    A novel sorting method topsis-sort: an applicaiton for tehran environmental quality evaluation

    Many real-life problems are multi-objective by nature that requires evaluation of more than one criterion, therefore MCDM has become an important issue. In recent years, many MCDM methods have been developed; the existing approaches have been improved and extended. Multi criteria decision analysis has been regarded as a suitable set of methods to perform sustainability evaluations. Among numerous MCDM methods developed to solve real-life decision problems, Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) continues to work satisfactorily in diverse application areas. In this paper, a novel sorting method (TOPSIS-Sort) based on the classic TOPSIS method is presented. In the TOPSIS-Sort approach an outranking relation is used for sorting purposes. The proposed approach uses characteristic profiles for defining the classes and outranking relation as the preference model. Application of the proposed approach is demonstrated by classifying 22 districts of Tehran into five classes (but none of the districts fits into Classes 4 and 5), representing areas with different levels of environmental quality. An analysis and assessment of the environmental conditions in Tehran helps to identify the districts with the poor environmental quality. Priority should be given to these areas to maintain and improve the quality of environment. The results obtained by the TOPSIS-Sort give credence to its success, because the results of sorting con firm our and specialists’ evaluation of the districts. This research provides appropriate results with respect to the development of sorting models in the form of outranking relations. The model, proposed by this study, is applicable to the other outranking methods such as ELECTRE, PROMETHEE, etc

    ELECTRE I Method Using Hesitant Linguistic Term Sets: An Application to Supplier Selection

    Decision making is a common process in human activities. Every person or organization needs to make decisions besides dealing with uncertainty and vagueness associated with human cognition. The theory of fuzzy logic provides a mathematical base to model the uncertainities. Hesitant fuzzy linguistic term set (HFLTS) creates an appropriate method to deal with uncertainty in decision making. Managerial decision making generally implies that decision making process conducts multiple and conflicting criteria. Multi criteria decision analysis (MCDA) is a widely applied decision making method. Outranking methods are one type of MCDA methods which facilitate the decision making process through comparing binary relations in order to rank the alternatives. Elimination et Choix Traduisant la Réalité (ELECTRE), means elimination and choice that translates reality, is an outranking method. In this paper, an extended version of ELECTRE I method using HFLTS is proposed. Finally, a real case problem is provided to illustrate the HFLTS-ELECTRE I method

    VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    Type-2 neutrosophic number based multi-attributive border approximation area comparison (MABAC) approach for offshore wind farm site selection in USA.

    The technical, logistical, and ecological challenges associated with offshore wind development necessitate an extensive site selection analysis. Technical parameters such as wind resource, logistical concerns such as distance to shore, and ecological considerations such as fisheries all must be evaluated and weighted, in many cases with incomplete or uncertain data. Making such a critical decision with severe potential economic and ecologic consequences requires a strong decision-making approach to ultimately guide the site selection process. This paper proposes a type-2 neutrosophic number (T2NN) fuzzy based multi-criteria decision-making (MCDM) model for offshore wind farm (OWF) site selection. This approach combines the advantages of neutrosophic numbers sets, which can utilize uncertain and incomplete information, with a multi-attributive border approximation area comparison that provides formulation flexibility and easy calculation. Further, this study develops and integrates a techno-economic model for OWFs in the decision-making. A case study is performed to evaluate and rank five proposed OWF sites off the coast of New Jersey. To validate the proposed model, a comparison against three alternative T2NN fuzzy based models is performed. It is demonstrated that the implemented model yields the same ranking order as the alternative approaches. Sensitivity analysis reveals that changing criteria weightings does not affect the ranking order

