    World Peace and Gender Equality: Addressing UN Security Council Resolution 1325ā€™s Weaknesses

    The year 2020 marks the twentieth anniversary of the passage of United Nations Security Council Resolution (ā€œUNSCRā€) 1325, the most important moment in the United Nationsā€™ efforts to achieve world peace through gender equality. Over the past several decades, the international community has strengthened its focus on gender, including the relationship between gender and international peace and security. National governments and the United Nations have taken historic steps to elevate the role of women in governance and peacebuilding. The passage of UNSCR 1325 in 2000 foreshadowed what many hoped would be a transformational shift in international law and politics. However, the promise of gender equality has gone largely unrealized, despite the uncontroverted connection between treatment of women and the peacefulness of a nation. This Article argues for the first time that to achieve international peace and security through gender equality, the United Nations Security Council should transition its approach from making recommendations and suggestions to issuing mandatory requirements under Chapter VII of the U.N. Charter. If the Security Council and the international community believe gender equality is the best indicator of sustainable peace, then the Security Council could make a finding under Article 39 with respect to ā€˜a threat to the peaceā€™ā€”States who continue to mistreat women and girls pose a threat to international peace and security. Such a finding would trigger the Security Councilā€™s mandatory authority to direct States to take specific actions. In exercising its mandatory authority, the Security Council should organize, support, and train grassroots organizations and require States to do the same. It should further require States to produce a reviewable National Action Plan, detailing how each State will implement its responsibilities to achieve gender equality. The Security Council should also provide culturally sensitive oversight on domestic laws which may act as a restraint on true gender equality

    Communicating with Culture: How Humans and Machines Detect Narrative Elements

    To understand how people communicate, we must understand how they leverage shared stories and all the knowledge, information, and associations contained within those stories. I examine three classes of narrative elements that convey a wealth of cultural knowledge: Propp\u27s morphology, motifs, and discourse structure. Propp\u27s morphology communicates how roles and actions drive a narrative forward; motifs fill those roles and actions with specific, remarkable events; discourse groups these into a coherent structure to convey a point. My thesis has three aims: first, to demonstrate that people can reliably detect and identify all three of these narrative elements; second, to develop automatic detectors for discourse and motifs; third, to demonstrate the deep relation between these narrative elements and other theories of narrative structure and knowledge representation that I refer to as the \textit{continuum of communication}. The first step of my work answers two key questions about Propp\u27s morphology by demonstrating the reliability of annotators applying Propp\u27s scheme across a variety of experiments, in a double-blind annotation study. Additionally, I demonstrate a shortcoming in Propp\u27s scheme, demonstrating areas in which there are elements present in the folktales he analyzed that are not part of his morphology. The second step of my work, showing that people familiar with motifs can reliably detect when they are being used to share information and associations, approaches this problem by performing a large-scale annotation study of 21,000 examples into four categories performed by three pairs of annotators over a period of 11 weeks. I show that, in a double-blind annotation study, people familiar with the motifs had a moderate to high degree of agreement, demonstrating the reliability of humans at this task. The third step demonstrates the reliability of applying a theory of news discourse structure to news articles via a double-blind annotation study and, using the results of this annotation, demonstrate a preliminary detector of the news discourse function of paragraphs in news articles. The fourth step of my work, detecting motific usage automatically, consists of a large-scale pipeline that achieves moderate performance. This pipeline is the first work towards automatically detecting motific usage of motifs and beats out simple baselines while comparing favorably too and generalizing better than a simple neural network baseline system. Additionally, the pipeline uses explainable features that can be used in future work to further develop our understanding of how humans automatically detect motifs. Finally, I describe an exploration of the broader scope of narrative elements that communicate information between individuals who share a cultural or sub-cultural background. This work is based off of a small-scale, in-lab annotation of posts from the ā€œincelā€ subculture, a niche internet community with extremist elements and, at times, disturbing content. This small annotation has revealed a complex landscape encompassing fourteen categories, more than three times the number of elements as the large-scale annotation, many of which resemble the moving parts of other theories on narrative structure and cognition, including Vladimir Propp\u27s morphology of folktales and Silvan Tomkins\u27 script theory. I describe these relations and provide a rough continuum of the landscape of narrative communication

