Coming Full Circle with Boyd\u27s OODA Loop Ideas: An Analysis of Innovation Diffusion and Evolution
The Observe-Orient-Decide-Act (OODA) Loop ideas of Air Force Colonel John Boyd have impacted the Department of Defense (DoD), influenced military thought, paved the way for operational change, and helped to shape fighting doctrines. A wide variety of OODA Loop ideas and interpretations exist in the literature, but are unorganized and have not undergone holistic study to determine how Boyd\u27s ideas have spread or changed over time. As such, this research analyzed a quarter century (1976-2003) sample of the OODA Loop literature to examine the diffusion and evolution of OODA Loop ideas since Boyd\u27s original conceptualizations. This research used qualitative data analysis to examine OODA Loop ideas in light of innovation diffusion theory. Ideas from Boyd\u27s original OODA Loop theories were compared and contrasted with subsequent literature instances to assess diffusion and evolution of OODA Loop ideas in the DoD. What Lies Beneath? Who Owns British Defence Contractors and Does it Matter?
This paper presents the findings of research into the distribution of the rewards from capital used in defence production. Much existing research has examined the supply chain in the production of defence goods, but there have been few attempts to look at the ownership of suppliers. First, the paper examines two theoretical issues: why the identity of shareholders in defence contractors should have any economic or political significance, and whether the use of capital in defence industries should in principle be expected to be the same as that in any other industry. It then investigates the identity and ownership of the contractors concerned in 2003-4, using several case studies. It finds that many of the largest suppliers to the UK government are foreign-owned or controlled, and it finds evidence of a surprising degree of American equity participation in major British contractors.
Commercial software tools for intelligent autonomous systems
This article identifies some of the commercial software tools that can potentially be examined, or relied upon for their techniques, within new EPSRC projects entitled "Reconfigurable Autonomy" and "Distributed Sensing and Control.." awarded and to be undertaken between Liverpool, Southampton and Surrey Universities in the next 4 years. Although such projects strive to produce new techniques of various kinds, the software reviewed here could also influence, shape and help to integrate the algorithmic outcome of all 16 projects awarded within the EPSRC Autonomous and Intelligent Systems programme early 2012. To avoid mis-representation of technololgies provided by the software producer companies listed, most of this review is based on using quotes from original product descriptions
Military Transformation and the Defense Industry after Next
Though still adjusting to the end of the Cold War, the defense industry is now confronted with the prospect of military transformation. Since the terrorist attacks on 11 September 2001, many firms have seen business improve in response to the subsequent large increase in the defense budget.
