    Taiwan’s E-Government Usability from Foreign Perspective and Website Accessibility amid COVID-19 Pandemic

    The aim of this research intends to investigate Taiwanese egovernment websites with regards to Accessibility and Usability. The automated WAVE Accessibility tool and Nielsen’s 10 Heurestic Principle based surveys of foreign users of the English egovernment websites were used to test Accessibility and Usability respectively. The study found poor results that were unanimous across the board for Usability and total of just over 100 errors for Accessibility was the best performing website. The study proves that further research and investigation is necessary if Taiwan wants to meet its own governmental ambitions with regards to egovernment

    AccessBot – Assisted Assessment of Web Accessibility

People with different types of disabilities have different needs in using the web and access the content. Developers should fulfill these needs by making websites accessible. Alongside this premise, worldwide government directives oblige public and private sector websites and apps to meet accessibility requirements. To achieve a determined level of accessibility conformance, developers should follow the WCAG 2.1 (Web Content Accessibility Guidelines) and use automatic testing tools to evaluate their websites. However, while creating an accessible website, they may find difficulties that make this a laborious process. After studying and comparing eight of the most well-known accessibility evaluation extensions for the Chrome web browser, I found that these difficulties arise from various factors. These are subjective guidelines interpretations and implementations, automatic testing tools that provide limited coverage of the success criteria, different results displayed for the same website, and some guidelines are not tested automatically, meaning developers should perform manual testing. After analyzing these results, this project, with the name AccessBot, tries to cover the automatic accessibility evaluation gaps. It is an assisted validation tool using the open-source QualWeb accessibility evaluation. AccessBot is a browser extension for Chrome. Being a chrome extension makes it easy to access, install, and use by developers and more accessible to the general public. Its implementation aims to help users by visually identifying the problem, and performing a step-by-step guided evaluation, complementing the automatic evaluation done by QualWeb.     The SPEIR (Scottish Portals for Education, Information and Research) project was funded by the Scottish Library and Information Council (SLIC). It ran from February 2003 to September 2004, slightly longer than the 18 months originally scheduled and was managed by the Centre for Digital Library Research (CDLR). With SLIC's agreement, community stakeholders were represented in the project by the Confederation of Scottish Mini-Cooperatives (CoSMiC), an organisation whose members include SLIC, the National Library of Scotland (NLS), the Scottish Further Education Unit (SFEU), the Scottish Confederation of University and Research Libraries (SCURL), regional cooperatives such as the Ayrshire Libraries Forum (ALF)1, and representatives from the Museums and Archives communities in Scotland. Aims; A Common Information Environment For Scotland The aims of the project were to: o Conduct basic research into the distributed information infrastructure requirements of the Scottish Cultural Portal pilot and the public library CAIRNS integration proposal; o Develop associated pilot facilities by enhancing existing facilities or developing new ones; o Ensure that both infrastructure proposals and pilot facilities were sufficiently generic to be utilised in support of other portals developed by the Scottish information community; o Ensure the interoperability of infrastructural elements beyond Scotland through adherence to established or developing national and international standards. Since the Scottish information landscape is taken by CoSMiC members to encompass relevant activities in Archives, Libraries, Museums, and related domains, the project was, in essence, concerned with identifying, researching, and developing the elements of an internationally interoperable common information environment for Scotland, and of determining the best path for future progress

    Web Content Management System and accessibility awareness: A comparative study of novice users and accessibility outcomes

