Quality assurance in tertiary education: A discussion of current developments and practices
The focus of quality assurance (QA) in the tertiary education sector has shifted from an emphasis on peer review and other internal quality measures to a greater use of external auditing agents. These changes are being driven by governments who demand greater transparency and accountability as they simultaneously withdraw from fully funding the sector. A study of QA processes in Australia, the UK, NZ and the US at the national level and of Open and Distance Learning at institutional level, revealed a sector under stress, subject to rapid change and ongoing government scrutiny. The approaches to QA in these four countries are evolving along similar lines. Managing evolution and change in web-based teaching and learning environments
The state of the art in information technology and educational technologies is evolving constantly.
Courses taught are subject to constant change from organisational and subject-specific reasons. Evolution
and change affect educators and developers of computer-based teaching and learning environments alike –
both often being unprepared to respond effectively. A large number of educational systems are designed
and developed without change and evolution in mind. We will present our approach to the design and
maintenance of these systems in rapidly evolving environments and illustrate the consequences of evolution
and change for these systems and for the educators and developers responsible for their implementation and
deployment. We discuss various factors of change, illustrated by a Web-based virtual course, with the
objective of raising an awareness of this issue of evolution and change in computer-supported teaching and
learning environments. This discussion leads towards the establishment of a development and management
framework for teaching and learning systems

An SDI for the GIS-education at the UGent Geography Department
The UGent Geography Department (GD) (ca. 200 students; 10 professors) has been teaching GIS since the mid 90’s. Ever since, GIS has evolved from Geographic Information Systems, to GIScience, to GIServices; implying that a GIS specialist nowadays has to deal with more than just desktop GIS. Knowledge about the interaction between different components of an SDI (spatial data, technologies, laws and policies, people and standards) is crucial for a graduated Master student. For its GIS education, the GD has until recently been using different sources of datasets, which were stored in a non-centralized system. In conformity with the INSPIRE Directive and the Flemish SDI Decree, the GD aims to set-up its own SDI using free and open source software components, to improve the management, user-friendliness, copyright protection and centralization of datasets and the knowledge of state of the art SDI structure and technology.
The central part of the system is a PostGIS-database in which both staff and students can create and share information stored in a multitude of tables and schemas. A web-based application facilitates upper-level management of the database for administrators and staff members. Exercises in various courses not only focus on accessing and handling data from the SDI through common GIS-applications as QuantumGIS or GRASS, but also aim at familiarizing students with the set-up of widely used SDI-elements as WMS, WFS and WCS services.
The (dis)advantages of the new SDI will be tested in a case study in which the workflow of a typical ‘GIS Applications’ exercise is elaborated. By solving a problem of optimal location, students interact in various ways with geographic data. A comparison is made between the situation before and after the implementation of the SDI

Mobile Usability in Educational Contexts: What have we learnt?
The successful development of mobile learning is dependent on human factors in the use of new mobile and wireless technologies. The majority of mobile learning activity continues to take place on devices that were not designed with educational applications in mind, and usability issues are often reported. The paper reflects on progress in approaches to usability and on recent developments, with particular reference to usability findings reported in studies of mobile learning. The requirements of education are considered as well as the needs of students participating in distance education; discipline-specific perspectives and accessibility issues are also addressed. Usability findings from empirical studies of mobile learning published in the literature are drawn together in the paper, along with an account of issues that emerged in two mobile learning projects based at The Open University, UK, in 2001 and 2005. The main conclusions are: that usability issues are often reported in cases where PDAs have been used; that the future is in scenario-based design which should also take into account the evolution of uses over time and the unpredictability of how devices might be used; and that usability issues should be tracked over a longer period, from initial use through to a state of relative experience with the technology

Automation in distance learning: an empirical study of unlearning and academic identity change linked to automation of student messaging within distance learning
This paper explores the unlearning and learning undertaken by adjuncts (Associate Lecturers) during the introduction of automated messaging by the university as part replacement of adjunct pastoral support for students. Automated messages were introduced by the University to standardize the student experience in terms of qualification communications, for example, reminders of forthcoming assessment deadlines. This change in communicative strategy is due to shifting power from a collegial to a managerial culture and practice in supporting distance learning students effectively. This is a university-wide initiative in a bid to improve progression and completion in an increasingly cost-focused higher education environment. The introduction of automated messaging requires adjuncts to learn new processes, and thus unlearn previous organizational routines which impacts upon their academic identity and perceived power within their roles
