    [Excerpt] Rural America needs safe, efficient, reliable, and accessible passenger air service. Federal government subsidies have long been necessary to assure that residents in smaller, less profitable markets have access to the nation’s transportation network. That access is necessary for a community’s economic health, is arguably a right of all taxpayers and residents, and is in public interest. But market forces within the aviation industry are today driving a restructuring that may curtail or eliminate service to many communities in the nation. And the present political climate raises a serious question about the federal government’s continued commitment to the nation’s rural air transportation system. This report focuses on the state of passenger air service in Michigan’s Upper Peninsula [U.P.]. The U.P. is among the most geographically remote areas in the eastern half of the United States. The region’s economic, social, and cultural institutions are increasingly related to a global marketplace. These depend, in varying degrees, on access to the national and global transportation network. Scheduled, commercial passenger air service is especially critical for this area too distant from passenger rail, without adequate commercial bus service, with few four-lane highways and very limited connection to the Interstate Highway system

    Manufacturing buses for the US transit market has been a challenging business over the last several decades. It is a small market with volatile demand. Many manufacturers have gone bankrupt, left the market, or been acquired by competitors. Manufacturers of transit buses in the US must comply with a wide range of operational and design regulations. The most salient policy areas include regulating emissions, disabled access, procurement, alternative fuels, the Altoona Test, pooled purchases and piggybacking, spare ratios, workforce training, minimum useful life, Buy America, and research & development (R&D). The purpose of this report is to provide policy makers with an update on the state of the industry, an analysis of how government policies are impacting the industry, and suggestions for policies that can help the industry move forward and thrive to best serve the transit-riding public

    The repository-based software engineering program: Redefining AdaNET as a mainstream NASA source

    The Repository-based Software Engineering Program (RBSE) is described to inform and update senior NASA managers about the program. Background and historical perspective on software reuse and RBSE for NASA managers who may not be familiar with these topics are provided. The paper draws upon and updates information from the RBSE Concept Document, baselined by NASA Headquarters, Johnson Space Center, and the University of Houston - Clear Lake in April 1992. Several of NASA's software problems and what RBSE is now doing to address those problems are described. Also, next steps to be taken to derive greater benefit from this Congressionally-mandated program are provided. The section on next steps describes the need to work closely with other NASA software quality, technology transfer, and reuse activities and focuses on goals and objectives relative to this need. RBSE's role within NASA is addressed; however, there is also the potential for systematic transfer of technology outside of NASA in later stages of the RBSE program. This technology transfer is discussed briefly

    JPL's Real-Time Weather Processor project (RWP) metrics and observations at system completion

    As an integral part of the overall upgraded National Airspace System (NAS), the objective of the Real-Time Weather Processor (RWP) project is to improve the quality of weather information and the timeliness of its dissemination to system users. To accomplish this, an RWP will be installed in each of the Center Weather Service Units (CWSUs), located in 21 of the 23 Air Route Traffic Control Centers (ARTCCs). The RWP System is a prototype system. It is planned that the software will be GFE and that production hardware will be acquired via industry competitive procurement. The ARTCC is a facility established to provide air traffic control service to aircraft operating on Instrument Flight Rules (IFR) flight plans within controlled airspace, principally during the en route phase of the flight.     The clientele served by the Technology Use Studies Center (TUSC) is updated. Manufacturing leads the list of client firms. The standard industrial classification (SIC) range of these firms is broad. Substantial numbers of college and university faculties are using TUSC services. Field operations inherent in the functions of dissemination and assistance are reviewed. Increasing emphasis among clientele is on environmental concerns and management. A record is provided of the institutions contacted and the extent of TUSC involvement with them, as well as TUSC's cooperation with agencies and organizations. The impact of TUSC and the NASA-sponsored Technology Utilization Program on other public agencies is discussed
