    The Finnish Biodiversity Information Facility as a best-practice model for biodiversity data infrastructures

    Biodiversity informatics has advanced rapidly with the maturation of major biodiversity data infrastructures (BDDIs), such as the Global Biodiversity Information Facility sharing unprecedented data volumes. Nevertheless, taxonomic, temporal and spatial data coverage remains unsatisfactory. With an increasing data need, the global BDDIs require continuous inflow from local data mobilisation, and national BDDIs are being developed around the world. The global BDDIs are specialised in certain data types or data life cycle stages which, despite possible merits, renders the BDDI landscape fragmented and complex. That this often is repeated at the national level creates counterproductive redundancy, complicates user services, and frustrates funders. Here, we present the Finnish Biodiversity Information Facility (FinBIF) as a model of an all-inclusive BDDI. It integrates relevant data types and phases of the data life cycle, manages them under one IT architecture, and distributes the data through one service portal under one brand. FinBIF has experienced diverse funder engagement and rapid user uptake. Therefore, we suggest the integrated and inclusive approach be adopted in national BDDI development.peerReviewe

    A new knowledge sourcing framework for knowledge-based engineering: an aerospace industry case study

    New trends in Knowledge-Based Engineering (KBE) highlight the need for decoupling the automation aspect from the knowledge management side of KBE. In this direction, some authors argue that KBE is capable of effectively capturing, retaining and reusing engineering knowledge. However, there are some limitations associated with some aspects of KBE that present a barrier to deliver the knowledge sourcing process requested by industry. To overcome some of these limitations this research proposes a new methodology for efficient knowledge capture and effective management of the complete knowledge life cycle. The methodology proposed in this research is validated through the development and implementation of a case study involving the optimisation of wing design concepts at an Aerospace manufacturer. The results obtained proved the extended KBE capability for fast and effective knowledge sourcing. This evidence was provided by the experts working in the development of the case study through the implementation of structured quantitative and qualitative analyses

    ERP implementation methodologies and frameworks: a literature review

    Enterprise Resource Planning (ERP) implementation is a complex and vibrant process, one that involves a combination of technological and organizational interactions. Often an ERP implementation project is the single largest IT project that an organization has ever launched and requires a mutual fit of system and organization. Also the concept of an ERP implementation supporting business processes across many different departments is not a generic, rigid and uniform concept and depends on variety of factors. As a result, the issues addressing the ERP implementation process have been one of the major concerns in industry. Therefore ERP implementation receives attention from practitioners and scholars and both, business as well as academic literature is abundant and not always very conclusive or coherent. However, research on ERP systems so far has been mainly focused on diffusion, use and impact issues. Less attention has been given to the methods used during the configuration and the implementation of ERP systems, even though they are commonly used in practice, they still remain largely unexplored and undocumented in Information Systems research. So, the academic relevance of this research is the contribution to the existing body of scientific knowledge. An annotated brief literature review is done in order to evaluate the current state of the existing academic literature. The purpose is to present a systematic overview of relevant ERP implementation methodologies and frameworks as a desire for achieving a better taxonomy of ERP implementation methodologies. This paper is useful to researchers who are interested in ERP implementation methodologies and frameworks. Results will serve as an input for a classification of the existing ERP implementation methodologies and frameworks. Also, this paper aims also at the professional ERP community involved in the process of ERP implementation by promoting a better understanding of ERP implementation methodologies and frameworks, its variety and history

    DESIGNING A REFERENCE FRAMEWORK OF IT/IS OUTSOURCING STEERING PROCESSES

    Problems and challenges with information technology and information systems (IT/IS) outsourcing often do not relate to the strategic level, but to the operational level. Especially organizations with little experience with larger IT/IS outsourcing programs face operational problems with the steering of external outsourcing providers. In this paper, we propose a reference framework that structures the required processes for an effective steering of IT/IS outsourcing relationships. The research is based on the design science paradigm in information systems research. In a first step, we derive a framework from related literature and knowledge in this particular area. We then use extensive fieldwork to evaluate our framework and to develop it further. The suggested framework proves to be a viable instrument to support the structured analysis of current processes and the definition of suitable target processes for the steering of IT/IS outsourcing programs. This paper‟s primary contribution therefore lies in providing an applicable instrument for practitioners, as well as in extending the existing body of knowledge on IT/IS outsourcing

    Understanding citizen science and environmental monitoring: final report on behalf of UK Environmental Observation Framework