Methods for solving this problem can be divided into two large groups:methods using the aggregation of all alternatives according to all criteria and the solution of the resulting single-criterion problem. The second group isassociated with the procedure of pairwise comparisons and stepwise aggregation. The first group includes methods: weighted average sum,product and their various modifications, the second group includes - AHP, ELECTRE, TOPSIS, PROMETHEE, ELECTRE. For many problemsassessment of the criteria implemented by experts and presented in linguistic form. The effective approach for dealing with linguistic information is fuzzyset theory proposed by L. Zadeh. In this paper is proposed fuzzy ELECTRE method. This method is presented in details. As application problem is usedthe equipment selection problem The issues of practical implementation of this method are discussed in details.     Identifying the appropriate location for logistics centres (LC) is key to gaining and maintaining a competitive advantage and increasing the efficiency of supply chain activities. Increasing customer expectations, efforts to reduce logistics costs and the intensity of competition in the logistics sector have led to the establishment of many new LMs in recent years. These centers contribute significantly to increasing efficiency in freight transportation, optimizing logistics services and reducing the traffic. The increasing importance of LCs and the significant impact of their location on logistics activities have made the choice of installation site a strategic consideration. However, evaluating LC location alternatives is a complex process that must take many factors into account. The aim of the present study is to propose an extended VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) approach based on interval-valued intuitionistic fuzzy numbers (IVIFN) and test its feasibility. Applying IVIFN contributes to coping with uncertainty in human thought and decision processes. On the other hand, VIKOR is a decision-making technique that facilitates ranking criteria that are contradictory and represented by different units, and it offers a compromise solution. The feasibility of the extended VIKOR approach through IVIFN proposed in this study was tested in a numerical example in which LC location alternatives were evaluated. Three experts were consulted to determine the criterion weights and to rank the alternatives. Decision makers serve as logistics and planning specialist, logistics operations manager and supply chain chief engineer. In practice, alternatives were evaluated by considering six criteria. As a result, criteria are listed in the form of intermodal connection (0.255), infrastructure (0.194), security/safety (0.169), proximity to customers (0.158), proximity to suppliers (0.131), and labour supply (0.093), according to their weighted importance. It is expected that the findings obtained in the study will contribute to researchers and sector managers.Lojistik merkezler (LM) için uygun yerin belirlenmesi, rekabet avantajı elde etmenin, sürdürmenin ve tedarik zinciri faaliyetlerinin verimliliğini artırmanın anahtarıdır. Artan müşteri beklentileri, lojistik maliyetlerinin azaltılmasına yönelik çabalar ve lojistik sektöründe yaşanan rekabet yoğunluğu son yıllarda birçok yeni LM kurulmasına neden olmuştur. Bu merkezler yük taşımacılığında verimliliğin artmasına, lojistik hizmetlerin optimize edilmesine ve bulundukları kentteki trafiğin azaltılmasında önemli ölçüde katkı sağlamaktadır. LM'lerin artan önemi ve konumlarının lojistik faaliyetler üzerindeki önemli etkisi, kurulum yeri seçimini stratejik bir değerlendirme haline getirmiştir. Ancak, LM konum alternatiflerini değerlendirmek, birçok faktörün hesaba katılması gereken karmaşık bir süreçtir. Bu çalışmanın amacı, aralık değerli sezgisel bulanık sayılara (ADSBS) dayalı genişletilmiş bir VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) yaklaşımı önermek ve uygulanabilirliğini test etmektir. ADSBS'ın uygulanması, insan düşünce ve karar süreçlerindeki belirsizlikle başa çıkmaya katkıda bulunur. Öte yandan VIKOR birbiriyle çelişen ve farklı birimler tarafından temsil edilen kriterleri sıralamayı kolaylaştıran ve uzlaşmacı bir çözüm sunan bir karar verme tekniğidir. Bu çalışmada önerilen ADSBS aracılığıyla genişletilmiş VIKOR yaklaşımının uygulanabilirliği, LM konum alternatiflerinin değerlendirildiği sayısal bir örnekte test edilmiştir. Kriter ağırlıklarının belirlenmesi ve alternatiflerin sıralanması için üç uzman karar vericiye danışılmıştır. Karar vericiler, lojistik ve planlama uzmanı, lojistik operasyon yöneticisi ve tedarik zinciri başmühendisi olarak görev yapmaktadır. Uygulamada alternatifler altı kriter (altyapı, müşteriye yakınlık, tedarikçilere yakınlık, intermodal bağlantı, işgücü arzı ve güvenlik/güvenirlilik) dikkate alınarak değerlendirilmiştir. Sonuç olarak kriterler ağırlıklarına göre intermodal bağlantı (0,255), altyapı (0,194), güvenlik/güvenlik (0,169), müşterilere yakınlık (0,158), tedarikçilere yakınlık (0,131) ve iş gücü arzı (0,093) biçiminde sıralanmıştır. Çalışmada elde edilen bulguların araştırmacılara ve sektör yöneticilerine katkı sağlaması beklenmektedir

    A state-of-art survey on TQM applications using MCDM techniques

    In today’s competitive economy, quality plays an essential role for the success business units and there are considerable efforts made to control and to improve quality characteristics in order to satisfy customers’ requirements. However, improving quality is normally involved with various criteria and we need to use Multi Criteria Decision Making (MCDM) to handle such cases. In this state-of the-art literature survey, 45 articles focused on solving quality problems by MCDM methods are investigated. These articles were published between 1994 and 2013.Seven areas were selected for categorization: (1) AHP, Fuzzy AHP, ANP and Fuzzy ANP, (2) DEMATEL and Fuzzy DEMATEL, (3) GRA, (4) Vikor and Fuzzy Vikor, (5) TOPSIS, Fuzzy TOPSIS and combination of TOPSIS and AHP, (6) Fuzzy and (7) Less frequent and hybrid procedures. According to our survey, Fuzzy based methods were the most popular technique with about 40% usage among procedures. Also AHP and ANP were almost 20% of functional methods. This survey ends with giving recommendation for future researches
