Minding our ps and qs: Issues of property, provenance, quantity and quality in institutional repositories
The development of institutional repositories has opened the path to the mass availability of peer-reviewed scholarly information and the extension of information democracy to the
academic domain. A secondary space of free-to-all documents has begun to parallel the hitherto-closed world of journal publishing and many publishers have consented to the inclusion of copyrighted documents in digital repositories, although frequently specifying that a version other than the formally-published one be used. This paper will conceptually examine the complex interplay of rights, permissions and versions between publishers and repositories, focussing on the New Zealand situation and the challenges faced by university repositories in recruiting high-quality peer-reviewed documents for the open access domain. A brief statistical snapshot of the appearance of material from significant publishers in repositories will be used to gauge the progress that has been made towards broadening information availability. The paper will also look at the importance of harvesting and dissemination, in particular the role of Google Scholar in bringing research information within reach of ordinary internet users. The importance of accuracy, authority, provenance and transparency in the presentation of research-based information and the important role that librarians can and should play in optimising the open research discovery experience will be emphasised
On the Change in Archivability of Websites Over Time
As web technologies evolve, web archivists work to keep up so that our
digital history is preserved. Recent advances in web technologies have
introduced client-side executed scripts that load data without a referential
identifier or that require user interaction (e.g., content loading when the
page has scrolled). These advances have made automating methods for capturing
web pages more difficult. Because of the evolving schemes of publishing web
pages along with the progressive capability of web preservation tools, the
archivability of pages on the web has varied over time. In this paper we show
that the archivability of a web page can be deduced from the type of page being
archived, which aligns with that page's accessibility in respect to dynamic
content. We show concrete examples of when these technologies were introduced
by referencing mementos of pages that have persisted through a long evolution
of available technologies. Identifying these reasons for the inability of these
web pages to be archived in the past in respect to accessibility serves as a
guide for ensuring that content that has longevity is published using good

BlogForever D3.2: Interoperability Prospects
This report evaluates the interoperability prospects of the BlogForever platform. Therefore, existing interoperability models are reviewed, a Delphi study to identify crucial aspects for the interoperability of web archives and digital libraries is conducted, technical interoperability standards and protocols are reviewed regarding their relevance for BlogForever, a simple approach to consider interoperability in specific usage scenarios is proposed, and a tangible approach to develop a succession plan that would allow a reliable transfer of content from the current digital archive to other digital repositories is presented
GIS Application to Support Land Administration Services in Ghana: Institutional Factors and Software Developments
In June 1999, the Ghanaian Government launched a new land policy document that sought to address some fundamental problems associated with land administration and management in the country. The document identified the weak land administration system as a particular problem and recommended the introduction of computer-aided information systems in the ‘lands sector’. In 2001, the Government made further proposals to prepare and implement a Land Administration Programme (LAP) to provide a better platform for evolving an efficient land administration that would translate the ‘National Land Policy’ into action. Thus, an up-to-date land information system (LIS), supporting efficient management of land records, is to be constructed, which provides a context for the research reported in this paper. We document two aspects of our research on the adoption of GIS by the Lands Commission Secretariat (LCS) which form part of a pilot project in GIS diffusion. Part one of the paper mainly outlines the empirical results arising from fieldwork undertaken during 2001 to determine the information and GIS requirements of the LCS in relation to their routine administrative processes and to identify the critical factors that are required to ensure that any new GIS applications are successfully embraced. Part two explains the prototype software system developed using ArcView 3.2 and Access that provides the LCS with a means to automate some of the routine administrative tasks that they are required to fulfil. The software has been modified and upgraded following an initial evaluation by LCS employees also conducted as part of the fieldwork in Accra

UK Research Information Shared Service (UKRISS) Final Report, July 2014
The reporting of research information is a complex and expensive activity for research organisations (ROs). There is little alignment between funders of the reporting requests made to institutions and requests made to individual researchers about their research outputs and outcomes. This inevitably results in duplication and increased costs across the sector, whilst limiting the potential sharing and reuse of the information. The UK Research Information Shared Service (UKRISS) project conducted a feasibility and scoping study for the reporting of research information at a national level based on CERIF (Common European Research Information Format), with the objective of increasing efficiency, productivity and quality across the sector. The aim was to define and prototype solutions which are compelling, easy to use, have a low entry barrier, and support innovative information sharing and benchmarking. CERIF has emerged as the preferred format for expressing research information across Europe. To date, CERIF has been piloted for specific applications, but not as a format for reporting requirements across all UK ROs. The final report presents the work carried out by the UKRISS project, including requirements gathering, modelling and prototyping, as well as recommendation for sustainability. UKRISS was divided into two phases. Phase 1, mapping the reporting landscape, ran from March 2012 to December 2012. Phase 2, exploring delivery of potential solutions, began in February 2013 and ended in December 2013
