    In this paper we propose an integration between electronic mail and web services for people such as library operators who need to send large files to Internet users. The proposed solution permits librarians to continue using the e-mail service to send large documents, but at the same time overcomes problems that users can encounter downloading large size files with e-mail agents. The library operator sends the document as an attachment to the destination address, on fly the e-mail server extracts and saves the attachments in a web-server disk file and substitutes then with a new message part that includes the URL pointing to the saved document. The receiver can download these large objects using user-friendly browser

    This Implementation Guide will give an introduction to implementation and the science or theory behind it, and will specifically describe the implementation of Chit Chat: CDI's Early Intervention Speech and Language Therapy Model. It will explain the steps necessary to set up and implement the model and what is required in terms of on-going support to ensure effective service delivery. There are of course various models of Speech and Language (S&L) service delivery, however, this document is based on CDI's approach and experience. CDI's Quality Services, Better Outcomes Workbook acts as a companion to this Guide, informing all stages in the process of ensuring quality service provision.The Guide is presented in six sections, with accompanying appendices, as follows:This Introduction provides an overview of the Childhood Development Initiative (CDI) and Chit Chat and then goes on to discuss implementation, how to use this Guide and logic modeling.Section 1 provides an overview of Chit Chat. It goes on to outline the steps to be taken in exploring and preparing for the introduction of the service by discussing community readiness, he identification of key stakeholders, the development of promotional materials, and the partnership approach..Section 2 looks at what is involved in planning and resourcing Chit Chat, including the structures to support delivery; budget; identifying appropriate staff and completing the recruitment process; and putting in place the necessary resources.Section 3 is about implementing and operationalising the service. It discusses the delivery of the service along with monitoring and quality supports.Section 4 concerns 'business as usual' and discusses consolidation and what it ill take to ensure that the service is sustainable.Section 5 concludes the Guide with a list of things to consider to keep your model of S&L delivery running smoothly, and to maximise its' sustainability

    State and Federal governments are exploring the use and implementation of outcomes measures in the human services sector in Australia, and pilot studies are being conducted at a number of sites using the Outcomes Star, one such system for measuring outcomes.Outcomes Star is both a case-management and an outcomes-measurement tool developed in the UK which acknowledges the significance of personal motivation and agency for a service user in achieving sustainable change in their journey towards independence and choice in critical areas of their lives.Dr Lisa Harris and Dr Sharon Andrews are lecturers in social policy at RMIT University. Lisa worked as a caseworker and in management for many years in the social and community sector before moving into higher education. Sharon has worked in government at both a state and federal level, and also served on the board for a number of community sector organisations. Lisa and Sharon’s joint research interests are exploring community sector driven research, social policy development and implementation, practice innovation, and the implementation and use of outcomes-measurement tools in the human services sector.Lisa and Sharon have been commissioned by the Salvation Army Melbourne Central Division Research and Advocacy portfolio to undertake two action-research projects. The aim of this first project was to provide a robust implementation strategy for the Outcomes StarTM that would be of use to social service networks within the Salvation Army and other community service organisations. The second project will explore, over time, the use of data from the Outcomes StarTM in professional practice, individual and team supervision, program design, organisational accountability and structural advocacy

    This report has been put together by the Health and Care Infrastructure Research and Innovation Centre (HaCIRIC) at the University of Salford for the Department of Health. The need for the report grew out of two main simple questions, o Is Lean applicable in sectors other than manufacturing? o Can the service delivery sector learn from the success of lean in manufacturing and realise the benefits of its implementation?The aim of the report is to list together examples of lean thinking as it is evidenced in the public and private service sector. Following a review of various sources a catalogue of evidence is put together in an organised manner which demonstrates that Lean principles and techniques, when applied rigorously and throughout an entire organization/unit, they can have a positive impact on productivity, cost, quality, and timely delivery of services
