    EXPLORING THE NATIONAL CONTEXT IN ELECTRONIC COMMERCE ADOPTION IN DEVELOPING COUNTRIES

    In this era of globalisation, Electronic Commerce (EC) has been promoted as a tool for bridging the gap between the developed and developing countries. However, despite the promises made by various international organisations, the developing countries are encountering difficulties in realising the EC benefits. To address this issue, numerous studies have been carried out in various developing countries in an attempt to identify the keys to EC\u27s successful adoption and diffusion in the developing countries. However, despite the significant differences between developed and developing nations, most studies carried out in developing countries employed the same study frameworks used in developed nations. This paper recognises the unique national context of the developing countries and argues that the national context factors can have significant impact upon EC adoption by organisations in developing countries. As a result, we modified the well tested Technology-Organisation-Environment framework to focus on the national context. By examining the national context together with the technological, organisational and industrial context of an organisation, it is expected that the extended framework will be able to provide a more complete picture of EC adoption in developing countries

E-government can be defined based on an existing set of requirements. In this paper we define E-government as a matrix of stakeholders; governments to governments, governments to business and governments to citizens using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries. Therefore, this paper presents an integrated model for ascertaining the intention to adopt E-government services and thereby aid governments in accessing what is required to increase adoption

    Policy Issues of e-Commerce Technology Diffusion in Southeast Nigeria: The Case of Small Scale Agribusiness

    The benefits brought about by the emergence of e-commerce, e-business and other Information Communication Technologies (ICTs) applications have not been fully explored in the developing economies of the world. The less developed economies are still struggling to catch up with ICT application as opposed to its heavy deployment in the developed economies. Empirical evidence suggests that ICTs and other related technologies are increasingly emerging in the communities of the developing economies such as Nigeria. Rural actors engaged in the Agricultural industries (Agribusiness) feel that the implementation of ICTs can influence the development of new business processes and the way existing processes are organised. In the Southeast of Nigeria, which is a typical example of a less developed community, the impact of e-business technologies has yet to be determined. This paper identifies two classical traditional agribusiness supply chains and hence reports on the impact of e-commerce technology diffusion along the equilibrium of the supply chains, focusing on the elimination of intermediary actors from the chain. It provides an assessment of the Governments’ policies and strategies on e-commerce adoption for the sustainability of small-scale agricultural businesses. The paper examines the politics surrounding ICT implementations by actors engaged in the agribusiness sector. This research has motivated The South East State Government, in collaboration with the Federal Government, to give closer attention to their earlier policy of making Nigeria an ICT-enabled country

    E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed

    PKI Interoperability: Still an Issue? A Solution in the X. 509 Realm

    There exist many obstacles that slow the global adoption of public key infrastructure (PKI) technology. The PKI interoperability problem, being poorly understood, is one of the most confusing. In this paper, we clarify the PKI interoperability issue by exploring both the juridical and technical domains. We demonstrate the origin of the PKI interoperability problem by determining its root causes, the latter being legal, organizational and technical differences between countries, which mean that relying parties have no one to rely on. We explain how difficult it is to harmonize them. Finally, we propose to handle the interoperability problem from the trust management point of view, by introducing the role of a trust broker which is in charge of helping relying parties make informed decisions about X.509 certificates
