    Technologies for climate change adaptation: agricultural sector

    This Guidebook presents a selection of technologies for climate change adaptation in the agricultural sector. A set of twenty two adaptation technologies are showcased that are primarily based on the principals of agroecology, but also include scientific technologies of climate and biological sciences complemented with important sociological and institutional capacity building processes that are required to make adaptation function. The technologies cover monitoring and forecasting the climate, sustainable water use and management, soil management, sustainable crop management, seed conservation, sustainable forest management and sustainable livestock management. Technologies that tend to homogenize the natural environment and agricultural production have low possibilities of success in conditions of environmental stress that are likely to result from climate change. On the other hand, technologies that allow for, and indeed promote, diversity are more likely to provide a strategy which strengthens agricultural production in the face of uncertain future climate change scenarios. In this sense, the twenty two technologies showcased in this Guidebook have been selected because they facilitate the conservation and restoration of diversity while at the same time providing opportunities for increasing agricultural productivity. Many of these technologies are not new to agricultural production practices, but they are implemented based on assessment of current and possible future impacts of climate change in a particular location. Agro-ecology is an approach that encompasses concepts of sustainable production and biodiversity promotion and therefore provides a useful framework for identifying and selecting appropriate adaptation technologies for the agricultural sector. The Guidebook provides a systematic analysis of the most relevant information available on climate change adaptation technologies in the agriculture sector. It has been compiled based on a literature review of key publications, journal articles, and e-platforms, and by drawing on documented experiences sourced from a range of organizations working on projects and programmes concerned with climate change adaptation technologies in the agricultural sector. Its geographic scope is focused on developing countries where high levels of poverty, agricultural production, climate variability and biological diversity currently intersect. Key concepts around climate change adaptation are not universally agreed. It is therefore important to understand local contexts – especially social and cultural norms - when working with national and sub-national stakeholders to make informed decisions about appropriate technology options. Thus, decision-making processes should be participative, facilitated, and consensus-building oriented and should be based on the following key guiding principles: increasing awareness and knowledge, strengthening institutions, protecting natural resources, providing financial assistance and developing context-specific strategies. For decision-making the Community–Based Adaptation framework is proposed for creating inclusive governance that engages a range of stakeholders directly with local or district government and national coordinating bodies, and facilitates participatory planning, monitoring and implementation of adaptation activities. Seven criteria are suggested for the prioritization of adaptation technologies: (i) The extent to which the technology maintains or strengthens biological diversity and is environmentally sustainable; (ii) The extent to which the technology facilitates access to information systems and awareness of climate change information; (iii) Whether the technology support water, carbon and nutrient cycles and enables stable and/or increased productivity; (iv) Income-generating potential, cost-benefit analysis and contribution to improved equity; (v) Respect for cultural diversity and facilitation of inter-cultural exchange; (vi) Potential for integration into regional and national policies and can be scaled-up; (vii) The extent to which the technology builds formal and information institutions and social networks. Finally, recommendations are set out for practitioners and policy makers: • There is an urgent need for improved climate modelling and forecasting which can provide a basis for informed decision-making and the implementation of adaptation strategies. This should include traditional knowledge. • Information is also required to better understand the behaviour of plants, animals, pests and diseases as they react to climate change. • Potential changes in economic and social systems in the future under different climate scenarios should also be investigated so that the implications of adaptation strategy and planning choices are better understood. • It is important to secure effective flows of information through appropriate dissemination channels. This is vital for building adaptive capacity and decision-making processes. • Improved analysis of adaptation technologies is required to show how they can contribute to building adaptive capacity and resilience in the agricultural sector. This information needs to be compiled and disseminated for a range of stakeholders from local to national level. • Relationships between policy makers, researchers and communities should be built so that technologies and planning processes are developed in partnership, responding to producers’ needs and integrating their knowledge

