Post-Westgate SWAT : C4ISTAR Architectural Framework for Autonomous Network Integrated Multifaceted Warfighting Solutions Version 1.0 : A Peer-Reviewed Monograph
Police SWAT teams and Military Special Forces face mounting pressure and
challenges from adversaries that can only be resolved by way of ever more
sophisticated inputs into tactical operations. Lethal Autonomy provides
constrained military/security forces with a viable option, but only if
implementation has got proper empirically supported foundations. Autonomous
weapon systems can be designed and developed to conduct ground, air and naval
operations. This monograph offers some insights into the challenges of
developing legal, reliable and ethical forms of autonomous weapons, that
address the gap between Police or Law Enforcement and Military operations that
is growing exponentially small. National adversaries are today in many
instances hybrid threats, that manifest criminal and military traits, these
often require deployment of hybrid-capability autonomous weapons imbued with
the capability to taken on both Military and/or Security objectives. The
Westgate Terrorist Attack of 21st September 2013 in the Westlands suburb of
Nairobi, Kenya is a very clear manifestation of the hybrid combat scenario that
required military response and police investigations against a fighting cell of

A survey of simulation techniques in commerce and defence
Despite the developments in Modelling and Simulation (M&S) tools and techniques over the past years, there has been a gap in the M&S research and practice in healthcare on developing a toolkit to assist the modellers and simulation practitioners with selecting an appropriate set of techniques. This study is a preliminary step towards this goal. This paper presents some results from a systematic literature survey on applications of M&S in the commerce and defence domains that could inspire some improvements in the healthcare. Interim results show that in the commercial sector Discrete-Event Simulation (DES) has been the most widely used technique with System Dynamics (SD) in second place. However in the defence sector, SD has gained relatively more attention. SD has been found quite useful for qualitative and soft factors analysis. From both the surveys it becomes clear that there is a growing trend towards using hybrid M&S approaches
ORGANIZATIONAL THEORY PERSPECTIVES TOWARD SUCCESS IN DYNAMIC ENVIRONMENTS
How can special operations forces balance present-day readiness with the requirement to stay ahead of potential revolutionary changes in the operating environment? This question presents a challenge to any organization—military or otherwise—that seeks to sustain a competitive advantage over time. The challenges of tomorrow are different from those of today, and organizations in changing environments must deal with the often-competing requirements for present and future success. Within the field of organizational study resides a deep and diverse body of work that addresses this issue from varying perspectives. This thesis reviews three of these perspectives—ambidexterity, the dynamic capabilities view, and organizational ecology—and extracts useful concepts for United States Special Operations Command to consider as it plans for the increasingly dynamic environments of the twenty-first century. Each field is reviewed in some detail, and key concepts or frameworks are reviewed and assessed for applicability. Electronic Reverse Auctions: Spawning Procurement Innovation in the Context of Arab Culture
Government e-procurement initiatives have the potential to transform local institutions, but few studies have been published of strategies for implementing specific e-procurement tools, particularly involving procurement by a foreign government adapting to local culture in the Middle East/North Africa (MENA). This case describes procurement at a forward operating base (FOB) in Kuwait in support of operations in Iraq. The government procurers had to deal with a phenomenon unique to the MENA region: wasta. Wasta is a form of social capital that bestows power, influence, and connection to those who possess it, similar to guanxi in China. This study explores the value proposition and limitations of electronic reverse auctions (eRA) with the purpose of sharing best practices and lessons learned for government procurement in a MENA country. The public value framework provides valuable theoretical insights for the implementation of a new government e-procurement tool in a foreign country. In a culture dominated by wasta, the suppliers enjoyed the transparency and merit-based virtues of eRA’s that transferred successfully into the new cultural milieu: potential to increase transparency, competition, efficiency, and taxpayer savings. The practices provided herein are designed specifically to help buyers overcome structural barriers including training, organizational inertia, and a lack of eRA policy and guidance while implementing a new e-procurement tool in a foreign country
