    An Overview of the Feasibility of Achieving Level 2 Building Information Modeling by 2016 in the UK

    The aim of this study is to investigate the current status and feasibility of achieving Level 2 BIM (building information modeling) usage that is to be made mandatory by the UK government on its projects by the year 2016. This study assesses the level at which organizational and practitioner knowledge of BIM is currently positioned. The UK government, being the largest public stakeholder client, has realized the benefits and advantages of BIM when used in procuring projects across their lifecycle in the built environment. A critical review of the BIM literature was carried out and the evidence base was created in relation to government targets for 2016. At the current stage, Level 2 BIM adoption is achievable by 2016 for large construction firms but not for SMEs (small medium enterprise). Also, from evidence in this study, the technology needs to be properly tailored to meet SME variables if Level 2 status is to be achieved for the entire industry

The work is based on two earlier studies which found that the requirements phase is not well served in web development methods and that there is no agreed set of requirements from practitioners as to what they would like to see in a web development method.     Framework for Multi-agency Environments (FAME) was one of the Local Government On-Line funded National Projects sponsored by the Office of the Deputy Prime Minister (ODPM). Within FAME there were six local projects (known as strands) led by English local authorities in partnership with service providers. Each strand aimed to improve a particular set of services (for example, to vulnerable older people or disabled children) through effective and appropriate exchange of information. These local projects worked with IT suppliers (known as technology partners) to produce a technical system to facilitate the exchange and management of client / patient information across agency boundaries. Not all the outputs of FAME were in the form of IT systems. Improvements to business processes and information sharing practices were also expected. Newcastle University led two further strands, the Generic Framework and Learning & Evaluation. The Generic Framework identifies and describes nine building blocks that are essential to effective multi-agency working. The FAME website http://www.fame-uk.org contains details of these building blocks, together with a ‘how to’ guide and a toolkit to support local authorities and their partners in assessing their ‘readiness’ for multi-agency working. This is the report of the Learning & Evaluation strand. The Learning & Evaluation team worked closely with the local FAME project teams, who were supportive of our work and generous with their time. Throughout the project we reported back to the local teams both individually and collectively. Evaluation was thoroughgoing and critical, not an exercise in public relations or advocacy. It is important to stress that learning is likely to be gained from what did not work as well as from what did. Problems and setbacks, as well as successes, are therefore documented and analysed in the report

Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion.     Improving outcomes in outsourced product development: a joint consultant-client perspective

    Although firms increasingly outsource front end product development activities to production suppliers or design consultants, this practice has received little scholarly attention. The few existing academic studies report high failure rates but generally present only the client firms’ view of the causes. Our first results from in-depth interviews of both clients and consultants give a richer picture of enablers of success and causes of failure. We confirm some previous findings(internal divisions within the client, “poor communication” between parties),identify new ones (inadequate client capabilities, failure to transfer design intent), and combine them into a comprehensive model of outsourced product development that includes negotiating project scope, continuously managing expectations, and carefully re-integrating the design output into the client’s operations. Finally, we classify several types of client dependency (need for new ideas, extra capacity, or specific technical expertise) and highlight the particular hazards associated with each
