    Ethical blindness, EGMs and public policy : a tentative essay comparing the EGM and tobacco industries

    Arguing a case by way of analogy can be perilous. Each problem has its own particulars that analogy and examples from other domains often obscure. Therefore it is with some trepidation that this paper discusses similarities and differences between the poker-machine (EGM) and the tobacco industries. The author has no special knowledge of the tobacco industry beyond that of the reasonably informed citizen. Rather it is out of concern about ethics and product safety for EGMs that the paper addresses the following question: what, if any, are the substantive ethical differences between the EGM industry and the tobacco industry

    Power relations, ethnicity and privatisation: A tale of a telecommunications company

    The purpose of this paper is to demonstrate the confluence of political and economic interests of the Fijian elite in transforming state assets into private property and financial gain. Drawing on a Habermasian theoretical framework applied to a privatised state monopoly (Telecom Fiji), it is demonstrated how an implementation of privatisation concealed social and political interests. Thus privatisation provided a convenient rhetoric and tool of implementation for social and political gain by a ruling elite. For those inside the Telecom company, the ethos of public service could not withstand the messengers of capitalism with their rhetoric of the need for greater efficiency, effectiveness and consumer awareness. However, as for many other privatisation programmes around the world, the results are not reflected in the improved organisational performance or wellbeing of the ordinary citizen when state monopolies are privatised

    Reliability analysis of dynamic systems by translating temporal fault trees into Bayesian networks

    Classical combinatorial fault trees can be used to assess combinations of failures but are unable to capture sequences of faults, which are important in complex dynamic systems. A number of proposed techniques extend fault tree analysis for dynamic systems. One of such technique, Pandora, introduces temporal gates to capture the sequencing of events and allows qualitative analysis of temporal fault trees. Pandora can be easily integrated in model-based design and analysis techniques. It is, therefore, useful to explore the possible avenues for quantitative analysis of Pandora temporal fault trees, and we identify Bayesian Networks as a possible framework for such analysis. We describe how Pandora fault trees can be translated to Bayesian Networks for dynamic dependability analysis and demonstrate the process on a simplified fuel system model. The conversion facilitates predictive reliability analysis of Pandora fault trees, but also opens the way for post-hoc diagnostic analysis of failures
