LawSampo Portal and Data Service for Publishing and Using Legislation and Case Law as Linked Open Data on the Semantic Web

Publisher Copyright: © 2022 Copyright for this paper by its authors.This paper argues for the idea of publishing legislation and case law as Linked Open Data (LOD) on the Semantic Web, to cater several user groups, including the general public, legislators, lawyers, researchers of legal informatics, and application developers. To support the argument, the proof-of-concept system LawSampo - Finnish Legislation and Case Law on the Semantic Web is introduced, including a semantic portal and a LOD service. Based on the Sampo Model, the main novelty of LawSampo is the provision of heterogenous distributed legal data through multiple application perspectives for faceted searching and exploring the data and for data analysis in legal informatics.Peer reviewe

Automatic Annotation Service APPI : Named Entity Linking in Legal Domain

Texts referencing court decisions and statutes can be difficult to understand without context. It can be time consuming and expensive to find related statutes or to learn about context specific terminology. As a solution, we utilized a named entity linking tool for extracting information and tailored it into a service, Appi, that can automatically annotate legal documents to provide context to the readers. The service can identify and link named entities and references to legal texts to corresponding vocabularies and data sources by combining statistics- and rule-based named entity recognition with named entity linking. The results provide users with enhanced reading experience with contextual information and the possibility to access related materials, such as statutes and court decisions.Peer reviewe

Towards an Open Platform for Legal Information

Recent advances in the area of legal information systems have led to a variety of applications that promise support in processing and accessing legal documents. Unfortunately, these applications have various limitations, e.g., regarding scope or extensibility. Furthermore, we do not observe a trend towards open access in digital libraries in the legal domain as we observe in other domains, e.g., economics of computer science. To improve open access in the legal domain, we present our approach for an open source platform to transparently process and access Legal Open Data. This enables the sustainable development of legal applications by offering a single technology stack. Moreover, the approach facilitates the development and deployment of new technologies. As proof of concept, we implemented six technologies and generated metadata for more than 250,000 German laws and court decisions. Settlement process of Afghan immigrant women based on cultural perspective in Finland

The study examined the settlement issues of Afghan immigrant women from a cultural perspective in Finland. The study explores the process of Afghan women settlement and focus on the cultural causes, aspects and the issues which make the settlement challenging and difficult for them. It also considers how these women face with these challenges during their settlement. The theoretical frameworks of this study are Frames for understanding settlement process and immigrant settlement experiences. The immigrant’s settlement experiences explain immigrant’s cultural challenges and the coping strategies which they use to deal with the cultural challenges. It also studies the services which immigrants receive during the process of their settlement such as social work services and migrations services during their settlement process which can make the process easier for immigrant women. This study is qualitative research where data was analyzed using content and thematic analysis. The data was collected from interview with six respondents. Participants in the study included six adult Afghans immigrant women who have resided in Finland more than 3 years .They were interviewed separately with open –ended in-depth interviews. The thesis explains the main cultural aspects which bring issues for Afghan women settlement (religion, language, discrimination, family…) and the cultural aspects which immigrants use in order to overcome their challenges (Religion, individual attributes, social support). The analysis of the interviews resulted in three core themes (1) cultural challenges (2) Personal coping strategies (3) Satisfaction level from receiving social services. The central argument of this study is about immigrants who face different challenges as soon as they left their countries. Beside self-awareness and having positive attitudes, immigrants need different kind of support in order to overcome these challenges and reach to a balance in their new lives. There is lack of knowledge about immigrants in between the people of countries which immigrants migrate and even between the service providers. There is a need for more comprehensive and multicultural knowledge about immigrants. People and service providers need to be more educated about immigrants in order to ease the process of their settlement after migration

Regulation of labour market intermediaries and the role of social partners in preventing trafficking of labour

This report aims to contribute to the development of a best practice guide for public authorities on monitoring and enforcing rules and regulations relevant to labour market intermediaries to prevent trafficking for labour exploitation. The report brings together research findings on two main areas: how labour market intermediaries are regulated by public authorities in the different Member States, and to what extent social partners’ activities contribute to preventing trafficking for the purpose of labour exploitation. The main focus of the report is on trafficking for the purpose of labour exploitation and does not cover trafficking for sexual exploitation.
