    Female Under-Representation in Computing Education and Industry - A Survey of Issues and Interventions

    This survey paper examines the issue of female under-representation in computing education and industry, which has been shown from empirical studies to be a problem for over two decades. While various measures and intervention strategies have been implemented to increase the interest of girls in computing education and industry, the level of success has been discouraging. The primary contribution of this paper is to provide an analysis of the extensive research work in this area. It outlines the progressive decline in female representation in computing education. It also presents the key arguments that attempt to explain the decline and intervention strategies. We conclude that there is a need to further explore strategies that will encourage young female learners to interact more with computer educational games

    The objective of this paper is to explore the essential nature of knowledge-based economy and to examine the current position of Croatian economy in the process of establishing sufficient conditions for transition to it. Particular attention is given to the production, transmission and transfer of knowledge and information and communication technology (ICT) in Croatia which determine the pace, direction and success of creating a knowledge-based economy.     Strengthening China's technological capability

    China is increasing its outlay on research and development and seeking to build an innovation system that will deliver quick results not just in absorbing technology but also in pushing the technological envelope. China's spending on R&D rose from 1.1 percent of GDP in 2000 to 1.3 percent of GDP in 2005. On a purchasing power parity basis, China's research outlay was among the world's highest, far greater than that of Brazil, India, or Mexico. Chinese firms are active in the fields of biotechnology, pharmaceuticals, alternative energy sources, and nanotechnology. This surge in spending has been parallel by a sharp increase in patent applications in China, with the bulk of the patents registered in the areas of electronics, information technology, and telecoms. However, of the almost 50,000 patents granted in China, nearly two-thirds were to nonresidents. This paper considers two questions that are especially important for China. First, how might China go about accelerating technology development? Second, what measures could most cost-effectively deliver the desired outcomes? It concludes that although the level of financing for R&D is certainly important, technological advance is closely keyed to absorptive capacity which is a function of the volume and quality of talent and the depth as well as the heterogeneity of research experience.     Technological governance has only been partially successful for technological upgrading in the five ASEAN countries discussed, with the exception of Singapore. This is a reflection of the fact that FDI is poorly integrated in local and national structures which severely limits the spill-over effects. The early successful export-oriented economic development is no longer viable unless policies and institutions undergo major changes.     HaIRST: Harvesting Institutional Resources in Scotland Testbed. Final Project Report

    The HaIRST project conducted research into the design, implementation and deployment of a pilot service for UK-wide access of autonomously created institutional resources in Scotland, the aim being to investigate and advise on some of the technical, cultural, and organisational requirements associated with the deposit, disclosure, and discovery of institutional resources in the JISC Information Environment. The project involved a consortium of Scottish higher and further education institutions, with significant assistance from the Scottish Library and Information Council. The project investigated the use of technologies based on the Open Archives Initiative (OAI), including the implementation of OAI-compatible repositories for metadata which describe and link to institutional digital resources, the use of the OAI protocol for metadata harvesting (OAI-PMH) to automatically copy the metadata from multiple repositories to a central repository, and the creation of a service to search and identify resources described in the central repository. An important aim of the project was to identify issues of metadata interoperability arising from the requirements of individual institutional repositories and their impact on services based on the aggregation of metadata through harvesting. The project also sought to investigate issues in using these technologies for a wide range of resources including learning, teaching and administrative materials as well as the research and scholarly communication materials considered by many of the other projects in the JISC Focus on Access to Institutional Resources (FAIR) Programme, of which HaIRST was a part. The project tested and implemented a number of open source software packages supporting OAI, and was successful in creating a pilot service which provides effective information retrieval of a range of resources created by the project consortium institutions. The pilot service has been extended to cover research and scholarly communication materials produced by other Scottish universities, and administrative materials produced by a non-educational institution in Scotland. It is an effective testbed for further research and development in these areas. The project has worked extensively with a new OAI standard for 'static repositories' which offers a low-barrier, low-cost mechanism for participation in OAI-based consortia by smaller institutions with a low volume of resources. The project identified and successfully tested tools for transforming pre-existing metadata into a format compliant with OAI standards. The project identified and assessed OAI-related documentation in English from around the world, and has produced metadata for retrieving and accessing it. The project created a Web-based advisory service for institutions and consortia. The OAI Scotland Information Service (OAISIS) provides links to related standards, guidance and documentation, and discusses the findings of HaIRST relating to interoperability and the pilot harvesting service. The project found that open source packages relating to OAI can be installed and made to interoperate to create a viable method of sharing institutional resources within a consortium. HaIRST identified issues affecting the interoperability of shared metadata and suggested ways of resolving them to improve the effectiveness and efficiency of shared information retrieval environments based on OAI. The project demonstrated that application of OAI technologies to administrative materials is an effective way for institutions to meet obligations under Freedom of Information legislation

    Analyzing the patterns of ICT utilization for online public participatory planning in Queensland, Australia

    Public participation in urban planning includes involving, informing, and consulting the public in planning, management, and other decision-making activities. It is an important part of the planning process, providing opportunity and encouragement for members of the public to express their views. Despite the usefulness of new technologies, however, the majority of Internet and GIS applications have not been very successful in encouraging significant public participation. One reason for this is the lack of readiness in accepting ICTs, both on the part of planning agencies, such as local councils, and members of the public. The purpose of this article is to evaluate the readiness of local councils in Queensland, Australia, to implement online urban planning. Local government authorities (LGAs) comprise the third tier of government in Australia. In Queensland, the local councils have statutory powers over land use zoning and the development approval processes. LGAs develop and implement strategic and local plans, including those for land use. This article considers the extent to which local councils are willing to embrace ICTs as a public participation tool and the extent to which households might be ready to access new computer technologies
