    Examining trade-offs between social, psychological, and energy potential of urban form

    Urban planners are often challenged with the task of developing design solutions which must meet multiple, and often contradictory, criteria. In this paper, we investigated the trade-offs between social, psychological, and energy potential of the fundamental elements of urban form: the street network and the building massing. Since formal methods to evaluate urban form from the psychological and social point of view are not readily available, we developed a methodological framework to quantify these criteria as the first contribution in this paper. To evaluate the psychological potential, we conducted a three-tiered empirical study starting from real world environments and then abstracting them to virtual environments. In each context, the implicit (physiological) response and explicit (subjective) response of pedestrians were measured. To quantify the social potential, we developed a street network centrality-based measure of social accessibility. For the energy potential, we created an energy model to analyze the impact of pure geometric form on the energy demand of the building stock. The second contribution of this work is a method to identify distinct clusters of urban form and, for each, explore the trade-offs between the select design criteria. We applied this method to two case studies identifying nine types of urban form and their respective potential trade-offs, which are directly applicable for the assessment of strategic decisions regarding urban form during the early planning stages

    Rural Estrangement and the Regulatory State

    In today’s polarized social and political climate, rural alienation from government is often dismissed as “just more politics” or a symptom of problematic cultural norms. This Article takes rural disaffection from government seriously, with a focus on rural relationships with the federal regulatory state. The Article argues that rural disaffection from the regulatory state is not solely a cultural or political phenomenon among white conservatives. Rural disaffection is also a broader structural issue that stems in part from the regulatory state’s crisis of legitimacy. Two factors show that rural disaffection from the regulatory state is more diffuse and profound than is often appreciated, implicating the regulatory state’s capacity to elicit deference among those it governs. First, as illustrated with a robust synthesis of socio-legal literature on rural views, racially and politically diverse rural populations exhibit overlapping themes of distrust toward the regulatory state based in perceptions of procedural exclusion, agencies’ disregard for local conditions, and arbitrary substantive outcomes. This broad, intersectional rural disaffection suggests at least some of the problem lies with the regulatory state itself. Second, objective, structural features of the regulatory state align with rural populations’ subjective accounts, including the failure of cost-benefit analysis to accommodate salient rural conditions and the unique, under-mitigated impacts of regulatory developments in rural regions. The pervasive nature of rural disaffection alongside the alignment of structural factors with subjective rural accounts together lend credence to rural populations’ sentiments, in turn evoking common concerns about democratic accountability and inadequately guided decisionmaking within the regulatory state. This Article contemplates possibilities for reform based in recognized pathways to help establish institutional legitimacy—including procedural, distributive, and restorative justice—with a view to defusing rural alienation’s destabilizing influence while working toward a regulatory state that is more trustworthy, effective, and fair for all

    Financial incentives to promote active travel: an evidence review and economic framework

    ContextFinancial incentives, including taxes and subsidies, can be used to encourage behavior change. They are common in transport policy for tackling externalities associated with use of motor vehicles, and in public health for influencing alcohol consumption and smoking behaviors. Financial incentives also offer policymakers a compromise between “nudging,” which may be insufficient for changing habitual behavior, and regulations that restrict individual choice.Evidence acquisitionThe literature review identified studies published between January 1997 and January 2012 of financial incentives relating to any mode of travel in which the impact on active travel, physical activity, or obesity levels was reported. It encompassed macroenvironmental schemes, such as gasoline taxes, and microenvironmental schemes, such as employer-subsidized bicycles. Five relevant reviews and 20 primary studies (of which nine were not included in the reviews) were identified.Evidence synthesisThe results show that more-robust evidence is required if policymakers are to maximize the health impact of fiscal policy relating to transport schemes of this kind.ConclusionsDrawing on a literature review and insights from the SLOTH (sleep, leisure, occupation, transportation, and home-based activities) time-budget model, this paper argues that financial incentives may have a larger role in promoting walking and cycling than is acknowledged generally

    Systematic review and comparison of densification effects and planning motivations

    Do higher urban densities contribute to more sustainable cities and communities? This paper examines the effectiveness of higher density (as a means) for achieving sustainable urban development (the goal) following three lines of enquiry. First, a systematic review of the scientific literature (n = 229 peer-reviewed empirical studies) is presented on the effects of urban density. Second, the motivations for increasing urban density are studied in a systematic review of Swedish planning practices based on the comprehensive urban plans in 59 municipalities. Third, these two studies are compared to find matches and mismatches between evidence and practice. Although positive effects exist for public infrastructure, transport and economics, there are also considerable negative environmental, social and health impacts. This creates a challenging task for urban planners to assess the trade-offs involving densification and accommodate current urbanisation rates. Some topics are found to be over-represented in research (transport effects), seldom discussed in practice (environmental impact), and misaligned when comparing motives and evidence (social impact). Furthermore, for some topics, urban density thresholds are found that are important because they may explain some of the divergences in the results between studies. PRACTICE RELEVANCE The transfer of knowledge from research to planning practice is a serious concern as planning strategies are not aligned with scientific evidence. Planning practice in Sweden is more positive about the contribution of higher density to sustainable urban development than the results of empirical studies warrant. The largest deviation is found in relation to the social impacts of higher density where the planning arguments are not aligned with the evidence. Several reported negative effects of densification (e.g. water management, recreational infrastructure, biodiversity) are not sufficiently accounted for in Sweden’s planning policy and strategy. The narrow planning focus on decarbonising cities and densification needs to be broadened to ensure cities are resilient against the effects of climate change and include mitigation strategies to reduce negative social, environmental and health impacts. The findings can be used to develop evidence-based planning strategies. Other countries can apply this process to assess their planning strategies

    Microfinance and Third World Development: A Critical Analysis

    Microfinance is emerging as an integral part of the new development paradigm, described by the phrase participation and development. Although the idea has become quite popular among donor agencies, development practitioners, and academicians, theoretical premises on which this idea is founded seem entirely unexamined. Accordingly, this article investigates the academic merits, as well as potential consequences, of this popular poverty alleviating model from the supply-side perspective and asks a provocative question: Do the microfinance ventures have features which suggest that the establishment of this new finance industry in the Third World countries might further complicate their pervasive poverty problems? The answer to this question appears affirmative to be affirmative. First, the microfinance idea is founded on two theoretical premises, both of which are very controversial. Second, the lack of microcredit is not the cause of the Third World\u27s deplorable poverty situation--a fact that suggests that the supply of microcredit cannot alleviate poverty in these countries. Finally, the promotion of the microfinance ventures in the Third World has potentials to create private groups, which have vested interests in perpetuating their prevailing poverty situation

    This repository item contains a single issue of the Pardee Center Task Force Reports, a publication series that began publishing in 2009 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future.This report is a product of the Pardee Center Task Force on Games for a New Climate, which met at Pardee House at Boston University in March 2012. The 12-member Task Force was convened on behalf of the Pardee Center by Visiting Research Fellow Pablo Suarez in collaboration with the Red Cross/Red Crescent Climate Centre to “explore the potential of participatory, game-based processes for accelerating learning, fostering dialogue, and promoting action through real-world decisions affecting the longer-range future, with an emphasis on humanitarian and development work, particularly involving climate risk management.” Compiled and edited by Janot Mendler de Suarez, Pablo Suarez and Carina Bachofen, the report includes contributions from all of the Task Force members and provides a detailed exploration of the current and potential ways in which games can be used to help a variety of stakeholders – including subsistence farmers, humanitarian workers, scientists, policymakers, and donors – to both understand and experience the difficulty and risks involved related to decision-making in a complex and uncertain future.
