The report – a major outcome of the programme – is written by TEL director Professor Richard Noss and a team of experts in various fields of technology-enhanced learning. The report features the programme’s 12 recommendations for using technology-enhanced learning to upgrade UK education

    Energy Production Analysis and Optimization of Mini-Grid in Remote Areas: The Case Study of Habaswein, Kenya

    Rural electrification in remote areas of developing countries has several challenges which hinder energy access to the population. For instance, the extension of the national grid to provide electricity in these areas is largely not viable. The Kenyan Government has put a target to achieve universal energy access by the year 2020. To realize this objective, the focus of the program is being shifted to establishing off-grid power stations in rural areas. Among rural areas to be electrified is Habaswein, which is a settlement in Kenya’s northeastern region without connection to the national power grid, and where Kenya Power installed a stand-alone hybrid mini-grid. Based on field observations, power generation data analysis, evaluation of the potential energy resources and simulations, this research intends to evaluate the performance of the Habaswein mini-grid and optimize the existing hybrid generation system to enhance its reliability and reduce the operation costs. The result will be a suggestion of how Kenyan rural areas could be sustainably electrified by using renewable energy based off-grid power stations. It will contribute to bridge the current research gap in this area, and it will be a vital tool to researchers, implementers and the policy makers in energy sector

    Hydrological Alteration Index as an Indicator of the Calibration Complexity of Water Quantity and Quality Modeling in the Context of Global Change

    Modeling is a useful way to understand human and climate change impacts on the water resources of agricultural watersheds. Calibration and validation methodologies are crucial in forecasting assessments. This study explores the best calibration methodology depending on the level of hydrological alteration due to human-derived stressors. The Soil and Water Assessment Tool (SWAT) model is used to evaluate hydrology in South-West Europe in a context of intensive agriculture and water scarcity. The Index of Hydrological Alteration (IHA) is calculated using discharge observation data. A comparison of two SWAT calibration methodologies are done; a conventional calibration (CC) based on recorded in-stream water quality and quantity and an additional calibration (AC) adding crop managements practices. Even if the water quality and quantity trends are similar between CC and AC, water balance, irrigation and crop yields are different. In the context of rainfall decrease, water yield decreases in both CC and AC, while crop productions present opposite trends (+33% in CC and -31% in AC). Hydrological performance between CC and AC is correlated to IHA: When the level of IHA is under 80%, AC methodology is necessary. The combination of both calibrations appears essential to better constrain the model and to forecast the impact of climate change or anthropogenic influences on water resources

    Industrial organization implications of QR trade regimes : evidence and welfare costs

    Quantitative restrictions (QRs) are the most common form of protection in many developing countries. Often this type of protection emerges during balance of payments crises but, once in place, is not removed. Students of developing countries'foreign exchange regimes have long noted that QRs have deleterious effects beyond those that would emerge from calculations relying strictly on the"tariff equivalent"of quotas. So far most analysis has concentrated on quantifying the cost of rent-seeking activities which allegedly accompany QRs. The purpose of this paper is to extend this analysis by parametrizing two stylized observations that have often been noted about the manufacturing sector of QR-riddenforeign trade regimes: (a) unrealized economies of scale; and (2) lack of competition among domestic firms. The first arises because of the small size of the domestic market; the second arises because of the made-to-measure protection of QR trade regimes.     Insecticide use on vegetables in Ghana: Would GM seed benefit farmers?

    "Tomato, cabbage, and garden egg (African eggplant, or Solanum aethiopicum) are important crops for small-scale farmers and migrants in the rural and peri-urban areas of Ghana. Genetic modification has the potential to alleviate poverty through combating yield losses from pests and diseases in these crops, while reducing health risks from application of hazardous chemicals. This ex ante study uses farm survey data to gauge the potential for adoption of genetically modified (GM) varieties, estimate the potential impact of adoption on farm profits, and highlight economic differences among the three crops. Farmers' expenditures on insecticides are below the economic optimum in all three crops, and the estimated function for damage abatement shows that insecticide amounts are significant determinants of cabbage yields only. Nonetheless, yield losses from pests and disease affect insecticide use. A stochastic budget analysis also indicates a higher rate of return to vegetable production with the use of resistant seeds relative to the status quo, even considering the technology transfer fee for GM seed. Non–insecticide users could accrue higher marginal benefits than current insecticide users. Comparing among vegetable crops with distinct economic characteristics provides a wider perspective on the potential impact of GM technology. Until now, GM eggplant is the only vegetable crop that has been analyzed in the peer-reviewed, applied economics literature.     Optimisation of the T-square sampling method to estimate population sizes.

    Population size and density estimates are needed to plan resource requirements and plan health related interventions. Sampling frames are not always available necessitating surveys using non-standard household sampling methods. These surveys are time-consuming, difficult to validate, and their implementation could be optimised. Here, we discuss an example of an optimisation procedure for rapid population estimation using T-Square sampling which has been used recently to estimate population sizes in emergencies. A two-stage process was proposed to optimise the T-Square method wherein the first stage optimises the sample size and the second stage optimises the pathway connecting the sampling points. The proposed procedure yields an optimal solution if the distribution of households is described by a spatially homogeneous Poisson process and can be sub-optimal otherwise. This research provides the first step in exploring how optimisation techniques could be applied to survey designs thereby providing more timely and accurate information for planning interventions
