    Improving resilience in Critical Infrastructures through learning from past events

    Modern societies are increasingly dependent on the proper functioning of Critical Infrastructures (CIs). CIs produce and distribute essential goods or services, as for power transmission systems, water treatment and distribution infrastructures, transportation systems, communication networks, nuclear power plants, and information technologies. Being resilient, where resilience denotes the capacity of a system to recover from challenges or disruptive events, becomes a key property for CIs, which are constantly exposed to threats that can undermine safety, security, and business continuity. Nowadays, a variety of approaches exists in the context of CIs’ resilience research. This dissertation starts with a systematic review based on PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) on the approaches that have a complete qualitative dimension, or that can be used as entry points for semi-quantitative analyses. The review identifies four principal dimensions of resilience referred to CIs (i.e., techno-centric, organizational, community, and urban) and discusses the related qualitative or semi-quantitative methods. The scope of the thesis emphasizes the organizational dimension, as a socio-technical construct. Accordingly, the following research question has been posed: how can learning improve resilience in an organization? Firstly, the benefits of learning in a particular CI, i.e. the supply chain in reverse logistics related to the small arms utilized by Italian Armed Forces, have been studied. Following the theory of Learning From Incidents, the theoretical model helped to elaborate a centralized information management system for the Supply Chain Management of small arms within a Business Intelligence (BI) framework, which can be the basis for an effective decision-making process, capable of increasing the systemic resilience of the supply chain itself. Secondly, the research question has been extended to another extremely topical context, i.e. the Emergency Management (EM), exploring the crisis induced learning where single-loop and double-loop learning cycles can be established regarding the behavioral perspective. Specifically, the former refers to the correction of practices within organizational plans without changing core beliefs and fundamental rules of the organization, while the latter aims at resolving incompatible organizational behavior by restructuring the norms themselves together with the associated practices or assumptions. Consequently, with the aim of ensuring high EM systems resilience, and effective single-loop and double-loop crisis induced learning at organizational level, the study examined learning opportunities that emerge through the exploration of adaptive practices necessary to face the complexity of a socio-technical work domain as the EM of Covid-19 outbreaks on Oil & Gas platforms. Both qualitative and quantitative approaches have been adopted to analyze the resilience of this specific socio-technical system. On this consciousness, with the intention to explore systems theoretic possibilities to model the EM system, the Functional Resonance Analysis Method (FRAM) has been proposed as a qualitative method for developing a systematic understanding of adaptive practices, modelling planning and resilient behaviors and ultimately supporting crisis induced learning. After the FRAM analysis, the same EM system has also been studied adopting a Bayesian Network (BN) to quantify resilience potentials of an EM procedure resulting from the adaptive practices and lessons learned by an EM organization. While the study of CIs is still an open and challenging topic, this dissertation provides methodologies and running examples on how systemic approaches may support data-driven learning to ultimately improve organizational resilience. These results, possibly extended with future research drivers, are expected to support decision-makers in their tactical and operational endeavors