    Citizen science can broadly be defined as the involvement of volunteers in science. Over the past decade there has been a rapid increase in the number of citizen science initiatives. The breadth of environmental-based citizen science is immense. Citizen scientists have surveyed for and monitored a broad range of taxa, and also contributed data on weather and habitats reflecting an increase in engagement with a diverse range of observational science. Citizen science has taken many varied approaches from citizen-led (co-created) projects with local community groups to, more commonly, scientist-led mass participation initiatives that are open to all sectors of society. Citizen science provides an indispensable means of combining environmental research with environmental education and wildlife recording. Here we provide a synthesis of extant citizen science projects using a novel cross-cutting approach to objectively assess understanding of citizen science and environmental monitoring including: 1. Brief overview of knowledge on the motivations of volunteers. 2. Semi-systematic review of environmental citizen science projects in order to understand the variety of extant citizen science projects. 3. Collation of detailed case studies on a selection of projects to complement the semi-systematic review. 4. Structured interviews with users of citizen science and environmental monitoring data focussing on policy, in order to more fully understand how citizen science can fit into policy needs. 5. Review of technology in citizen science and an exploration of future opportunities

    Exploring Practitioner Perspectives of Sourcing Risks: Towards the Development of an Integrated Risk and Control Framework

    Outsourcing of information and communication technologies (ICT) and related services is an established and growing industry. Recent trends, such as the move toward multi-sourcing have increased the complexity and risk of these outsourcing arrangements. There is a critical research need to identify the risks faced by both the organisations that outsource ICT and the vendors that provide it in this changing landscape. To address growing concerns regarding the best way to deal with risk and control in this environment, our research focuses on establishing a Sourcing Risk and Control Framework to assist organisations identify these risks and develop effective mitigation strategies. In this paper we report on the first stage of our research that sought to document how sourcing risk is represented and considered in practice. To date, limited empirical research has been conducted in an Australian context. Using a series of workshops involving client and vendor representatives, we identified a broad range of risks and developed a cohesive categorisation scheme that incorporates functional and multi-stakeholder perspectives

    Developments and Development Directions of Electronic Trade Platforms in US and European Agri-Food Markets: Impact on Sector Organization

    Electronic trade platforms support trading transactions between enterprises. They have entered the business landscape including the agri-food sector only a few years ago. However, there already have been dramatic changes in the agri-food sectorÂ’s platform infrastructures. This paper analyzes developments in electronic trade platform infrastructures in the agri-food sector of the US and Europe between 2000 and 2002 and identifies development strategies of successful platforms. Of 85 platforms in existence in the year 2000, only 25 remained active in 2002. But there are still market entries of new platforms and existing platforms form various types of partnerships. The analysis could identify a range of strategic development lines of successful platforms. Initiating cooperation with other platforms on the use of specific features and the development and use of standards, gaining support by major market participants, the improvement of trading functionalities and the expansion of value-added services are the primary lines of development and evolvement of platforms.     Web Services Support for Dynamic Business Process Outsourcing

    Outsourcing of business processes is crucial for organizations to be effective, efficient and flexible. To meet fast-changing market conditions, dynamic outsourcing is required, in which business relationships are established and enacted on-the-fly in an adaptive, fine-grained way unrestricted by geographic distance. This requires automated means for both the establishment of outsourcing relationships and for the enactment of services performed in these relationships over electronic channels. Due to wide industry support and the underlying model of loose coupling of services, Web services increasingly become the mechanism of choice to connect organizations across organizational boundaries. This paper analyzes to which extent Web services support the dynamic process outsourcing paradigm. We discuss contract -based dynamic business process outsourcing to define requirements and then introduce the Web services framework. Based on this, we investigate the match between the two. We observe that the Web services framework requires further support for cross - organizational business processes and mechanisms for contracting, QoS management and process-based transaction support and suggest ways to fill those gaps

    A Reference Architecture for Service Lifecycle Management – Construction and Application to Designing and Analyzing IT Support

    Service-orientation and the underlying concept of service-oriented architectures are a means to successfully address the need for flexibility and interoperability of software applications, which in turn leads to improved IT support of business processes. With a growing level of diffusion, sophistication and maturity, the number of services and interdependencies is gradually rising. This increasingly requires companies to implement a systematic management of services along their entire lifecycle. Service lifecycle management (SLM), i.e., the management of services from the initiating idea to their disposal, is becoming a crucial success factor. Not surprisingly, the academic and practice communities increasingly postulate comprehensive IT support for SLM to counteract the inherent complexity. The topic is still in its infancy, with no comprehensive models available that help evaluating and designing IT support in SLM. This thesis presents a reference architecture for SLM and applies it to the evaluation and designing of SLM IT support in companies. The artifact, which largely resulted from consortium research efforts, draws from an extensive analysis of existing SLM applications, case studies, focus group discussions, bilateral interviews and existing literature. Formal procedure models and a configuration terminology allow adapting and applying the reference architecture to a company’s individual setting. Corresponding usage examples prove its applicability and demonstrate the arising benefits within various SLM IT support design and evaluation tasks. A statistical analysis of the knowledge embodied within the reference data leads to novel, highly significant findings. For example, contemporary standard applications do not yet emphasize the lifecycle concept but rather tend to focus on small parts of the lifecycle, especially on service operation. This forces user companies either into a best-of-breed or a custom-development strategy if they are to implement integrated IT support for their SLM activities. SLM software vendors and internal software development units need to undergo a paradigm shift in order to better reflect the numerous interdependencies and increasing intertwining within services’ lifecycles.