    Since its creation, the Web has progressively developed and become a vital source of information in every domain and for almost all people. It is crucial to guarantee that the information contained on the Web is available for everyone, especially for people with special needs. Removing accessibility barriers is fundamentally based on tools, skills and support of all contributors, particularly the content creators, to ensure information is navigable and usable in the context of the end users experience. Web Content Management Systems play a significant role in structuring, storing and provision content to the Web and have evolved to address the difficulties of manually coding web pages versus the convenience of manipulating their content without any programing skills. Web Content Management Systems have gradually evolved to contain features and functions that allow content authors to shape their content in ways that address web content accessibility expectations, though only if the content author knows how to use these features to maximum effect. This thesis explores such usage by participants deemed to be novices, in that they have limited technical skills in the context of web coding and have limited expose to Web Content Management Systems or the application/awareness of the Web Content Accessibility Guidelines (WCAG). This research places an emphasis on the outcome of these novice users when provided with some basic training and awareness raising of WCAG principles and the use of a modern Web Content Management System. This is explored in the literature as an area of some importance as organisations with significant web presence cannot simply tell their content authors to ‘oh, and make sure it is accessible’ and hope that the end product will somehow achieve that goal without an investment in some form of accessibility education. For web managers and developers in all public sector organisations. “Make sure that all content commissioners and authors are fully trained in the importance of accessible content, and in the means that are made available for them to achieve this . (p. 58) The purpose of this research was to explore to what level the use of accessible Web Content Management System and novice users’ training impacted accessibility outcomes. This study emerged from the widespread role that Web Content Management Systems play in terms of storing and managing web content and the growing usage of these systems by experts or novices at an organisational or personal level. Through a selection process, this study identified a Web Content Management System that had a number of accessibility features, developed some training and ‘awareness raising’ materials and then asked novice users across two groups to apply what they had learned in order to develop an accessible website. The goal of the study was to ascertain if the two groups performed differently according to the training and awareness raising materials they received, and if even basic accessibility outcomes were achievable with just a few hours of training and from what was essentially an accessibility ‘cold start’. The study used a mixed methods approach encompassing three research methods; experimental method, survey method and observational method, to compare qualitative and quantitative data obtained from ‘accessibility awareness’ and ‘accessibility unaware’ participant groups. Thirty university students participated in this research and received accessibility awareness raising sessions, with additional accessibility-related examples for the accessibility awareness group. All participants undertook pre and post-tests that were designed to collect data allowing the researcher to compare the learning performance before and after the participants’ awareness session. At the end of the awareness session, the participants of both groups completed a survey which was designed to provide further data on the participant’s perception of web use and experience, the concept of web accessibility, web content accessibility guidelines, the system used, and their opinion of the accessibility awareness session. Data collected from the survey, pre and post-tests and the recording provided a holistic set of data from which the primary and supporting research questions were addressed. The results of the research indicated that the accessibility awareness group demonstrated measurably better accessibility outcomes than the unawareness group; these results being attributed to the awareness training session, participants’ searching behaviour, time spent on tasks, and effort made to implement accessible features and complete the required tasks. The participants in both groups had some prior knowledge in the use of the Web but limited or no skills in HyperText Markup Language (HTML) or the use of a Web Content Management System. While performing tasks, the participants in the awareness group attempted to apply the accessibility concepts learnt during the training session and spent more time in searching those concepts on the Web in order to provide accessible web page content. Conversely, most of the participants in the unawareness group were concerned by the “look” of the web page, rather than focusing on actual accessible content; they only mimicked the exemplar website they have been provided as an ‘end product’, but did not explore the how and why of accessible content. All the participants at the end of this study were aware of the significance of web accessibility and were favourable to consider it in any future website development they may be involved in. The outcome of the study shows that the use of accessible Web Content Management System with example-based accessibility awareness sessions can lead to improved accessibility outcomes for novice web content authors. This research strongly suggests that even small, focussed and example-based training/awareness raising session can drive an accessibility mindset in web content authors, even those with limited or no technical, accessibility or web authoring experience

    Enhancing Learning Management Systems Utility for Blind Students: A Task-oriented, User-Centered, Multi-Method Evaluation Technique

    This paper presents a novel task-oriented, user-centered, multi-method evaluation (TUME) tech-nique and shows how it is useful in providing a more complete, practical and solution-oriented assessment of the accessibility and usability of Learning Management Systems (LMS) for blind and visually impaired (BVI) students. Novel components of TUME include a purposeful integra-tion of a multi-theoretic foundation and multiple methods to accurately identify users’ accessibil-ity and usability problems in Web interaction and identify design problems and solutions to en-sure technical feasibility of recommendations. The problems identified by TUME remain hidden from extant evaluation methods - therefore, these problems remain in Web-based applications. As a result, evaluation of Web-based applications remains confounded by users’ Web interaction challenges; their utility for specific user types remains unclear. Without appropriate evaluation of users’ problems and challenges in using Web-based applications, we cannot begin to solve these problems and challenges. This paper demonstrates how TUME can be used to identify the unique problems and challenges of specific user types in using Web-based applications and suggests po-tential solutions. The outcome is an accurate understanding of specific design elements that pre-sent roadblocks and challenges for the user in interacting with the Web-based application and feasible design modifications to potentially improve the utility of these applications for specific user types