    Wenn sich eine Katastrophe ereignet, ist eine schnelle und koordinierte Reaktion der verschiedenen Krisenmanagementakteure unerlässlich, um die vorhandenen Ressourcen bestmöglich einzusetzen und somit ihre Auswirkungen zu begrenzen. Dieses Zusammenspiel wird erschwert, wenn die Katastrophe mehrere Länder betrifft. Neben den unterschiedlichen Regelungen und Systemen spielen dann auch kulturelle Einflüsse wie Sprachbarrieren oder mangelndes Vertrauen eine entscheidende Rolle. Obwohl die Resilienz von Grenzgebieten von fundamentaler Bedeutung ist, wird diese in der wissenschaftlichen Literatur immer noch unterschätzt. Im ersten Teil dieser Arbeit wird ein agentenbasiertes Modell zur Untersuchung der organisationsübergreifenden Zusammenarbeit bei Katastropheneinsätzen in einer Grenzregion vorgestellt. Indem Kommunikationsprotokolle aus der Literatur auf den Kontext der grenzüberschreitenden Kooperation erweitert werden, analysiert das Modell die globale Dynamik, die aus lokalen Entscheidungen resultiert. Ein szenariobasierter Ansatz zeigt, dass höheres Vertrauen zwar zu signifikant besseren Versorgungsraten führt, der Abbau von Sprachbarrieren aber noch effizienter ist. Insbesondere gilt dies, wenn die Akteure die Sprache des Nachbarlandes direkt sprechen, anstatt sich auf eine allgemeine Lingua franca zu verlassen. Die Untersuchung der Koordination zeigt, dass Informationsflüsse entlang der hierarchischen Organisationsstruktur am erfolgreichsten sind, während spontane Zusammenarbeit durch ein etabliertes informelles Netzwerk privater Kontakte den Informationsaustausch ergänzen und in dynamischen Umgebungen einen Vorteil darstellen kann. Darüber hinaus verdoppelt die Einbindung von Spontanfreiwilligen den Koordinationsaufwand. Die Koordination über beide Dimensionen, zum einen die Einbindung in den Katastrophenschutz und zum anderen über Grenzen hinweg, führt jedoch zu einer optimalen Versorgung der betroffenen Bevölkerung. In einem zweiten Teil stellt diese Arbeit ein innovatives empirisches Studiendesign vor, das auf transnationalem Sozialkapital und Weiners Motivationstheorie basiert, um prosoziale Beziehungen der Menschen über nationale Grenzen hinweg zu quantifizieren. Regionale Beziehungen innerhalb der Länder werden dabei als Vergleichsbasis genommen. Die mittels repräsentativer Telefoninterviews in Deutschland, Frankreich und der deutsch-französischen Grenzregion erhobenen Daten belegen die Hypothese, dass das Sozialkapital und die Hilfsbereitschaft über die deutsch-französische Grenze hinweg mindestens so hoch ist wie das regionale Sozialkapital und die Hilfsbereitschaft innerhalb der jeweiligen Länder. Folglich liefert die Arbeit wertvolle Erkenntnisse für Entscheidungsträger, um wesentliche Barrieren in der grenzüberschreitenden Kooperation abzubauen und damit die grenzüberschreitende Resilienz bei zukünftigen Katastrophen zu verbessern. Implikationen für die heutige Zeit in Bezug auf Globalisierung versus aufkommendem Nationalismus sowie Auswirkungen von (Natur-) Katastrophen werden diskutiert

    From Common Operational Picture to Common Situational Understanding : A Framework for Information Sharing in Multi-Organizational Emergency Management

    Complex emergencies such as natural disasters are increasing in frequency and scope, in all regions of the world. These emergencies have devastating impacts on people, property, and the environment. Responding to these events and reducing their impact requires that emergency management organizations (EMOs) collaborate in their operations. Complex emergencies require extraordinary efforts from EMOs and often should be handled beyond ordinary routines and structures. Such operations involving multiple stakeholders are typically characterized by inadequate information sharing, decision-making problems, limited situational awareness (SA), and lack of common situational understanding. Despite a high volume of research on these challenges, evaluations from complex disasters and large-scale exercises document that there are still several unsolved issues related to information sharing and the development of common situational understanding. Examples here include fulfillment of heterogeneous information needs, employment of different communication tools and processes with limited interoperability, and information overload resulting from a lack of mechanisms for filtering irrelevant information. Multi-organizational emergency management is an established area of research focusing on how to successfully collaborate and share information for developing common situational understanding. However, the level of complexity and situational dependencies between the involved EMOs create challenges for researchers. An important element for efficient collaboration and information sharing is building and maintaining a common operational picture (COP). Sharing important information is a key element in emergency management involving several EMOs, and both static and dynamic information must be accessible to perform tasks effectively during emergency response. To be proactive and mitigate the emergency impacts requires up-to-date information, both factual information via the COP and the ability to share interpretations and implications through using a communication system for rapid verbal negotiation. The overall research objective is to investigate how stakeholders perceive and develop SA and COP, and to explore and understand key requirements for stakeholders to develop a common situational understanding in complex multi-organizational emergency management.publishedVersio

