    Review on Master Patient Index

    In today's health care establishments there is a great diversity of information systems. Each with different specificities and capacities, proprietary communication methods, and hardly allow scalability. This set of characteristics hinders the interoperability of all these systems, in the search for the good of the patient. It is vulgar that, when we look at all the databases of each of these information systems, we come across different registers that refer to the same person; records with insufficient data; records with erroneous data due to errors or misunderstandings when inserting patient data; and records with outdated data. These problems cause duplicity, incoherence, discontinuation and dispersion in patient data. With the intention of minimizing these problems that the concept of a Master Patient Index is necessary. A Master Patient Index proposes a centralized repository, which indexes all patient records of a given set of information systems. Which is composed of a set of demographic data sufficient to unambiguously identify a person and a list of identifiers that identify the various records that the patient has in the repositories of each information system. This solution allows for synchronization between all the actors, minimizing incoherence, out datedness, lack of data, and a decrease in duplicate registrations. The Master Patient Index is an asset to patients, the medical staff and health care providers

    The Russian consumer sector: estimation technology

    The article describes the methodology for estimating the Russia’s consumer sector and the effect of its application. The monitoring procedure of the Russian consumer sector groups indicators into two units: the unit of the estimation of consumer goods and the services market estimation unit. The estimation unit of consumer goods is composed of two modules: food products and non-food products. This module offers two components that provide an estimation of the consumer sector: marketing (estimates the accessibility of retail trade and services for end users) and production (estimates the domestic manufacture). The results of the estimation show general improvements in the consumer sector in the period of 2000–2014, but overall development is evaluated as low. The analysis revealed that the financing is growing faster than the quality indices of development. As an example, the financing of agriculture has increased by 1.5 times over 15 years (against comparable prices from 2000), while agricultural production has not changed. Another most pressing challenge is the weak differentiation of the Russian economy, as evidenced by the low rates of non-food production (availability of non-foods of own production remains at a low level and averages 20 %). The results of the estimation suggest the need to reform the regulation of the sector primarily concerning priorities for its development and improvement of financial and economic mechanisms to achieve them.The research has been supported by the Russian Science Foundation Gran, the project № 15–18–10014 " Projection of optimal socio-economic systems in the turbulence of external and internal environment"

    [Excerpt] The International Research Project on Job Retention and Return to Work Strategies for Disabled Workers is an initiative of the International Labour Organisation (ILO) and the Global Applied Research and Information Network on Employment and Training (GLADNET). It reflects ILO and GLADNET joint aims of establishing a base for cross-national research and strengthening links between research analysis and policy reform in the field of employment of disabled people. The Project is a response to a combination of developments which highlight the need for more effective policies and practices in support of workers whose prospects of remaining in employment are jeopardised by work injury, illness or disability. Persons with disabilities are increasingly claiming rights to stay in work as well as to access employment. Pressures on state budgets, the rising costs of compensation claims and disability benefits, and changes in the structure of the labour market are strengthening policies in favour of job retention and return to work. Enterprises are developing their own strategies to minimise the costs of disability and to retain valued employees. Overall, the balance of responsibility is shifting from the state to the enterprise. Policies and practices to prevent disabled workers from leaving work unnecessarily, and to facilitate rapid return to employment if job loss cannot be prevented, are recent developments in many countries. The cross-national exchange of information on initiatives and their effects is limited. The first aim of this Project has been to gather information about what has been attempted, by whom, for what purposes, in which contexts and to what effects. The second, more ambitious, aim, is to examine the interaction between the various policies and practices, identify dysfunctions, and work towards more coherent and cost-effective strategies for job retention and return to work which might be applied in different national systems. The ultimate objective is to identify strategies which can be put into effect in the workplace

    The Sub-regional Meeting on Disability Legislation, jointly organized by the ILO and the Office of the High Commissioner for Human Rights (OHCHR), took place in the framework of a technical cooperation project, “Promoting the Employability and Employment of Persons with Disabilities through Effective Legislation (PEPDEL)”, funded by the Government of Ireland. The meeting aimed to provide participants with an appropriate platform for discussion regarding the main legal issues in the field of employment discrimination law relating to disability and to sensitize them to key concepts in disability discrimination law and specifically the CRPD. Participants examined good practices in implementing disability discrimination legislation, with a view to facilitating the implementation of the CRPD in the Asian region. The meeting also provided participants with an opportunity for networking withlegal and other experts in Asia and beyond

    Information architecture for a federated health record server

    This paper describes the information models that have been used to implement a federated health record server and to deploy it in a live clinical setting. The authors, working at the Centre for Health Informatics and Multiprofessional Education (University College London), have built up over a decade of experience within Europe on the requirements and information models that are needed to underpin comprehensive multi-professional electronic health records. This work has involved collaboration with a wide range of health care and informatics organisations and partners in the healthcare computing industry across Europe though the EU Health Telematics projects GEHR, Synapses, EHCR-SupA, SynEx and Medicate. The resulting architecture models have fed into recent European standardisation work in this area, such as CEN TC/251 ENV 13606. UCL has implemented a federated health record server based on these models which is now running in the Department of Cardiovascular Medicine at the Whittington Hospital in North London. The information models described in this paper reflect a refinement based on this implementation experience

    [From Introduction] This country study for Mongolia is part of the ILO project \u27Employment of People with Disabilities – the Impact of Legislation\u27 which aims to enhance the capacity of national governments in selected countries of Asia and East Africa to implement effective legislation concerning the employment of people with disabilities. Starting with a systematic examination of laws in place to promote employment and training opportunities for people with disabilities in selected countries of Asia and the Pacific (Australia, Cambodia, China, Fiji, Japan, India, Mongolia, Sri Lanka and Thailand), the project sets out to examine the operation of such legislation, identify the implementation mechanisms in place and suggest improvements Technical assistance is provided to selected national governments in implementing necessary improvements. The country study outlines the main provisions of the laws in place in Mongolia concerning the employment of people with disabilities. A brief review of the implementation of the legislation is also provided, insofar as this was possible, based on a survey of documentary sources, a study by an in-country consultant and feedback from Mongolian delegates to a Project Consultation held in Bangkok, 17 January 2003.