    Welcome to the first issue of the Baker Center Journal of Applied Public Policy. Throughout my many years of service, I always have been impressed with the tremendous good that can be accomplished through the creation and implementation of sound public policy. I hope that, along the way, I have contributed to the body of policies that help our nation function in a strong, effective, compassionate, and prosperous fashion. As we launch this new Journal, under the auspices of the Howard H. Baker Jr. Center for Public Policy at the University of Tennnnessee, I wanted to briefly expand on some of the reasons I believe that this journal is necessary and why I believe that research on public policy is so vitally important. This Journal aims to discuss applied public policy. The goal is not to engage in theoretical discussions, though I believe those are important. Instead, we hope that the Baker Journal will focus on the most current issues that directly affect our nation and our world on the operational, or mechanical level. We intend to engage a wide variety of contributors. Scholars, of course, will be asked to write on critical topics of research. We also aim to include contributions from those who draft, approve and execute public policy at the local, state, and national levels. Additionally, at least one article in each issue will be reserved for the work of a university-level student. Our approach is varied, and I know that the result will be an intellectually sound and extraordinarily interesting presentation of experiences and ideas.I am especially pleased that so many University of Tennnnessee students are involved in the formulation and operation of the Journal. Our editorial board is comprised of some of the University of Tennnnesseeā€™s most promising undergraduate, graduate, and law school students. With dedicated assistance and oversight from faculty and from the Baker Center, this board of extraordinarily intelligent and committed students has worked very hard to make this Journal a reality. The Center has also formed a national advisory panel for the Journal. I am a member of that panel, and I must note that I am grateful for the involvement and support of my colleagues who have agreed to serve with me: Ms. Emily Reynolds, former Secretary of the United States Senate; Congressman Bob Clement, former Tennnnessee Congressman; Mr. Glennnn Reynolds, noted author and professor of law at the University of Tennnnessee; Dr. Joseph Cooper, an accomplished professor of political science at Johns Hopkins University; and Mr. John Seigenthaler, distinguished journalist and founder and director of the First Amendment Center at Vanderbilt University. I believe it is critical that we think deeply about the issues that are confronting us today. Our representative system of governance is based on an informed citizenry and informed public servants. From international issues such as the war on terror and energy challenges to more local but equally important topics such as sustainable development and education, we must commit ourselves to understanding all challenges free of partisan rhetoric. Only then can we confront them together. It is my hope that this Journal will add to that understanding and will speak to many audiences. From the classroom to the boardroom, from city hall to the halls of our legislatures, I believe the work put forward in our journal will be useful for everyone who wants to be informed and engaged.     Governing Cyberspace: Behavior, Power and Diplomacy

    Cyber norms and other ways to regulate responsible state behavior in cyberspace is a fast-moving political and diplomatic field. The academic study of these processes is varied and interdisciplinary, but much of the literature has been organized according to discipline. Seeking to cross disciplinary boundaries, this timely book brings together researchers in fields ranging from international law, international relations, and political science to business studies and philosophy to explore the theme of responsible state behavior in cyberspace. . Divided into three parts, Governing Cyberspace first looks at current debates in and about international law and diplomacy in cyberspace. How does international law regulate state behaviour and what are its limits? How do cyber superpowers like China and Russia shape their foreign policy in relation to cyberspace? The second focuses on power and governance. What is the role for international organisations like NATO or for substate actors like intelligence agencies? How do they adapt to the realities of cyberspace and digital conflict? How does the classic balance of power play out in cyberspace and how do different states position themselves? The third part takes a critical look at multistakeholder and corporate diplomacy.     Dialectics of Disenchantment: Totalitarianism and Partisan Review