    Networks of inter-organisational coordination during disease outbreaks

    Multi-organisational environment is demonstrating more complexities due the ever-increasing tasks’ complications in modern environments. Disease outbreak coordination is one of these complex tasks that require multi-skilled and multi-jurisdictional agencies to coordinate in dynamic environment. This research discusses theoretical foundations and practical approaches to suggest frameworks to study complex inter-organisational networks in dynamic environments, specifically during disease outbreak. We study coo¬¬rdination as being an interdisciplinary domain, and then uses social network theory to model it. I have surveyed 70 health professionals whom have participated in the swine influenza H1N1 2009 outbreak. I collected both qualitative and quantitative data in order to build a comprehensive understanding of the dynamics of the inter-organisational network that evolved during that outbreak. Then I constructed a performance model by use three main components of the network theory: degree centrality, connectedness and tie strength as the independent variables, and disease outbreak inter-organisational performance as the dependent one. In addition, we study both the formal networks and the informal ones. Formal networks are based on the standard operating structures, and the informal ones emerge based on trust, mutual benefits and relationships. Results suggest that the proposed social network measures have positive effect on coordination performance during the outbreak in both formal and informal networks, except centrality in the formal one. In addition, none of those measures influence performance before the outbreak. Practically, the results suggest that increasing the communication frequency and diversifying the tiers of the inter-organisational links enhance the overall network’s performance in formal coordination. In the informal one, links are created with the intention to improve performance; hence, all suggested network measures improve performance

    Teamwork in Extreme Environments

    Teams are relied upon in extreme and challenging environments in which there are considerable demands and failures can have severe consequences. Despite an increased interest in extreme teams, empirical research remains limited. Moreover, whilst the literature differentiates between extreme and non-extreme teams, it rarely distinguishes between different types of extreme teams. In this thesis, I argue extreme teams can be differentiated into multi-team systems (MTS) and teams in isolated, confined environments (ICE). I draw on contextual challenges present in different types of extreme environments to examine what factors support teamwork in emergency response teams (MTS) and expedition teams (ICE). In doing so, I identify methodological and analytical approaches suitable for researching extreme teams (Chapter II and V). MTS often form quickly in the response to emergencies. This creates challenges in establishing communication channels and managing conflicting objectives across inter-agency partners who may have limited experience working with one another. To address these challenges, I explored how teams communicated and coordinated in crises and if this is influenced by team member familiarity. Data were collected from immersive simulations with commanders in the emergency services and students. Mixed methods analysis showed how team processes changed across time (Chapter III) and how familiarity (Chapter IV) alleviated some of the challenges of working in MTS. In contrast to MTS, teams in ICE co-exist for pro-longed periods in hostile and remote settings. This creates challenges in maintaining team cohesion and balancing the personalities and characteristics of isolated individuals for pro-longed periods. Here, I used a diary methodology to track changes in cohesion over time and explore if fluctuations in cohesion are predicted by day-to-day events and the personality composition of teams (Chapter V). Theoretical implications for the importance of context in shaping team behaviours and practical implications for teams operating in extreme environments are provided

    Project report : Requirements specification

    The SAMRISK project “Sharing incident and threat information for common situational understanding“ (INSITU) commenced in May 2019. The INSITU project develops solutions for establishing a common situational understanding in complex operations requiring collaboration between several agencies. This involves systematic analysis of existing information sources and defining the information elements that are critical to share in different phases of a crisis situation. In addition, the project will develop procedures and related tool support for efficient collection and integration of information. As part of this work, the project contributes to harmonisation of terminology across agencies to secure effective communication. A map-based interface for display of information from different digital map resources will be developed, as a basis for a common operational picture (COP). This solution will also support evaluation and learning from incidents and emergency exercises. Based on a review of related research, the report briefly summarises the state of the art for the areas focused in the project. Through interviews and discussions with emergency stakeholders, field observation during an exercise, and field visits at operations centres, current practice for information sharing and establishing a COP is analysed. Based on the expressed needs from the emergency stakeholders and our analysis of current practice, the report specifies a set of requirements for information sharing, harmonisation of terminology, use of common map resources, and technology support for evaluation and learning from incidents.publishedVersio
