this context, the Chicago Metropolitan Agency for Planning (CMAP) has just released GO TO 2040, its comprehensive, long-term plan for the Chicago metropolitan area. The plan contains recommendations aimed at shaping a wide range of regional characteristics over the next 30 years, during which time more than 2 million new residents are anticipated. Among the chief goals of GO TO 2040 are increasing the region's long-term economic prosperity, sustaining a high quality of life for the region's current and future residents and making the most effective use of public investments. To this end, the plan addresses a broad scope of interrelated issues which, in aggregate, will shape the long-term physical, economic, institutional and social character of the region.This report by RW Ventures, LLC is an independent assessment of the plan from a purely economic perspective, addressing the impacts that GO TO 2040's recommendations can be expected to have on the future of the regional economy. The assessment begins by describing how implementation of GO TO 2040's recommendations would affect the economic landscape of the region; reviews economic research and practice about the factors that influence regional economic growth; and, given both of these, articulates and illustrates the likely economic impacts that will flow from implementation of the plan. In the course of reviewing the economic implications of the plan, the assessment also provides recommendations of further steps, as the plan is implemented, for increasing its positive impact on economic growth

    Models for an Ecosystem Approach to Fisheries

    This document is one outcome from a workshop held in Gizo in October 2010 attended by 82 representatives from government, NGO's private sector, and communities. The target audience for the document is primarily organizations planning to work with coastal communities of Solomon Islands to implement Community-Based Resource Management (CBRM). It is however also envisaged that the document will serve as a reference for communities to better understand what to expect from their partners and also for donors, to be informed about agreed approaches amongst Solomon Islands stakeholders. This document does not attempt to summarize all the outcomes of the workshop; rather it focuses on the Solomon Islands Coral Triangle Initiative (CTI) National Plan of Action (NPoA): Theme 1: Support and implementation of CBRM and specifically, the scaling up of CBRM in Solomon Islands. Most of the principles given in this document are derived from experiences in coastal communities and ecosystems as, until relatively recently, these have received most attention in Solomon Islands resource management. It is recognized however that the majority of these principles will be applicable to both coastal and terrestrial initiatives. This document synthesizes information provided by stakeholders at the October 2010 workshop and covers some basic principles of engagement and implementation that have been learned over more than twenty years of activities by the stakeholder partners in Solomon Islands. The document updates and expands on a summary of guiding principles for CBRM which was originally prepared by the Solomon Islands Locally Managed Marine Area Network (SILMMA) in 2007

    The thesis centers around the multi-faceted research question of how contexts may be detected and derived that can be used for new context aware Social Networking services and for improving the usefulness of existing Social Networking services, giving rise to the notion of Contextual Social Networking. In a first foundational part, we characterize the closely related fields of Contextual-, Mobile-, and Decentralized Social Networking using different methods and focusing on different detailed aspects. A second part focuses on the question of how short-term and long-term social contexts as especially interesting forms of context for Social Networking may be derived. We focus on NLP based methods for the characterization of social relations as a typical form of long-term social contexts and on Mobile Social Signal Processing methods for deriving short-term social contexts on the basis of geometry of interaction and audio. We furthermore investigate, how personal social agents may combine such social context elements on various levels of abstraction. The third part discusses new and improved context aware Social Networking service concepts. We investigate special forms of awareness services, new forms of social information retrieval, social recommender systems, context aware privacy concepts and services and platforms supporting Open Innovation and creative processes. Ein Fokus liegt hierbei auf NLP Methoden zur Charakterisierung sozialer Beziehungen als einer typischen Form von sozialem Langzeit-Kontext. Ein weiterer Schwerpunkt liegt auf Methoden aus dem Mobile Social Signal Processing zur Ableitung sinnvoller sozialer Kurzzeit-Kontexte auf der Basis von Interaktionsgeometrien und Audio-Daten. Es wird ferner untersucht, wie persönliche soziale Agenten Kontext-Elemente verschiedener Abstraktionsgrade miteinander kombinieren können. Der dritte Teil behandelt neuartige und verbesserte Konzepte für kontextbewusste Social Networking Dienste.