    A Usability Inspection Method for Model-driven Web Development Processes

    Las aplicaciones Web son consideradas actualmente un elemento esencial e indispensable en toda actividad empresarial, intercambio de información y motor de redes sociales. La usabilidad, en este tipo de aplicaciones, es reconocida como uno de los factores clave más importantes, puesto que la facilidad o dificultad que los usuarios experimentan con estas aplicaciones determinan en gran medida su éxito o fracaso. Sin embargo, existen varias limitaciones en las propuestas actuales de evaluación de usabilidad Web, tales como: el concepto de usabilidad sólo se soporta parcialmente, las evaluaciones de usabilidad se realizan principalmente cuando la aplicación Web se ha desarrollado, hay una carencia de guías sobre cómo integrar adecuadamente la usabilidad en el desarrollo Web, y también existe una carencia de métodos de evaluación de la usabilidad Web que hayan sido validados empíricamente. Además, la mayoría de los procesos de desarrollo Web no aprovechan los artefactos producidos en las fases de diseño. Estos artefactos software intermedios se utilizan principalmente para guiar a los desarrolladores y para documentar la aplicación Web, pero no para realizar evaluaciones de usabilidad. Dado que la trazabilidad entre estos artefactos y la aplicación Web final no está bien definida, la realización de evaluaciones de usabilidad de estos artefactos resulta difícil. Este problema se mitiga en el desarrollo Web dirigido por modelos (DWDM), donde los artefactos intermedios (modelos) que representan diferentes perspectivas de una aplicación Web, se utilizan en todas las etapas del proceso de desarrollo, y el código fuente final se genera automáticamente a partir estos modelos. Al tener en cuenta la trazabilidad entre estos modelos, la evaluación de estos modelos permite detectar problemas de usabilidad que experimentaran los usuarios finales de la aplicación Web final, y proveer recomendaciones para corregir estos problemas de usabilidad durante fases tempranas del proceso de desarrollo Web. Esta tesis tiene como objetivo, tratando las anteriores limitaciones detectadas, el proponer un método de inspección de usabilidad que se puede integrar en diferentes procesos de desarrollo Web dirigido por modelos. El método se compone de un modelo de usabilidad Web que descompone el concepto de usabilidad en sub-características, atributos y métricas genéricas, y un proceso de evaluación de usabilidad Web (WUEP), que proporciona directrices sobre cómo el modelo de usabilidad se puede utilizar para llevar a cabo evaluaciones específicas. Las métricas genéricas del modelo de usabilidad deben operacionalizarse con el fin de ser aplicables a los artefactos software de diferentes métodos de desarrollo Web y en diferentes niveles de abstracción, lo que permite evaluar la usabilidad en varias etapas del proceso de desarrollo Web, especialmente en las etapas tempranas. Tanto el modelo de usabilidad como el proceso de evaluación están alineados con la última norma ISO/IEC 25000 estándar para la evaluación de la calidad de productos de software (SQuaRE). El método de inspección de usabilidad propuesto (WUEP) se ha instanciado en dos procesos de desarrollo Web dirigido por modelos diferentes (OO-H y WebML) a fin de demostrar la factibilidad de nuestra propuesta. Además, WUEP fue validado empíricamente mediante la realización de una familia de experimentos en OO-H y un experimento controlado en WebML. El objetivo de nuestros estudios empíricos fue evaluar la efectividad, la eficiencia, facilidad de uso percibida y la satisfacción percibida de los participantes; cuando utilizaron WUEP en comparación con un método de inspección industrial ampliamente utilizado: La Evaluación Heurística (HE). El análisis estadístico y meta-análisis de los datos obtenidos por separado de cada experimento indicaron que WUEP es más eficaz y eficiente que HE en la detección de problemas de usabilidad.
