    Innovation Systems, Radical Transformation, Step-by-Step: India in Light of China

    The paper introduces a reform trajectory we call ?revolutionary incrementalism? in which partial and incremental measures add up to profound transformation. Recent advances in economic theory demonstrate that growth is not hard to start: it almost starts itself, somewhere, sometimes. But keeping it going is not easy: doing so requires attention to the context of growth binding constraints and situation-specific ways to resolve them. The same goes for institutions: it is almost always possible to find some that are working. The issue is using the ones that work to improve those that don?t. The thrust of the proposal is to rely on variation within existing institutions as the ?Archimedean lever? with which to leverage reform and change. India?s public sector record for implementing and coordinating innovation efforts can be notoriously fragmented and inefficient but there are some parts that perform better than others, and there are recognized pockets of excellence virtually within every ministry or public sector organization. The same internal diversity is even more visible in the private sector.     Contemporary Innovation Policy and Instruments: Challenges and Implications

    In this paper we review major theoretical (neoclassical economics, evolutionary, systemic and knowledge-based) insights about innovation and we analyse their implications for the characteristics of contemporary innovation policy and instruments. We show that the perspectives complement each other but altogether reveal the need to redefine the current general philosophy as well as the modes of operationalisation of contemporary innovation policy.     The ecological system of innovation: A new architectural framework for a functional evidence-based platform for science and innovation policy

    Models on innovation, for the most part, do not include a comprehensive and end-to-end view. Most innovation policy attention seems to be focused on the capacity to innovate and on input factors such as R&D investment, scientific institutions, human resources and capital. Such inputs frequently serve as proxies for innovativeness and are correlated with intermediate outputs such as patent counts and outcomes such as GDP per capita. While this kind of analysis is generally indicative of innovative behaviour, it is less useful in terms of discriminating causality and what drives successful strategy or public policy interventions. This situation has led to the developing of new frameworks for the innovation system led by National Science and Technology Policy Centres across the globe. These new models of innovation are variously referred to as the National Innovation Ecosystem. There is, however, a fundamental question that needs to be answered: what elements should an innovation policy include, and how should such policies be implemented?     A comparison between e-government practices in Taiwan and New Zealand.

    Few studies have focused on comparing the state of e-government in Western- and Non-Western settings, where the political, social, economic, and cultural environments can be markedly different. This paper compares the views of local authority policymakers in Taiwan and New Zealand, in order to judge the sophistication of their e-government initiatives via the formal and informal policies underpinning website development. Good level of agreement were observed between the Taiwanese and New Zealander respondents for the high levels of significance they attached to 3 key issues, which the authors argue are critical for successful e-government: Accessibility, Security and Privacy. Similarly, the policymakers agreed on a medium level of significance for the 7 key issues: E-procurement, Digital Divide, Private Sector, Taxation, Cultural Obstacles, IT Workforce, and Social Effects (and on a low level of significance for E-Tailing). It was concluded that government policymakers in both countries, in an era of commercial online social networking, are continuing to favour pushing(what they deem to be important) information to citizens, rather than creating collaborative service channels with citizens, contractors and suppliers or integrating separate service processes to satisfy all stakeholders. An attendant lack of commitment to promoting heightened (e-)democracy was also noted, especially in New Zealand

    Initiating Community Engagement for Enhancing Preservice Teacher Education

    Facilitating community engagement in education is promoted and emphasised in university policies and strategic plans. How can a university facilitate innovations to develop collaborative partnerships with its community? This paper presents leadership processes for initiating community engagement with an Australian university and highlights examples of innovations in Science Education for Sustainable Living (SESL) with preservice teachers’ reflections on their teaching practices. Data collection included observations of practice, interviews, minutes of meetings, and written correspondence with a wide range of participants (i.e., senior QUT staff, lecturers, preservice teachers, principals, school executives and teachers, and other community members). A four-step process for implementing SESL innovations provided an example of university-community engagement, and was used as a catalyst for preservice teachers (n=14) to reflect on SESL, which provided opportunities for enhancing their science teaching practices. Results indicated that connecting the community with preservice teacher education aided in promoting understandings of sustainable living and kept environmental issues on the agenda. The four-step process implemented by the preservice teachers for SESL assisted to conceptually advance understandings of scientific causes and effects in order to propose appropriate solutions. Initiating university-community engagement required articulating visionary directions, understanding change processes, motivating potential key stakeholders, and promoting collaboration and team effort. In addition, distributing leadership aided in facilitating university-community collaboration and allowed for the implementation of a wider range of innovations. It was concluded that distributing leadership will be essential in order to sustain university-community engagement, particularly as key stakeholders in leadership roles can deploy energy and resources at levels required for successful collaborations