    The agricultural sector in Tanzania has been exposed to high climatic risks for the past several decades (Arce & Caballero, 2015). Experts and farmers assert that climatic risks including unpredictable rainfall, prolonged drought, and increased incidences of pests and diseases have resulted in declining agricultural productivity. Concomitantly, the rivers, streams, soils, and forests from which the rural poor build their livelihoods are on the verge of depletion. The situation has been further exacerbated by unstable commodity prices. Future climatic projections show that the climate trends are likely to worsen in the coming years. For instance, mean annual temperatures in Tanzania are predicted to increase by up to 2.7°C by 2060, and by close to 50% by 2090 (Irish Aid, 2018). Similarly, day and night temperatures are also expected to increase. Rainfall will become increasingly erratic both locally and regionally, with both floods and droughts growing in intensity and frequency. Smallholder farmers have the poorest access to resources such as land tenure, water resources, crop and livestock insurance, financial capital, and markets, and thus are the least risk-resilient. Women farmers in particular suffer systematic discrimination in terms of access to these resources. Women are also culturally expected to execute the most laborious agricultural tasks in addition to their household responsibilities of caregiving, preparing meals, and collecting fuel and water. Meanwhile, men tend to be responsible for tasks involving financial exchange, such as land acquisition, sourcing capital for production, purchasing and applying chemicals, and identifying buyers. This cultural norm is reinforced by the tenure system, which assigns land ownership almost exclusively to men. These factors make women the most vulnerable sub-group of smallholder farmers (Irish Aid, 2018). The national government, donor community, private sector, and development partners have invested in helping households prepare for such climate scenarios. A number of policies, strategies, programmes, and guidelines have been documented with the goal of boosting the adaptation capacity of vulnerable groups. Prominent among these are the National Agricultural Policy (NAP 2013), the National Climate Change Strategy (NCCS 2012), the National Adaptation Programme of Action (NAPA 2007), and the Climate-Smart Agriculture implementation guideline. Despite these efforts, several issues remain unaddressed due to a lack of coordination among relevant actors. The development of a local Climate-Smart Agriculture Profile can support the clarification of roles and crucial points of coordination to assist in this effort. This Kilolo District profile thus underscores the climate-smart agriculture (CSA) investments undertaken by farming households in the region. This profile is an output of the CSA/SuPER project on Upscaling CSA with small scale food producers, organized via the Village Saving and Lending Association (VSLA) Project, and implemented by Cooperative Assistance and Relief Everywhere (CARE International), the International Center for Tropical Agriculture (CIAT) (now part of the Alliance of Bioversity International and CIAT), Sokoine University of Agriculture, and Wageningen University and Research. Both qualitative and quantitative methods were used to gather the information herein, in accordance with the methodology employed by Mwongera et al. (2015). Secondary information was collected through an extensive literature review. Primary information was collected from interviews with agricultural experts, farmer focus group discussions, stakeholder workshops, and farmer interviews in Kilolo District. This profile is organized into six major sections based on the analytical steps of the study. The first section describes the contextual importance of agriculture to Kilolo livelihoods and households. The second describes historic and future climatic trends. The third section highlights farmers’ priority value chains. The fourth section addresses the challenges and cross-cutting issues in the sector. The fifth section details climate hazards experienced by farmers, as well as the current and proposed adaptation strategies. Finally, the sixth section outlines the policies related to CSA and the institutions that facilitate implementation of climate change initiatives

    Agricultural Information Needs and Food Access in the Stann Creek District of Belize

    The purpose of this study was to describe agricultural information sources available to farmers and to describe food access and availability for the people of Dangriga, Stann Creek, Belize. This study used descriptive survey research methods with convenience sampling of the general public (n=22) and of farmers (n = 38) in the summer of 2017. Farmers use a variety of agricultural information sources with the extension service cited most often, followed by friends and fellow farmers. Weather, lack of information, pests, and inadequate access to capital were of primary concern for farmers. Face to face meetings were used most often by extension officers for disseminating agricultural information. Smallholder farmers and the general public have very similar levels of food access and availability. Using the Food Insecurity Experience Scale, developed by the Food and Agriculture Organization (FAO), minimaldifference was foundbetween what the smallholder farmers and the general public selected for household food consumption. Both groups reported mild food insecurity, while a few individual respondents reported severe food insecurity. Recommendations of the study focused on practical operational strategies for the local Department of Agriculture, as well as the Belize Ministry of Agriculture. Additionally, development experts and nutrition specialists should review the results and findings and identify what can be done to further eradicate hungerand increase overall food access and availability throughout Belize

    Rural institutions and producer organizations in imperfect markets: experiences from producer marketing groups in semi-arid eastern Kenya

    "Many countries in sub-Saharan Africa have liberalized markets to improve efficiency and enhance market linkages for smallholder farmers. The expected positive response by the private sector in areas with limited market infrastructure has however been disappointing. The functioning of markets is constrained by high transaction costs and coordination problems along the production-to-consumption value chain. New kinds of institutional arrangements are needed to reduce these costs and fill the vacuum left when governments withdrew from markets in the era of structural adjustments. One of these institutional innovations has been the strengthening of producer organizations and formation of collective marketing groups as instruments to remedy pervasive market failures in rural economies. The analysis presented here with a case study from eastern Kenya has shown that while collective action – embodied in Producer Marketing Groups (PMGs) – is feasible and useful, external shocks and structural constraints that limit the volume of trade and access to capital and information require investments in complementary institutions and coordination mechanisms to exploit scale economies. The effectiveness of PMGs was determined by the level of collective action in the form of increased participatory decision making, member contributions and initial start-up capital. Failure to pay on delivery, resulting from lack of capital credit, is a major constraint that stifles PMG competitiveness relative to other buyers. These findings call for interventions that improve governance and participation; mechanisms for improving access to operating capital; and effective strategies for risk management and enhancing the business skills of the PMGs."
