    Most funders agree that effective grantmaking requires pursuing a range of complementary approaches.Direct grants are the lifeblood of organizations and the cornerstone of funder practice, but grantmakers also provide critical value when they help grantees develop organizational leadership and governance, strengthen strategic collaborations with peers, network with new allies, and expand field knowledge, among other things.This report explores how grantmakers can leverage their investments by coupling direct grants with strategically delivered capacity building supports. It focuses on building capacity for community organizing and advocacy groups, though many of its lessons are more broadly applicable

    This is the report of the APFIC regional workshop on "Mainstreaming fisheries co-management" held in Siem Reap, Cambodia from August 9-12, 2005 . The goal of the workshop was to provide a forum to learn from past experience and to promote devolved management of fisheries. Participants at the workshop had the opportunity to be exposed to a range of coastal and inland fisheries co-management interventions and the elaboration of approaches needed to make fisheries co-management a "mainstream" activity in developing countries. The objective of the workshop was to develop summary conclusions on the status of co-management in the region and provide some concrete recommendations for action towards mainstreaming fishery co-management in the Asia-Pacific region. The report contains the action plan and recommendations of the workshop. Many agencies (both governmental and non-governmental) are striving to improve the livelihoods of poor people that are dependent on aquatic resources by including these stakeholders in the planning and implementation of fisheries management. Many states have adopted decentralization as the way to implement future fisheries management, especially in developing countries, which often involves a partnership between government and the local communities, i.e. a co-management approach. The challenge is to find a way for co-management to become a mainstream practice of both government and non-government organizations and communities

    ExpandED Schools National Demonstration: Lessons for Scale and Sustainability

    Can schools and community organizations come together to provide children with critical enrichment activities that enhance knowledge and expand horizons beyond core academics during the school day? This report by Policy Studies Associates, Inc., highlights some ways in which they might.The report investigates schools' use of the ExpandED Schools model, which seeks to use partnerships between public schools, community organizations and intermediary organizations to increase enrichment opportunities for children. In the model, regular school staffers focus largely on core academics, while a community-based organization offers enrichment activities during expanded school hours. A third, intermediary organization often coordinates and supports the effort.Researchers studied the use of this model in 10 schools in three cities—New York City, Baltimore and New Orleans—over four years. In this report, they identify the parts of the model that were easiest for the schools to implement, parts that proved more challenging and strategies schools used to overcome hurdles along the way.It finds that the partnerships were generally most successful in adding new activities to an expanded school day and were able to coordinate efforts between school staff and community organizations. But many schools struggled to find reliable sources of funding and to use data to drive programming and instruction

    Ghana coastal fisheries governance dialogue: Presentations, discussions and outcomes from a stakeholder forum on issues for reforming governance of Ghana’s coastal fisheries

    This meeting, the second national Fisheries Governance Dialogue, aimed to help stakeholders in the fisheries sector generate a shared understanding of critical lessons and pathways for fisheries co-management success in Ghana. This was a direct response to the call from both fisheries communities and the government of Ghana for a radical change from the way fisheries resources are currently being managed. The meeting was attended by 60 men and women from stakeholder organizations and communities, and commenced with presentations on co-management experiences from local, regional and international participants. This was followed by panel discussions to extract lessons that specifically related to successfully implementing co-management in Ghana’s fisheries. Finally, breakout groups addressed in greater detail some issues of importance to fisheries governance reform in Ghana. While fisheries co-management is not a new concept in Ghana, participants heard that previous attempts to initiate these systems proved unsustainable. A number of lessons were drawn from these past experiences

    The first Unclogging the Blockages conference took place in Kampala, Uganda in February 2014 with the aim of putting on the table some of the major challenges facing the scale up of sustainable sanitation as well as collaborating towards innovaive soluions. This report summarizes the discussions and takeaway messages from the conference, including concrete action plans developed around a number of thematic areas. [KEY FINDINGS]Market based approaches are key to addressing some of the main barriers for scaling sustainable sanitation solutions. Participants came away with a much richer understanding of the principles and key tenets of sanitation as a business. A push for greater integration in sanitation programming between the housing, energy, business, health, and education sectors will allow for sustainable city and district-wide sanitation services.Unlocking finance for businesses and households and embedding monitoring within all work is critical. One interesting outcome of the group work was a suggestion to form a Global Sanitation Financing Alliance.Supporting sanitation businesses to be successful in the realities of the market requires on-the-ground, real time, market-focused technology development and R&D. A variety of these technologies were on display at the meeting

    For schools to sustain improvement -- and, ultimately, for the public to take back responsibility for the quality of public schools -- the Public Education Network (PEN) believes that the public must be more fully engaged in deciding on the right policies for its public schools and must be vigilant in ensuring that these policies are appropriately applied.PUBLIC ENGAGEMENT + SPECIFIC SCHOOL REFORM GOALS = SUSTAINED POLICY AND PRACTICE and THE PUBLIC TAKING RESPONSIBILITY FOR PUBLIC SCHOOLSPEN proposes this "theory of action" to describe public engagement efforts that can help accomplish these goals. We define public to include three distinct audiences: the public at large, organized stakeholder groups, and policymakers. And we define engagement to include three distinct strategies: community organizing, community-wide strategic planning, and advocacy. Local Education Funds (LEFs) will facilitate these efforts and test this theory by employing these strategies to address three school reform issues: Standards and Accountability, Teacher Quality, and Schools and Community