    This dissertation takes the literary and culturally modern magazine, Partisan Review (1934-2003), as its case study, specifically recounting its early intellectual history from 1934 to 1941. During this formative period, its contributing editors broke from their initial engagement with political radicalism and extremism to re-embrace the demo-liberalism of America's foundational principles during, and in the wake of, the Second World War. Indeed, Partisan Review's history is the history of thinking and re-thinking "totalitarianism" as its editors journeyed through the dialectics of disenchantment. Following their early (mis)adventures pursuant of the radical politics of literature, their break in the history of social and political thought, sounding pragmatic calls for an end to ideological fanaticism, was one that then required courage, integrity, and a belief in the moral responsibility of humanity. Intellectuals long affiliated with the journal thus provide us with models of eclectic intellectual life in pursuit of the open society, as does, indeed, the Partisan Review

    Community Stakeholder Perspectives Around the Strengths and Needs of Unaccompanied Immigrant Minors

    Unaccompanied immigrant minors (UIM) are youth who lack lawful immigration status and who are without a parent or guardian in the U.S. who can provide custody and care. By all accounts, UIM experience stressful and traumatic circumstances before, during and postmigration. Most UIM left their home countries due to economic stagnation, poverty, crime and gang-related violence (Kandel et al., 2014); almost half described fleeing societal violence and one in five described experiencing domestic abuse (UNHCR, 2014). During migration, UIM are vulnerable to human trafficking, kidnapping, and other abuses (Kandel et al., 2014). Upon resettlement, UIM sometimes experience extended stays in detention centers, community violence exposure in resettlement areas, and an uncertain future in the U.S., all without family support to buffer these stressors (Alvarez & Alegria, 2016). Not surprisingly, UIM are at increased risk for mental health problems compared to accompanied immigrant youth (Derluyn & Broekaert, 2008; Huemer et al., 2009). Research on protective factors is emerging, but scarce.This presentation describes community stakeholder perspectives around the strengths and needs of UIM. Stakeholders include academic researchers with experience working with UIM; key decision makers in agencies serving UIM; professionals with insider knowledge (e.g., immigration attorneys, psychologists with expertise in asylum evaluations); and community members participating in immigrant-focused coalitions. Stakeholder interviews identified significant need for support for UIM. They noted that UIM need emotional support before, during and after legal interviews when youth must recount traumatic events. Families need support during periods of separations and reunions, which can lead to uncertainty and unanticipated conflict, and foster families sponsoring UIM need parenting support for raising children facing difficult circumstances. Stakeholders also noted role conflicts that arise when simultaneously addressing the legal and mental health needs of UIM and the emotional toll that this work takes on professionals serving UIM

    Is a Theory of the Problem Sufficient for a Theory of the Solution? Negotiating Tensions among Research, Practice, Advocacy and Activism in Serving Immigrant Communities

    The lives of members of immigrant communities are inevitably shaped by U.S. laws, rapidly-shifting immigration policy, institutional policies and practices (e.g., in schools), and how immigrants are welcomed (or not) by members of host communities (Portes & Rumbaut, 2001). These and other aspects of the context of reception have important implications for immigrant integration, education and employment, and mental health. Accordingly, there have been significant calls for psychologists to take active roles in advocacy and activism, which resonates deeply with many of us. Roundtable organizers are community psychologists working with immigrant communities and seeking to negotiate the tensions that can arise at the intersections of research, practice, advocacy and activism. For example: ā€¢ APAā€™s Toolkit for Local Advocacy defines advocacy as sharing information within a system with the assumption that the information will help the system respond effectively; activism, on the other hand, is more likely to indict systems perceived as unjust, perhaps from the outside. How does one choose between--or balance--advocacy and activism? What are the advantages and disadvantages of each for trying to solve specific problems in different contexts? ā€¢ How does one balance social science and research goals that presumably could provide valuable information in working with immigrant communities with advocacy and activism goals? Can we have one without the other, and if so, should we? ā€¢ If we integrate these roles, do we run the risk of being perceived as less objective on one hand and less invested in communities (or complicit in injustice) on the other? ā€¢ Is a theory of the problem sufficient for a theory of the solution? Is it possible to move from problems to solutions without the insight and influence that insiders can provide? Participants will share the (imperfect) ways they have balanced research, practice, advocacy and activism in their work
